The meeting of the Property & Homeowners Association was held Wednesday, December 13,2006, in
Conference Room 3 of the St. Lucie County Administration Building, 2300 Virginia Avenue, Fort Pierce,
Florida.

ITEM 1 - CALL TO ORDER
The meeting was called to order at 9:05 A.M. Commissioner Grande led the Association in the Pledge
of Allegiance. The Homeowners' Representatives and the public in attendance gave self-introductions.
ITEM 2 - APPROVAL OF MINUTES OF NOVEMBER 8, 2006
Bill Hammer made a motion to approve the minutes of November 8, 2006. Charlie Brown seconded the
motion and the approval carried unanimously.
ITEM 3 - ST. LUCIE COUNTY SHERIFF'S REPORT
Deputy Glenn Hoffman informed the members that he had arranged for John Pescino, a Representative
for the Seniors vs Crime Program to give a presentation today and he would also show a short video.
The Crime Prevention Unit will give presentations on holiday safety and if your Homeowners Association
is interested, please contact Deputy Hoffman at the Sheriff's Office (871-5394). Sheriff Mascara
congratulated Commissioner Grande on his election. The Sheriff urged everyone to stay alert and be
safe during the Holidays. Please contact the Sheriff's Office if you have any concern or problem.
ITEM 4 - SENIORS VS CRIME PRESENTATION
Mr. John Pescino distributed some literature on the Seniors vs Crime Program. The Program is a
Special Project of the Florida Attorney Generals Office. Their office is located at 250 NW Country
Club Drive in Port St. Lucie. They are open on Tuesday and Thursday from 10:00 A.M. to 2:00 P.M.,
please call 871-5350 for an appointment or to request a presentation about the Program to your
Homeowners Association. Their web site is www.seniorsvscrime.com. Their goal is to recoup money
from contractors that have scammed seniors. They will help anyone, but their focus is senior citizens
and over $38,000 has been recovered this year and returned to local citizens. Any case determined
to involve a criminal offense is turned over to the proper law enforcement agency for investigation and
prosecution. Please contact Mr. Pescino if you would like to volunteer your time to this very worthwhile
Program.
Bill Hammer stated that another very worthwhile program for seniors is the free tax preparation
program provided through AARP and the United Way. He is one of the instructors and will be happy
to provide more information (466-6926). The tax laws are baffling and new deductions are available
this year that can mean savings for the senior population.

ITEM 5 - OLD BUSINESS
Bill Hammer asked for an update on the Glades Cutoff Road drop off along the side of the road. With
all of the heavy truck traffic there are no berms and it is a dangerous situation.
Andrew Stark asked for an update on the land being cleared just north of Johnny's Corner Restaurant
on U. S. 1. Commissioner Grande stated that Pine Summit Commercial Center is being built at that
location and will contain 84,000 s.f. of retail space. The project was approved in November 2005. A
large wetland located near the front of the property was infested with melalucca trees. The developer
was issued a permit to clear vegetation and the wetland was mitigated through the Bluefield Mitigation
Bank.
Sonny Jamieson stated his thanks for the street lights finally getting repaired.
ITEM 6 - NEW BUSINESS
Bill Hammer stated that a major concern economically throughout the state is the cost of property
insurance and taxes. He is very concerned and urges the County Commission to think about cutting
back on projects that are not critical and place the money in the reserve fund. If the property values
go down next year, it's going to be a real jolt and this money may be needed to offset the reduction.
Mark Boston stated that the Annual Legislative Delegation will be held at the IRCC Kight Center in Fort
Pierce on January 4th at 10:00 A.M. That would be a good time to address the Delegation. You can
contact Representative Harrell for more information.
Commissioner Grande stated that the county has annual budget work shops that are held in July and you
can attend the sessions and hear each departments budget request. As a general rule, commercial
properties pay more in taxes and receive less services, light clean industrial also pays more in taxes than
they get in services, existing residential for the most part, pay more in taxes than they get in services.
The thing that drives our budget increases is the demand for services and infrastructure needs for new
residential development (roads, schools, jails, etc). If you look at Martin County they have an annual
2/'0 growth increase and their millage rate is a lot lower. St. Lucie County has an 11% growth increase.
A lengthy discussion followed among the representatives regarding growth, property insurance, school
taxes, portable classrooms, etc. It was stated that at some point, the school population will decrease,
as it has in Palm Beach County and other counties, because people of child bearing years won't be able
to afford to live here.
Commissioner Grande suggested that at a future meeting we invite someone to discuss property
insurance.

Bill Hammer urged everyone to stay in contact with the State Legislative Delegation throughout the
year. Also, stay in contact with our Federal Legislative Delegation. Don't wait until the Annual State
Legislative Delegation to bring up issues of importance.
ITEM 7 - ADJOURNMENT
Having no further business to discuss, the meeting adjourned at 10:25 A.M.
