The hours worked through the Sheriff's Department and the County program are in addition to
the hours mentioned above. Miscellaneous Agencies include ARC, Boys & Girls Club, and
religious affiliations. The workers are given the option of where they want to work their
community service hours.
ST. LUCIE COUNTY:
Doug Anderson gave an update of some of the projects being worked on by the county:
· Proposals from construction firms are due December 20 for the jail expansion project. A
cost of $16 Million is projected ($8 Million per pod). Each pod will have 280 beds. It will
either be one four story building or two one story buildings side by side. Thanks to the
judges, the jail population has been stabilized. An attorney from the Public Defender's
office has been funded by the county to be at the jail to help process the people. St. Lucie
county is the only county in Florida that has done this. Planning for the next addition is
being done informally. Revenue projects are being reviewed to see when an additional
pod can be financed. At the next expansion, the size of the kitchen, clinic, etc., will need
to be increased.
· A major construction project to build what is called a monumental staircase in front of
the courthouse is planned. People will be able to pass through security and go up the
stairs to bypass the elevators. This will connect the old and new courthouses with one
security system for the entire complex.
· A new building is planned by the courthouse on Atlantic and Indian River Drive. The
ground floor will have a restaurant which will be leased out as well as leasing space for
shops until the space is needed by the courthouse. The building isund.~-L!!~§ign now. The

· An analysis is being prepared to determine the number of stories to expand the parking
garage. CRA and the city commission have agreed to give $2.5 Million towards 2 floors of
the parking garage.
· A building is under construction at Village Green on Walton Road in Port St. Lucie for
constitutional officers and Ag Extension offices instead of leasing space.
· Mets Stadium is under construction and should open by March 1 before spring training.
This project is being funded by the tourist development tax and the Mets. It will be the
nicest baseball stadium in Florida and will include luxury suites, elevators to sky boxes,
etc. This season there will be 18 home games with 11 being played nights or weekends.
· The Virginia Avenue Administration complex will begin construction to build up and out.
A new façade will go on the Virginia Avenue side of the building. A parking garage will
eventually be built on the NE corner.
· Property is being donated to the county on Selvitz Road north of Midway. A new
maintenance facility and offices for the Fire District will be built. The Fire District is
totally out of room.
· Bud Adams has donated $350,000 for the equestrian center under construction at the St.
Lucie county fairgrounds.
· South 25th Street is being widened between Midway and Edwards. A person has been
hired to buy up the right of way.
· WalMart Distribution Center is going up fast. Road improvements are underway. Port
St. Lucie has funded $2 Million. The bridge by Midway Road needs to be replaced.
· A traffic light at 1-95 and St. Lucie West Boulevard will be installed no later than January
15 before spring training and the opening of the Super Walmart.
· Working with FAU to bring a football camp for scrimmage games at the St. Lucie West
football stadium. A contract would be prepared specifying they would be there for a
certain number of years. FAU is very interested in doing this.
· A pool will be built at Lakewood Park for the Swim Coalition. Other pools are being
renovated.
· Over the next 18 months, $137 Million will be going into the growth of St. Lucie county.
All the money is in place.
PSL POLICE DEPT.:
Meetings have been held to discuss the truancy program with the School Board and St. Lucie
County Sheriff's Office. The pilot program is with 2 schools.
Sgt. Ron Caudell of the Port St. Lucie Police Department Special Investigations Unit was
introduced by Commander Scott Bartal. Sgt. Caudell spoke about the Juvenile Diversion
Program implemented in Port St. Lucie. Juveniles that commit an offense are given alternative
solutions to the court system. Minor 0 ffenses c an b e addressed without the time consuming
processing. When addressed at this level, it helps law enforcement. A person has been
designated to handle runaways. It all goes back to drugs and the worse problem right now is
prescription drugs. Mapping done by DJJ shows there are more juveniles charged with drug
violations in Port St. Lucie than Fort Pierce. Mayor Minsky suggested sharing this program by
submitting information to the Florida League of Cities for their annual best practices
publication. Workshops could be hosted at the Port St. Lucie Community Center. A suggestion
was made to combine Fort Pierce and Port St. Lucie resources for the program to implement the
process and coordinate.
CITY OF PORT ST. LUCIE:
Discussions are being held with an operation in Cooperstown, N.Y., that runs the Little League
Hall of Fame. Their eleven week program hosts 64 teams per week for 12-13 year olds. About
30,000 people go through in 11 weeks. They would like to bring the operation to the north part
of the Reserve starting with 12 fields. The kids stay on site for a 6 day series and championship
night. Also working with PGA to bring in a golf facility.
Port St. Lucie just passed the 106,000 population mark. By 2010 the population is expected to
reach 150,000.
DRUG COURT:
Juvenile Drug Court is up and running with 4 males and 1 female in the program. All involve
marijuana with 3 misdemeanors and 2 felony charges. Excellent parent cooperation has been
received. Dave Trimm from the SLC Sheriff's Office attends all the meetings. Judge Levin will
be meeting with the School Board to discuss the program.
Adult Drug Court now has 61 cases. Nine graduated before Thanksgiving. Only 2 rearrests
have occurred so far.
The Adult Drug Court meets in Judge Levin's courtroom on Tuesday mornings at 10:30 a.m.
and Juvenile Drug Court on Tuesdays at 4:00 p.m. You are welcome to attend.
COURT SYSTEM ISSUES:
Judge Conner recently attended the legislative delegation. Judge Angelos went to Tallahassee
and spoke with Ken Pruitt, Joe Negron, Jeff Atwater and Mike Haridopolos. We are very
fortunate to have these influential representatives. Difficulty with the budget is anticipated. The
state is still expecting the court system to get funding from the counties.
Judge Angelos also met with General Counsel to the Governor who oversees the budget. The
Governor is an advocate of Drug Court. Teen Court money not used will be forfeited back to the
state for other purposes. Ken Pruitt and Mike Haridopolos are on the Appropriations
Committee. The success of the Drug Court program is a substantial savings to the state. Based
on the success of the program it seems very appropriate to continue the funding.
The Juvenile Diversion Program is a wonderful thing for the community.
