Engineering and Testing, Inc. is pleased to submit this geotechnical exploration report for the referenced project. After an executive summary, this letter describes the project, explains our services and findings, and presents our conclusions and recommendations for the foundations of the proposed residence. This report was prepared in general accordance with Chapter 18 of the 2004 Florida Building Code. EXECUTIVE SUMMARY The existing foundation within the zone of influence, should be removed and legally disposed off -site. Existing utilities should be located, properly capped at the property line and removed or rerouted around the construction area. Septic tanks and drain fields should be removed or properly abandoned. The excavated area should be backfilled in lifts not to exceed 1 foot and each lift compacted to a minimum of 95% of maximum dry density as determined by ASTM D 1557. The subgrade soils should be improved with compaction from the stripped grade prior to constructing the foundation pad. The top 2 feet below stripped grade should be compacted to a minimum of 95% density prior to placing fill to achieve final grade. Fill (including stemwall backfill) should. be placed in 12 inch lifts and compacted to achieve 95% density. After excavation for footings, the subgrade to a depth of 2 feet below bottom of footings should be compacted to achieve a minimum 95% density. The soil density should be tested before placing steel for the foundation. After completing the recommended site preparation, the proposed structure can be supported on shallow foundations proportioned using a maximum bearing capacity of 2,500 psf. Additional details are provided in the body of the report. PROJECT DESCRIPTION Based on a site plan, construction plans prepared by Bert Bejarano (dated January 2, 2012), and conversations with the client, the project consists of removing portions of an existing foundation and then constructing a two-story CBS residential structure with a footprint of 2,400 square feet. y � f A. Geotechnical Exploration, Proposed Residence 10177 and 10179 Kin g Neptune Lane, St. Lucie County, Florida Project No. 138-108 The construction plans indicate that the new residence will have a finished floor elevation of +9 feet NGVD. There will be approximately 4 feet of fill inside the stem walls. The plans indicate that the building will essentially rest on stem wall footings with a floating slab. The plans indicate the footings are proportioned using an allowable soil bearing capacity of 2,500 psf. Continuous footing widths are 16 to 30 inches. We have not received any information regarding structural loads. For the foundation recommendations presented in this report, we assumed that the maximum column and wall loads will be 30 kips and 6.25 kips per linear foot, respectively. If any of the above information is incorrect, A. M. Engineering should be advised promptly so that we can review our recommendations and revise them if necessary. FIELD EXPLORATIONS The subsurface conditions at the project site were explored on March 26, 2012, with three (3) Standard Penetration Test (SPT) borings. Hand Cone Penetrometer (HCP) tests were conducted at one -foot intervals in auger boring holes in the upper 4 to 6 feet at each location. The approximate locations of the borings are noted on the Boring Location Plan. Boring logs presenting the visual classification of the soil samples obtained from the borings are attached to this report. The depths indicated on the boring logs are below the ground surface at the time the borings were made. The SPT borings were performed in general compliance with ASTM D 1586, "Penetration Test and Split -Barrel Sampling of Soils" and the auger boring with ASTM D 1452, "Practice for Soil Investigation and Sampling by Auger Borings". The HCP test, in conjunction with information about the soil type, is empirically correlated to the relative density of subsurface soils. FINDINGS The project site was generally flat. The grade at the site was estimated to be %2 feet above the adjacent road.. The site had been cleared and the new footings were formed with the reinforcing steel in -place. A three-story CBS residence was located to the north of the property. The subsurface soils observed in the borings were generally sand from the existing surface to the bottom of the borings at depths of 20 feet. The SPT N-values (blow counts) generally indicated loose to medium dense soils from the surface to depths of 20 feet. The soils encountered were essentially clean sands, therefore no laboratory tests were required. Ground water was encountered 6 to 6% feet below existing grade at the completion of the borings. The zone of influence will be two feet horizontally from the surface of the proposed footings and extend to the depth of the bottom of the existing footings. This zone is based on the bottom of the existing footings being approximately 16 inches below the bottom of the proposed footings. The excavated area should be backfilled in lifts not to exceed 1 foot and compacted to 95% of maximum dry density as determined by ASTM D1557. Existing utilities should be located, properly capped at the property line and removed or rerouted around the construction area. Septic tanks and drain fields should be removed or properly abandoned. The fill (including stemwall backfill) should be placed in 12-inch thick compacted lifts with each lift compacted to at least 95% of the modified Proctor maximum dry density (ASTM D 1557). The compaction should be checked with field density tests. After the footings have been excavated, a representative of A. M. Engineering and Testing, Inc. should evaluate the bottom of the footings with respect to the boring data and assess if a suitable bearing layer is present. The upper 2 feet of soil' below the bottom of footing must be compacted. Our representative should perform density tests to confirm that the density of the upper 2 feet of soil in the bottom of the footings is compacted to at least 95% of the modified Proctor maximum dry density (ASTM D 1557). We recommend a "jumping jack" type compactor for footing bottom compaction. The foundation recommendations presented in the following section are contingent on the proper preparation of the site. FOUNDATION RECOMMENDATIONS After the project site has been prepared as outlined above, the proposed structure can be supported on conventional shallow spread footings or a thickened -edge monolithic slab. The footings can be proportioned using a maximum net soil bearing pressure of 2,500 pounds per square foot (psf). Although computed footing dimensions may be less, we recommend minimum widths of 16 inches for strip footings and 24 inches for square footings. The bottom of the footings should bear at least 1 foot below the adjacent exterior grade. A permit for the foundation was issued and construction was begun and inspections were made. We collected the Impact Fees on the Foundation Permit. Shortly after King Neptune failed. Recently Tradewinds submitted a Site Plan to takeover King Neptune. The foundation that was issued and the Impact Fees that were paid were calculated on a three unit building under the 2008 Impact Fee Schedule. The Tradewinds are going to permit a 2 unit building. It is my opinion that they are replacing the same use and that the vehicle trips for the 2 unit would not be more than the 3 unit, so no additional Impact Fees would be charged. Before we discuss this with the contractor for Tradewinds, I would like to know if you have another interpretation or agree with mine. I appreciate your assistance with this.
