Pierce, FL ~4950 Re: St. Lucie County Public Safety Coordinating Council Dear Chairman Charles: I am writing to request that you reactivate the St. Lucie County Public Safety Coordinating Council. One of my responsibilities as Chief Judge is to monitor the status of inmates in the various county jails. The St. Lucie County Jail currently has a capacity of 768 inmates. In June of this year the jails population was 906 irunates. This compares with a population of 741 inmates in January of this year and 759 inmates of June of 1997. Florida Statute 951.26(2) provides: The Council shall meet at the call of the chairperson for the purpose of assessing the population status of all detention or correctional facilities owned or contracted by the county, or the county consortium, and formulating recommendations to insure that the capacities of such facilities are not exceeded. Such recommendations shall include an assessment of the availability ~f pre-trial interventi~n or pr~bati~n pmgrams, wo_rk-release programs, substance abuse programs, gain-time schedules, applicable bail bonds schedules, and the confinement status of inmates housed within each facility owned or contracted by the county, or county consortium. I believe that the couucil needs to sit down to see if it can be determined why the jail population has risen so dramatically over tl~e past six montlls. Is it just because there have been more arrests or are there other factors that have lead to this increase? It would also be important to know. in what categories these inmates fall. These categories could include misdemeanants awaiting trial, felons awaiting trial, and felons awaiting sentencing, misdemeanants and felons serving sentences, just as examples. 4 Page Two Re: St. Lucie County Public Safety Coordinating Council I believe that once the committee has had an opportunity to look at the problem they can come up with a number of recommendations on how to attempt to resolve the jail overcrowding. These solutions may include looking at ways to move inmates through the court system more efficiently, using notices to appear, pre-trial release programs, or any number of possible solutions. I think that the jail population probably can be lowered but it will require all of us to work together. Please let me know when the next meeting is scheduled so that I can attend.
