The Criminal Justice Information System Committee Meeting was held at 3:00 P.M. on
September 8, 2005 in the Information Technology Conference Room, 1 st Floor, 2300 Virginia
Avenue, Ft. Pierce, FL.
Members Present: Dennis Wetzel, SLC IT, Brian Myszkowski, SLC IT, Nick Halliday, SLC IT,

Traci Sullivan - stated yes, the meeting was posted.
Dennis Wetzel- Make motion to review and approve minutes from last meeting
Ed Fry - Approve minutes as stated
Tom Willis - Second motion to approve minutes as stated
Dennis Wetzel - Review of follow up items
John Hammond - Report for VOP done for Court Administration, also John & Tanya met three
times to discuss the system to be used by Sheriff and Clerk.
Mark Godwin - Met with the COC, Sheriff, and SA, to do needs assessment. Also discussed
what the ILPP recommended being done.
-Efficiencies of Criminal Justice system and how it can be greatly enhanced by
timely coordinated flow of information among the users of our system
-The barriers of the information flow and how barriers consume resources of case
processes.
-Improved information flow can improve case disposition time and how much of a
priority that is.
Sheriff, COC, and SA had begun to design a data exchange process. They can get software

and hardware so this can take place.
Mark Godwin - recommended taking a look at the system and bringing it before the Public
Safety council. See how it's going to work. Network has to be adequate for this system.
David Phoebus - the system is critical to the SA, Sheriff and COC - to make the case flow
quicker and more efficient. Wants to make sure the line is dedicated and fail proof. Is getting
a quote from Bellsouth for a dedicated line for this system. The Hardware is already bought
by the SA office. Hardware will be located at the Sheriff's office.
Bill Martin - recommended having a redundant system incase of fail over.
Dave Phoebus - stated one day to be down is not an issue.
Ed Fry - stated that redundancy is an issue to the Clerk's office.
Tanya - make sure system is encrypted.
John Hammond - this system is not designed to be accessed by anyone but by the other
system. It's a conduit between the systems.
Phil Brodeur - this system will make the information flow between the agencies faster and
more efficient for the different cases.
John Hammond - this system will be close to real time.
Mark Godwin - this system is important to the fact that it will reduce jail time for the inmate.
Open discussion of the hardware and software for this shared system.
Ed Fry - this system is going to be vital in the respect that the information will not have to be
entered twice between the Clerk and the Sheriff, it will be shared through out the agencies
needing the data.
Mark Godwin - Motion to move forward to bring before the Public Safety Council
Ed Fry - How is everyone doing on the survey for Technology board to be turned in by
September 12, 2005?
Open discussion that each agency would be the contact for their portion that is submitted for
the survey, each agency will do their information for the survey.
Mark Godwin to present the information to the Public Safety Council meeting on September
29, 2005 at 3:30pm in Conference Room #3. to move forward with Board approval for the
implementation of this system.
David Phoebus - getting quotes from Bellsouth for the dedicated line for this system.
Tom Willis - need to present all the information on the cost and how it's going to affect jail
population, the inmates and citizens of St. Lucie County to the PS Council.
Open discussion on the affects of this system to the amount of time inmate's stay in jail.
Tanya - need to get network connection for the Core Program and Probation and Parole.

access the database for SA information.
Open discussion on the connection and information needed for Probation and Parole and
Core Program to access.
Brian - proposed that Nick is experienced with redundancy and encryption and can help with
cost, vendors and implementation.

SUBJECT: Implementation of the St. Lucie County Criminal Justice Data
Exchange Project

BACKGROUND:
On September 29, 2005, the Public Safety Coordinating Council agreed and
recommended along with the Criminal Justice Information Systems (CJIS) Committee,
that the St. Lucie County Criminal Justice Data Exchange Project be implemented.
The Data Exchange Project will provide point to point fiber optic lines from the
Sheriff's Department to the State Attorney and Clerk's Offices. These fiber optic
lines will be more efficient in the transmission of data, and will remove barriers to
information flow which causes a delay in case processing and consumes resources.
Furthermore, this data exchange will eliminate the lag time of paper flow from each
agency, and will automatically be relayed to the next user. The State Attorney can
review cases earlier and screen out weaker cases faster. This new data exchange will
also eliminate the wasteful process of printing out data and sending out a paper file to
other agencies, or downloading a text file and manually importing it into a database.
This improved information flow will result in improved case disposition times, and
reduce the average length of stay of incarcerated defendants.
Recommendation / Conclusion:

FOR PROVISION OF DATA EXCHANGE SERVICES
FOR THE STATE ATTORNEY AND ST. LUCIE COUNTY SHERIFF
THIS INTERLOCAL AGREEMENT is made this day of 2005, by and
between the ST LUCIE COUNTY, a political subdivision of the State of Florida, (the
"County") and the STATE ATTORNEY FOR THE NINETEENTH JUDICIAL CIRCUIT (the
"State Attorney"), the ST LUCIE COUNTY SHERIFF (the"Sheriff") and the CLERK OF THE
CIRCUIT COURT FOR ST LUCIE COUNTY ( the "CLERK" ).
Whereas, on September 29, 2005 the Public Safety Coordinating Council agreed and
recommended along with the Criminal Justice Information Systems (CJIS) Committee, that
the St. Lucie County Criminal Justice Data Exchange Project be implemented. The Data
Exchange Project will provide point to point data communications lines from the Sheriffs
Department to the State Attorney and Clerk of Court Offices. The data communications lines
will be more efficient in the transmission of data, and will remove barriers to information flow
which causes a delay in case processing and consumes resources.
Whereas, the County will assume responsibility for all payments, including installation
and monthly recurring charges, for the vendor agreement entered into by the State Attorney
on behalf of the County for the dedicated lines for the data sharing project between the
Sheriff, Clerk and State Attorney for the term of the contract, and for the one time fee of
Data Sharing Software for the jail management system.
NOW, THEREFORE, in consideration of their mutual covenants and promises, the
parties agree as follows:
1. SERVICES.
The Sheriff, State Attorney, and the Clerk, wi II develop a network that wi II transfer
inmate/defendant data from the Sheriffs Booking/Jail Management System, to the State
Attorney's Data Base and the Clerk's Data Base automatically being relayed to the next user,
and eliminate the lag time of paper flow from each agency.
2. BILLING: RATES: PAYMENT.
A. The County shall provide funds necessary to process payments as set out in
Subsection B below, including installation, software, maintenance and monthly charges, that
are received from the State Attorney and the Sheriff.
B. Rates for services are as follows:
$49,000.00 for one time installation of data communication lines and data
boxes. Up to $8,000.00, for the Data Sharing Software for the jail
management system. Re-occurring yearly maintenance fees of $4,032.00, and
monthly re-occurring fiber line fee of $2,460.00. As these fees are amended
in future periods, the County agrees to pay any reasonable line fee cost
increase.
C. Payment by the County will be made in accordance with the policies of the St.
Lucie County Finance Department and with the approval from the St. Lucie County Budget and
Management Office. All invoices will be received by the Criminal Justice Coordinator, for
approval, recording and processing.
3. TERM.
The term of this Agreement shall begin on November 22, 2005, and continue until
terminated by any party upon no less than sixty (60) days written notice to the other parties.
4. NOTICE.
All notices or other communications hereunder shall be in writing and shall be deemed
duly given if delivered in person or sent by certified mail return receipt requested and
addressed as follows:

This agreement constitutes the entire agreement between the parties with respect to
the subject matter hereof and supersedes all prior verbal or written agreements between the
parties with respect hereto. This Agreement may only be amended by written document,
properly authorized, executed and delivered by both parties hereto. This Agreement shall
be recorded wit the Clerk, prior to its effectiveness.

Justice Information System (CJIS) Committee and the Public Safety Coordinating
Council, and authorize: (1) the purchase of data communications lines and data
communication boxes for $49,800.00 and (2) the one time purchase of Data
Sharing Software for the jail management system, with the vendor price not being
over $8,000.00 (3) the re-occurring yearly fees $4,032.00, (4) the re-occurring
monthly data communication line fees of $2,480.00 per month. Staff also
recommends that the Board approve the data exchange Interlocal Agreement with
the State Attorney, Sheriff and the Clerk.
These costs would be allocated from budgeted funds in Account Number
0019910599325-800. Staff also recommends that the Board approve the attached
I nter local Agreement with the Sheriff, State Attorney, Clerk, and authorize the Chairman
to sigh the Agreement.
Interlocal Agreement
FOR PROVISION OF DATA EXCHANGE SERVICES
FOR THE STATE ATTORNEY AND ST. LUCIE COUNTY SHERIFF
THIS INTERLOCAL AGREEMENT is made this day of 2005, by and
between the ST. LUCIE COUNTY, a political subdivision of the State of Florida, (the
"County") and the STATE ATTORNEY FOR THE NINETEENTH JUDICIAL CIRCUIT (the
"State Attorney"), the ST. LUCIE COUNTY SHERIFF (the"Sheriff") and the CLERK OF THE
CIRCUIT COURT FOR ST. LUCIE COUNTY ( the "CLERK" ).
Whereas, on September 29, 2005 the Public Safety Coordinating Council agreed and
recommended along with the Criminal Justice Information Systems (CJIS) Committee, that
the St. Lucie County Criminal Justice Data Exchange Project be implemented. The Data
Exchange Project will provide point to point data communications lines from the Sheriff's
Department to the State Attorney and Clerk of Court Offices. The data communications lines
will be more efficient in the transmission of data, and will remove barriers to information flow
which causes a delay in case processing and consumes resources.
Whereas, the County will assume responsibility for all payments, including installation
and monthly recurring charges, for the vendor agreement entered into by the State Attorney
on behalf of the County for the dedicated lines for the data sharing project between the
Sheriff, Clerk and State Attorney for the term of the contract, and for the one time fee of
Data Sharing Software for the jail management system.
NOW, THEREFORE, in consideration of their mutual covenants and promises, the
parties agree as follows:
1. SERVICES.
The Sheriff, State Attorney, and the Clerk, will develop a network that will transfer
inmate/defendant data from the Sheriff's Booking/Jail Management System, to the State
Attorney's Data Base and the Clerk's Data Base automatically being relayed to the next user,
and eliminate the lag time of paper flow from each agency.
2. BILLING: RATES: PAYMENT.
A. The County shall provide funds necessary to process payments as set out in
Subsection B below, including installation, software, maintenance and monthly charges, that
are received from the State Attorney and the Sheriff.
B. Rates for services are as follows:
$49,000.00 for one time installation of data communication lines and data
boxes. Up to $8,000.00, for the Data Sharing Software for the jail
management system. Re-occurring yearly maintenance fees of $4,032.00, and
monthly re-occurring fiber line fee of $2,480.00. As these fees are amended
in future periods, the County agrees to pay any reasonable line fee cost
increase.
C. Payment by the County will be made in accordance with the policies of the St.
Lucie County Finance Department and with the approval from the St. Lucie County Budget and
Management Office. All invoices will be received by the Criminal Justice Coordinator, for
approval, recording and processing.
3. TERM.
The term of this Agreement shall begin on November 22, 2005, and continue until
terminated by any party upon no less than sixty (60) days written notice to the other parties.
4. NOTICE.
All notices or other communications hereunder shall be in writing and shall be deemed
duly given if delivered in person or sent by certified mail return receipt requested and

5. ENTIRE AGREEMENT: AMENDMENT: RECORDING.
This agreement constitutes the entire agreement between the parties with respect to
the subject matter hereof and supersedes all prior verbal or written agreements between the
parties with respect hereto. This Agreement may only be amended by written document,
properly authorized, executed and delivered by both parties hereto. This Agreement shall
be recorded wit the Clerk, prior to its effectiveness.
