This meeting of the Property and Homeowners' Association was held Wednesday, November 12,2003 at
9:00 a.m. in Conference Room #3 of the Administration Annex Building, 2300 Virginia Avenue, Fort Pierce,

1. CALL TO ORDER
The meeting was called to order at 9:00 a.m. and the Association was lead in the Pledge of Allegiance
by Eva Luna.
2. SELF-INTRODUCTIONS
The Homeowners' representatives and the public in attendance gave self-introductions.
3. APPROVAL OF MINUTES OF OCTOBER 8, 2003 MEETING
Eva Luna advised that the minutes from last month's meeting, October 8, 2003, would be ready next
month due to a change of staff. She also advised that the only e-mail address that changed is the
addition of new employee Danae Boncal.
4. OLD BUSINESS
Commissioner Barnes answered AI Lagerstrom's question from the previous meeting regarding if the
bleach tank off Peter Road required a permit? The answer was yes and it was issued on 7/15/03.
Good news for Palm Grove. Commissioner Barnes relayed that Dennis Murphy was able to convince
the property owner on the southeast corner to convey his property for a right-turn lane free of charge.
Kit Linberger mentioned that she sent a letter to the commissioners regarding a second opening at
the original Spanish Lakes Community on the left-hand side going south. The residents have the
opportunity to go north or south from that opening. She suggests that Palm Grove could do the same
thing. Commissioner Barnes said that he would ask the State if Palm Grove could be configured the
same as Spanish Lakes Community.
Regarding Tropical Isle, FDOT is doing a restudy analysis to see if a traffic signal can be installed
there.
Shirley Birlingham mentioned that residents at the Tropical Isle Homeowners' meeting
brought up the issue of the dogs on the beach. Some of the residents want the dogs on the beach
and a lot of them don't want the dogs on the beach. She also mentioned that there are 14 vending
machines at Pepper Park. Commissioner Barnes stated that he would look into the matter.
5. NEW BUSINESS
AI Lagerstrom asked if Spanish Lakes was switched to Ft. Pierce Utilities and was informed by Cliff
Barnes that the property was not turned over to Ft. Pierce Utilities. The only question was whether it
was going to be annexed and whether they're going to serve that area, but they don't own the
property.
Joanne Severino mentioned that Johnston Road and Indrio is a mess. When it rains it floods the
street more than halfway across the intersection onto Johnston. Commissioner Barnes said he
would make that a priority. Bob Bangert said it had been on the agenda at one time to widen that
intersection.
Julie Orben stated that on the recreational path there are beautiful signs on the path side that says St.
Lucie County/Lakewood Park Recreational Path, but on the west side on the other side of the canal
they have the signs but no lettering. Also, one of the trees is completely dead. She also wanted to
know how long the dam in Seminole Canal would be there. Commissioner Barnes said he would
check on it and get back to her bye-mail.

Discussions ensued about the Savanna Recreation project including the Rasmussen House and also
the Ancient Oaks project and whether there's going to be a swimming pool in the near future. Paul
Julin, Project Manager, said the Ancient Oaks Project on Oleander is about 62 acres and has some of
the oldest, biggest live oaks in the whole county. Steve Fousek said they bought part of the property
for preservation and part for active recreation which will have a pavilion, rest room, parking area, and
a small playground, and a small area for passive recreation. Bidding should start in about a month or
two with a 50/50 match for a total project cost of $400,000. Charlie Brown mentioned that it's very
hard to get anyone to give the residents in these areas a time-line when the park should be open, and
for repairs on Rasmussen House. Paul Julin stated that probably the park would be open late
summer of 2004.
Queens Island Park was discussed and Steve Fousek said he reviewed the master plan drafted by
the Marine Resources Council and is awaiting it's approval.
6. ST. LUCIE COUNTY SHERIFF'S OFFICE REPORT
Captain Graves gave an overview of the "Weed and Seed" program. He indicated that the Sheriff's
Office is involved in this project and explaining that the "Weed" portion is law enforcement going into
the northwest section of Ft. Pierce/ Lincoln Park area, and enforcing the law quite stringently with
Federal assistance. He also stated that Federal action could be taken against any individual
depending upon the crime involved. This is a zero-tolerance policy, and by using this policy it has
been found that it is successful in high-crime areas. There is an additional 30 extra law enforcement
officers on the streets ranging from FBI, Alcoholffobacco and Drug Enforcement agencies, and the
Ft. Pierce Police working with the Sheriff's Office. At the present time the operation is called "Citizens
Concerned". Citizens of this area are trying to reduce crime in their area and they have asked law
enforcement to come into their area to do this. Once the area is weeded out, this area will be eligible
for funding for grants from the Federal Government geared toward economic development, social
services, and other community programs.
Captain Graves also mentioned that the Sheriff's Office has a program called "Christmas Families"
where each school resource officer from the 43 schools will pick a needy family from each school.
The Sheriff's Office will also choose some families that are especially needy in the community.
Presents and food are provided to these families at the Christmas holiday season. If any of the
homeowners' associations would like to participate, please call Captain Graves at the Sheriffs Office.
The deadline for pickup of donations is December 11, 2003. So that the appropriate present by age
and gender can be picked for the individual child, please do not wrap the presents donated.
Captain Graves also mentioned that on Saturday, November 15th, in Lakewood Park, there is Safety
Day featuring many events with the Crime Prevention Unit and the Citizens' Observation Patrol.
During the question and answer portion, Fred Cook relayed information regarding a new apparatus
that allows drivers to change the streetlight to green when approaching an intersection, causing
concern over possible accidents. Captain Graves assured everyone that the Florida Sheriff's
Association or the National Association or the Chiefs of Police Association probably would look into
such a device if it does exist.

7. GUEST SPEAKERS:
Jim Rath, Forestry District Manager; Fire Chief Jay Sizemore; Steve Fousek, Environmental
Lands Specialist.
Steve Fousek, Environmental Lands Specialist, talked about the burning of raw land (controlled
burns), pile burns and trash burns. He said there are about 600 acres that need controlled burning to
help the fire-dependent species that evolve through fire. He stated that he's only done seven burns in
the last three years in high fuel areas and it has to be done extremely carefully so as not to harm
adults and children with the smoke that travels through the air. He also explained that he doesn't burn
hammocks but only into them. He answered other questions as presented to him.
Jim Rath, Forestry District Manager, gave a general overview of all the burning that is allowed
throughout Florida and St. Lucie County. Since January 1, 2002, the Division of Forestry has issued
9,628 burn authorizations in St. Lucie County. The Forestry Division deals with land-clearing burns,
pile burns, but the majority are agricultural citrus piles in this county. These burn authorizations do
not include the yard-trash burning. Legal setback procedures for yard trash were then distributed.
Burnings that are not handled by the Forestry Division are authorized by the Department of
Environmental Protection, which include commercial- pallets for citrus groves - and some of the citrus
plants. He also spoke of complaints his department received on burning and how they are handled.
He then answered questions from participants at the meeting.
Jay Sizemore, St. Lucie Fire Chief, spoke on the issue of permits and handling mitigation burning,
Commissioner Barnes wants Eva to contact Dan Mcintyre to give his opinion on if the State says
citizens can burn, how can this regulation be changed? Most complaints from the citizens were that
the large developers put up hundreds of homes and then burn their trash on site. Chief Sizemore
said that before any developer can burn they need a valid permit from the Division of forestry. Jim
Rath indicated that whenever the Fire Department has to go out to a site to put out a fire, there is a
minimum of $150 fine. It was suggested that a database be formed for all licensed contractors so
that burning permits cannot be issued to unlicensed contractors.
8. ADJOURNMENT
Having no other business to discuss, it was moved by AI Lagerstrom and seconded by Charlie Brown
to adjourn. The motion carried unanimously by voice vote.

3. APPROVAL OF MINUTES OF September 10, 2003 MEETING
It was moved by AI Lagerstrom, seconded by Charlie Brown, to approve the minutes of the
meeting held August 13, 2003; and the motion carried unanimously by voice vote.
4. OLD BUSINESS
AI Lagerstrom had asked about getting the status development reports numbered. Eva Luna
stated she spoke to Dennis Murphy who said it can't be done because the computer
program they use does not allow for page numbering. AI stated that it sound like a poor
excuse but he'll have to accept it.
All suggested Eva invite the Fire Chief to the October Property and Homeowners' Meeting.
Eva tried to invite him, but Chief Seizmore was out of town on a conference and she will try
try again for next month along with the County Forester.
5. NEW BUSINESS
Al stated he never got an answer about the Chlorine Plant having a pennit to install and that
he would like one. Eva stated she would get an answer for him.
A citizen stated the minutes mentioned the widening of U.S.1. She stated judging from the
number of people in the meeting shows the interest in this matter and she will wait for DOT.
6. ST. LUCIE COUNTY SHERIFF'S OFFICE REPORT
Captain Nickel announced there would be the St. Lucie County Neighborhood Crime Watch
Association Meeting on November 4th, 2003 at 7:00p.m. at the Commission Room at City
Hall. Melissa Simpson from IRCC's Scholarship program will be a speaker. Captain Nickel
spoke about the crime rate. He spoke about the violence in the schools and said they are
trying to get to the root of the problem and the department is tightening that part of their jobs
with the school resource officers.
Captain Nickel asked if anyone has any problems they have seen in the schools. AI
Lagerstrom said he hopes the Sheriff's Department continues its surveillance on the corner
of Palomar and King's Highway. AI also expressed concern of no patrol at Lakewood Park
Elementary School.
A citizen expresses concern of no speed patrol along U.S.1 from Easy Street to Midway
Road. Captain Nickel advised the Sheriffs Department has written tickets, but unfortunately
the Department does not have the manpower to patrol every day. The citizen suggested

that they could get a traffic light between Easy Street and Midway Road. Citizens had
suggestions on how the speeding could be rectified and discussion ensued.
7. GUEST SPEAKERS:

Cliff Barnes announced the first topic of discussion was a turn lane off of U.S. at Palm Grove
Jose Velarde from the Department of Transportation introduced himself along with
Ken Jackson from Kimley Horne and Roy Smith from Department of Transportation. Alan
Buscroft from Lendel Browning was there to represent the property south of Palm Grove.
Jose stated that according to the traffic counts a turn lane was not warranted. He stated that
in the last two months he has learned of a developer to the south who is willing to
develop the property in the next year. The developer is to donate thirteen feet of frontage
in order to develop a right turn lane. This will be done in the fall of 2005. Jose advised the
grove property owners that they might need to give their help. Ken Jackson spoke
about putting in the turn lane and stated they need an additional thirteen feet of road
frontage from the property owners. He answered any questions from the group and
discussion ensued.
Ken Jackson spoke about the widening of Midway Road and questions from the group
were addressed.
A citizen voiced concerns about a turning lane going into Tropical Isles.
Cliff Bames suggested the plans for the changes be examined by some of the
Homeowners Representatives and if needed, they can go to County Staff.
Commissioner Barnes advised to act quickly and to bring the concerns to the County
Commission. A citizen stated their concems were stated to Commission Hutchinson in
April and he has not seen any action. Commissioner Barnes stated he would check and
see and tell the group exactly what she has been getting done and maybe she could respond
at the next Property and Homeowners' Meeting.
A citizen voiced his concerns about Lennard Road. Don West stated there is a study in
works right now for Lennard Road and in the stages of a PD&E Study. There will be public
hearings as part of the process. The problem is you can only put your turn signals at certain
distances along the corridor. Don stated that as the study goes further, all concerns will be
studied. Don said it takes about five hears to go through the process.
Mike Powley spoke about the intersection at Spanish Lakes Boulevard and Indrio Road.
Mike presented a sketch of the proposed changes. He stated there is no time frame to say
definitely when the widening of Indrio Road will be completed; however, the Engineering
Department does have a plan. Mike continued to answer questions/concems from the public
and discussion ensued.
Don West stated the County has a Charette planned for January regarding development in
him Indrio Corridor. He encouraged anyone who was concerned to attend the Charette.

A citizen expressed concerns of pot holes on Johnson and Indrio. Mike said he believes the
Department of Transportation has a program to reconstruct Johnson Road.
Mike spoke about the intersection of ' Weatherbee Road and U.S.1. Mike stated the traffic
counts at that intersection do not justify a signal light. The County proposes to
reconstruct the intersection so they can put in a signal light. Mike stated hopefully, the
County can start these improvements after the New Year and it will take 90 to 120 days to
finish the improvements.
Commission Barnes stated that public imput is necessary to get work completed in any
studies and actions taken.

Having no other business to discuss, it was moved by AI Lagerstrom to adjoum. The motion
carried unanimously by voice vote.
