Seconded by Chief John Skinner. Unanimous approval to accept. NEW BUSINESS: Capt. Ken Mayr introduced Mr. Mark Welt, Astra Software Corporation, who gave a presentation regarding Automated Vehicle Locators. Asst. Chief Sean Baldwin asked if there was a way to have the Reverse 911 ran through the 911 Center on night or on the weekends if needed. There was a brief discussion concerning this. Jack Southard reported they are going forward with the BDA project being installed in the schools. Asst. Chief Baldwin stated they were having trouble getting the signal out of the emergency room at Lawnwood Hospital. Jack was asked to research this. Chief Savage suggested having the BDAs periodically inspected. Jack stated he would have Dave's Communications look into it. Major Monahan asked what the status of the ordinance requiring contractors to have them installed at time of construction of new building. Jack 1 replied Doug was checking with Dan McIntyre, County Attorney and was still working on getting public safety space on new towers going up. Doug Anderson reported the funding rundown on the new Emergency Operations Center. $6 million dollars from the State, $400,000 from FPL, $1.7 million set aside from wiring, etc., $900,000 from BOCC budget, and $500,000 from Fire District for a total of $9.5 million. Doug announced that Chief Jay Sizemore and Jack Southard will be the project managers. The County's computer operations will be moved to the old EOC. Doug introduced Keith Reeves, President of Architect Design Group. There was a discussion concerning the new EOC. Chief Deputy Wilson brought up his concerns regarding other vendors working with the County's IT Department on the CADjCrimes system. Jack replied the IT room is regulated on who goes in. Wilson asked if the Data Integrity Group be involved overseeing what is being done with the IT activity. Jack also replied they are and he oversees who goes into the IT room. Jack stated he would talk with John Hammond regarding his concerns. Chief Skinner asked if there have been any African Bee issues. Jack replied Animal Control is equipped to handle it and Chief Sizemore stated the Fire Department is also equipped. . Next meeting TBD. FAX (772) 462-2307 Call Transfer Procedure The purpose of this procedure is to ensure that all agencies obtain the information needed to ensure responder safety, provide an adequate response and Emergency Medical Dispatch (HMD) Pre-Arrival instructions. ' The St Lucie County Fire District (SLCFD) is currently providing Emergency Medical Dispatch (EMD) Pre-Arrival instructions for 9-1-1 calls that are medical in nature and do not require Law Enforcement (LE). To meet to the Standard of Care expected by the public and adhere to nationally recognized standards, thus eliminating the County's liability, the SLCFD is ready to have ALL 9-1-1 calls that require a Fire and/or EMS response to be transferred to the District's call takers for pre-arrival instructions. Currently the SLCFD is upgrading to anew Computer Aided Dispatch (CAD) system and the interface to allow the current CAD and new CAD to communicate with each other is not in place. To ensure that all the necessary information is obtained by all agencies it is recommended that the following procedures be implemented: Any 9-1-1 call where Fire or EMS response is needed the caller shall be transferred to SLCFD call taker immediately after the preliminary law enforcement information is obtained. If in the event the 9-1-1 call taker feels additional information may be needed by Law Enforcement they shall stay on the line, using the mute function of the phone system to obtain any additional information. When the SLCFD call taker has completed gathering the necessary medical information, provided pre-arrival instructions and no other information is needed they shall end the call. In the event additional information is needed by LE the 9-1-1 caller taker shall resume the call or the caller will be instructed to stay on the line and transferred back if the 9-1-1 call taker ifLE has disconnected. In those situations where SLCFD has responded to an incident and is requesting Law Enforcement the SLCFD personnel shall cI:d1 the 9-1-1 caller taker to make the request and provide the necessary information. Medical calls of a life threatening nature and major fire incidents SLCFD shall contact the 9-1-1 call taker to provide the necessary information for notification and response by Law Enforcement per their policies and procedures. --;, All SLCFD and 9-1-1 personnel shall work together to communicate and provide the necessary information to all agencies for an adequate response. Regular meetings with County 9-1-1 personnel and SLCFD personnel shall be held to discuss these procedures in order to elevate any issues and ensure a smooth and consistent gathering of information is obtained in these situations.
