This meeting of the Property and Homeowners Association was held Wednesday,
August 9, 2006 at 9:00 a.m. in Conference Room #3 of the St. Lucie County
Administration Annex Building, 2300 Virginia Avenue, Fort Pierce, Florida 34982.

ITEM 1 - CALL TO ORDER
The meeting was called to order at 9:06 a.m. Commissioner Lewis led the Association in
the Pledge of Allegiance. The Homeowners' representatives and the public in
attendance gave self-introductions.
ITEM 2 - APPROVAL OF MINUTES OF JULY 12, 2006
Mr. Charlie Brown moved to approve the minutes of July 12, 2006. Mr. Tom Linberger
seconded the motion and the approval carried unanimously by voice vote.
Commissioner Lewis told the members that Ms. Beth Ryder from Community Services is
here to present the Prescription Drug Card program before continuing on to Item 3.
Ms. Beth Ryder explained the Prescription Drug Card program to the members. She
explained how this discount card can be used, when medicine is not covered by
insurance or Medicaid, all over the nation and is accepted by most pharmacies. She
also said the card is good for pet medicines as well. There is no cost and no forms to fill
out. Many of the pharmacies in the area are taking advantage of this no cost program.
Ms. Christi Mollet asked if the Humane Society was aware that this program is available
for pet medication as well.
Ms. Ryder said she was unsure if the Humane Society knows but she will make sure
they are aware.
Ms. Stephanie Myers said she is in the process of contacting the Humane Society.
Ms. Mollet said the Director is Kim Dean.
Ms. Myers said they are also trying to get information to doctor offices. Pharmacists
have also been educating the public about this program as they come to pick up
prescriptions.
Ms. Ryder said she was amazed at the response to this program. She also thanked the
members for allowing her to come speak about the program.
Commissioner Lewis thanked Ms. Ryder and staff for coming to speak with the
members.
ITEM 3 - ST. LUCIE COUNTY SHERIFF'S REPORT
Deputy Gary Gonzales represented Sergeant Z this month. Deputy Gonzales has had a
request by the Supervisor of Elections to recruit poll deputies for the upcoming election.
A poll deputy is someone who is deputized through the Sheriff's office to work at the
polling locations to make sure things flow smoothly. They are need on September 5th
and November ih, the hours are 6:00 a.m. to 8:00 p.m. and the pay is $107.00 per day.
Deputy Gonzales also said they are looking for someone who is interested in coming
back year after year. There is a training class on August 17th for 2 hours starting at 1 :30
p.m. at the Supervisor of Elections. An application will need to be completed and is

available at the Elections office or on their website at www.slcections.com or contact
Susan Green at 461-1507.
The next item Deputy Gonzales spoke about was the need for a few volunteers for a
mock bank robbery that the Sheriff's office performs for the various banking institutions
in the County. Anyone that is interested can contact Deputy Gonzales at 871-5369.
Mr. Walter Fauth asked Deputy Gonzales if there are breaks for poll deputies.
Deputy Gonzales said Susan Green would best answer that questions.
ITEM 4 - GUEST SPEAKER: MARK GODWIN, CRIMINAL JUSTICE COORDINATOR
Mr. Mark Godwin introduced himself to the members. He talked about his job,
background, and the previous jobs he has held. Mr. Godwin discussed his
presentation/handout. He then gave some definitions and background to legal
terminology.
Mr. Godwin then discussed the GPS/Pretrial Program in which Sentencing Alternatives
Inc. is providing the service. There have been 192 people who have completed the GPS
program. The GPS program is an ankle bracelet that is worn by an offender that
monitors the position of the offender. There is also a cell phone that is worn that will
signal the offender when he/she is coming within range of a zone that is off limits to the
offender. This program monitors the individual 24 hours/7 days a week, and keeps a
record of where the individual is at any time. With this program, there is no need for a
warrant, the individual can be taken back into custody.
Mr. Fauth asked Mr. Godwin what happens in an emergency situation such as a
hurricane with the GPS program.
Mr. Godwin replied by stating the cell phone comes with a car charger and the GPS
works with a monitoring office located in Miami that would still be able to monitor. If a
hurricane was to come all the individuals on the GPS would be taken back into custody
before a hurricane was to make landfall.
Mr. Godwin continued his presentation and discussed the Data Exchange Project, which
allows the Sheriff's Office, Clerk, and State Attorney to exchanged information once
someone has been booked at the jail. This project allows for information to be
exchanged faster than having paperwork sent. He then discussed how the jail
population is rising and he is working on different programs to slow down the growth of
the jail population. The jail beds available today are 1,112, in 02 are 160 beds and B4
has 103 beds available bringing the bed space available is 1,375. Today's population is
1 ,333 and the actual individuals that are housed are 1,228. He then discussed the
Criminal Justice Projects, which include Case Management Positions, Case Manager for
Mental Health Court, Diversion, New Horizons Family Emergency Treatment Center,
CJIS Committee/CJIS Analyst, Misdemeanor Drug Court, and Inmate Packet Project.
Mr. Godwin showed a short video that showed the differences in St. Lucie County and
Palm Beach County.

Mr. Godwin thanked the group and asked if there were any questions.
Mr. Mundt asked if the court schedule is online.
Mr. Godwin said it is at www.circuit.19.org. Some of the Judges do have a calendar
online and others do not.
Commissioner Lewis said the different programs are helping to keep the inmate
population down or stable.
ITEM 5 - OLD BUSINESS
Commissioner Lewis discussed the Special Needs Shelter, which will also be used as an
auditorium. The old Civic Center area will be used for parking.
Mr. Charlie Brown asked if this Shelter would be a Civic Center.
Commissioner Lewis said it is not a Civic Center. Some of the functions that would have
been held at the Civic Center can be held at the Special Needs Shelter.
Mr. Brown asked if the County is planning on building a Civic Center.
Commissioner Lewis said the County would be using the Fairgrounds and the Shelter for
all functions. Part of the old Civic Center building will be used for an artificial reef.
Commissioner Lewis spoke about the question that arose at the last meeting regarding
FPL shutting down power before a storm. FPL lets the storm shut the system down,
they do not shut the power off. She then discussed the Prescription Drug Program and
the TV schedule.
ITEM 6 - NEW BUSINESS
Commissioner Lewis discussed next month's guest speaker. Jack Southard requested
to speak to the group next month about the Bird Flu and other epidemics. Someone
from the Health Department will also attend. Commissioner Lewis has also had a
request from Doug Anderson, County Administrator, and Kathryn Hensley to speak
about the Research and Education Referendum that is coming up in November. If there
is no objection, we will have Mr. Anderson and Ms. Hensley speak in October.
Mr. John Ferrick spoke about an article he read regarding land use and growth
management planning.
Commissioner Lewis said the County has made changes in the land use.
Ms. Kathleen Ivins said Colorado has a problem with drinking water and water levels
have gone down.
Commissioner Lewis said she went to a conference that spoke about the water issue.

ITEM 7 - ADJOURNMENT
Having no further business to discuss, Commissioner Lewis thanked the group for their
attendance, and adjoined the meeting at 10:20 a.m.
