LUCIE COUNTY PROPERTY AND HOMEOWNERS ASSOCIATION Minutes of Meeting July 12, 2006 Convened: 9:01 a.m. Adiourned: 10:17 a.m. This meeting of the Property and Homeowners Association was held Wednesday, July 12, 2006 at 9:00 a.m. in Conference Room #3 of the St. Lucie County Administration Annex Building, 2300 Virginia Avenue, Fort Pierce, Florida 34982. Sheriff's Office Andy Stark, Palm Grove Betty Bennett, Palm Grove Dr. Bobbie Conti, Property Owners of The Reserve John Ferrick, North Fork Property Owners Mark Boston, Florida Lions Assoc. for Retired Americans Larry Storms, Resident Jack Southard, Public Safety Director Tom Christopher, Radiological Planner Property & Homeowners Association July 12, 2006 Page 2 ITEM 1 - CALL TO ORDER The meeting was called to order at 9:01 a.m. Commissioner Smith led the Associ~tion in the Pledge of Allegiance. (Commissioner Lewis w~s absent due to her ~ttendlng the Regional Leadership Visioning Forum in Stuart, FlOrida as the representative for the St. Lucie County Metropolitan Planning Organization-MPO). The Homeowners' representatives and the public in attendance gave self-introductions. ITEM 2 - APPROVAL OF MINUTES OF JUNE 14, 2006 Mr. Bob Bangert moved to approve the minutes of June 14, 2006. Ms. Kit Linberger seconded the motion and the approval carried unanimously by voice vote. ITEM 3 - ST. LUCIE COUNTY SHERIFF'S REPORT Deputy Glenn Hoffman discussed National Night Out, which will be the first Tuesday in August. The Sheriff's Office is asking all Neighborhood Watch groups, C.O.P groups, and Homeowner's groups to organize a social gathering. On the Sheriff's website (www.stluciesheriff.com) there is a request for speakers for different presentations, in the Crime Prevention section on the website. ITEM 4 _ GUEST SPEAKER: JACK SOUTHARD, PUBLIC SAFETY DIRECTOR AND TOM CHRISTOPHER, RADIOLOGICAL PLANNER - HURRICANE SEASON Mr. Jack Southard introduced himself and Tom Christopher. Mr. Tom Christopher presented a 2006 Hurricane Presentation to the members. He discussed Dr. Gray's forecast for 2006, and the 2006 Atlantic names. Also discussed was Hurricane planning and preparations in St. Lucie County based upon arrival of a tropical storm. The points of distribution for Port St. Lucie will be at City Center and McChesney Park in St. Lucie West. The points of distribution for Fort Pierce are Lawnwood Stadium and Indrio Crossing. There are 13 shelters on-line and by August there will be 16 shelters, and all shelters will open at the same time in the event of a storm. Commissioner Smith asked how many people are confirmed on the special needs list. Mr. Christopher said right now there are 437 people on the list. Commissioner Smith asked if there are volunteers that call to confirm the people listed on the special needs. Mr. Christopher said there are volunteers from the Community Transit that call. Mr. Christopher continued discussing the special needs shelters as well as the other shelters. He then discussed how to find local storm information by accessing www.stlucieco.Qov/eoc, all press releases are located at www.stlucieco.gov, and all daily press conferences are broadcasted daily at 8:00 a.m., noon, and 5:00 p.m. on wacs 88.9 FM. Property & Homeowners Association July 12, 2006 Page 3 Mr. Charlie Brown discussed how Comcast pulled the power before a storm and residents were unable to have cable. Mr. Jack Southard suggested to the members to pick up a pair of rabbit ears for the televisions so they will be able to access Channel 25. He also said to make sure to change the switch on the television from cable to antenna. Mr. Christopher discussed post storm recovery actions by the County. He then discussed what the public could do in planning and preparation of a storm. Mr. Christopher discussed how important it is to listen to the curfews that are issued because it is for the safety of the public. Everyone needs to make sure they have enough supplies to last for seven days. Inform family members that are out of the area what your plans are and where you can be reached at before, during, and after the storm. Mr. Brown asked what surprised them the most with the hurricanes of the past two years. Mr. Christopher said the gas supply for Hurricane Frances. He asked if Mr. Southard would like to elaborate. Mr. Southard said because there were so many storms in the ocean, the ports located in Florida started to shut down causing a short supply of fuel before Hurricane Frances. The County had enough fuel, but because other agencies were running out of fuel, they were using our fuel. That was one of our problems, but we have doubled our fuel supply. Commissioner Smith said that the Board has asked Central Services to look at doubling our current fuel supply. Mr. Southard said other agencies need our fuel to help the citizens. Mr. Christopher said Hurricane Wilma caught a lot of people by surprise because it entered the state from the west. Dr. Bobbi Conti asked what the relationship is with Florida Power & Light. Mr. Christopher said there is a representative from FPL present at the Emergency Operation Center before during and after the storm. There are also representatives from FPUA and City of Port St. Lucie as well. Dr. Conti asked if it is normal for FPL to turn off power to residents. Mr. Southard said he had heard that there was power turned off in certain areas. Commissioner Smith asked Mr. Southard if we could find out if it is policy to shut down facilities prior to a storm arrival. Mr. Southard said he would have an answer for the members next meeting. Ms. Kit Linberger asked if generators at gas stations are a requirement. Property & Homeowners Association July 12, 2006 Page 4 Mr. Christopher said it is not a requirement, but most stations either have generator hookup or are wired for a generator. Some grocery stores are also installing generators. Mr. Brown suggested to the member to get cash before a storm. Mr. Christopher agreed. He asked if there were anymore questions, and thanked the group. ITEM 5 - OLD BUSINESS Commissioner Smith discussed old business. He discussed Ms. Linberger's question about a pump house in Palm Grove. Commissioner Lewis and Commissioner Hutchinson are dealing with this issue. There has been a site plan that was approved but somehow lost in Growth Management. Ms. Linberger asked if another package would need to be turned in. Commissioner Smith said yes and there is also a Subcontractor's Agreement that is missing and a Fill Land Affidavit that needs to be complete. This information was given as of Monday July 10th. Commissioner Smith said he could look into this today and let you know. Commissioner Smith said he had information for Ms. Christi Mollet regarding her question about stakes. Ms. Christi Mollet said she spoke with Commissioner Lewis yesterday about this. She was informed that these are survey stakes. ITEM 6 - NEW BUSINESS Commissioner Smith asked if there is any new business. Mr. Charles Grande wanted to remind the member that at 3:00 p.m. today in this conference room is the Harbor Advisory Meeting where a representative from the Department of Environmental Protection will be talking about the problems relating to the submerged land lease and the impact on the Indian River Lagoon. Commissioner Smith said Ms. Joan Jefferson would be in town at 4:00 at the Willie B. Ellis substation on Avenue D. Commissioner Smith is the vice-chair of the Lincoln Park Main Street Program that just started last month. Ms. Jefferson will discuss the way she turned around downtown Stuart. She is in charge of Florida Main Street. Mr. Brown asked for an update at the next meeting on the Civic Center progress. Commissioner Smith said that would not be a problem. He then discussed the Special Needs Shelter/Auditorium. Commissioner Smith said Mr. Doug Anderson or representative could give an update about the Civic Center next month. Property & Homeowners Association July 12, 2006 Page 5 Mr. Grande thanked Mr. Bangert for the bus trip planned on July 31st to Tallahassee for the hearing on the submerged land lease. Commissioner Smith said Commissioner Coward, Dan Mcintyre, and Doug Anderson will be attending. Commissioner Smith said next months guest speaker would be Mark Godwin. Mr. Grande said one of the things that need to be covered next month is Judge Barnes' ongoing dispute. Commissioner Smith said he would make sure he knows. Mr. Grande said he would like to know about the jail population, opening the pods, and not opening the pods. Commissioner Smith discussed the jail population and criminal justice system. Dr. Conti asked about the activities for young people in the County. She also asked about annexation. There was a short discussion about annexation. Ms. Linberger asked if the empty pod at the jail would be used. Commissioner Smith said it is being used right now to house inmates from the old pods while renovations are done. Once budget is finalized, it will fully staffed to relive the overcrowding issue. There was a discussion on educational facilities in the County and the different options for young people. ITEM 7 - ADJOURNMENT Having no further business to discuss, Commissioner Smith thanked the group for their attendance, and adjoined the meeting at 10: 17 a.m. THE NEXT MEETING WILL BE HELD WEDNESDAY, AUGUST 9, 2006 AT 9:00 A.M.
