This meeting of the Fort Pierce Harbor Advisory Committee (FPHAC) was held Thursday,
December 13, 2007 at 3:03 p.m. in Conference Room #3 on the 3rd floor of the
Administration Building, 2300 Virginia Avenue, Fort Pierce, Florida.

APPROVAL OF THE MINUTES.
The minutes from the November 8, 2007 meeting were unanimously approved with one
change; Commissioner Eddie Becht was not present at the November 8, 2007 meeting.
OLD BUSINEU.
Heather Young gave an update on Chuc\:?'s Seafood. There are new construction plans.
They will be rebuilding the bac\:? structure that was damaged during the hurricanes. They
are wor\:?ing on expanding and accommodating the needed parRing spaces. The fines are
continuing to increase as the process continues.
Howard ConRlin stated, "I got a call from Commissioner Coward and he read the minutes
the last time about the concern of the committee, that the Commissioners were not
reviewing or reading our minutes, or motions, or ignoring us, etc. He said that's quite the
contrary, he reads all the minutes and is very much influenced by what we do and say. He
assured me that our existence is appreciated and certainly warranted. So. 1 wanted to
convey that to everybody here. I thinR Mary was getting the impression that we were not
being given any sense of reaction from the Commissioners, I thinR that was good feedbac\:?"
Bill Thiess replied, "I thin\:? there was issues there about communication with staff and being
left out of the loop with County staff." Howard ConRlin stated, "I also oSRed the
Commissioner that whatever feedbac\:? the Commission wished to give us would be very
helpful. In other words if they feel there's an issue that they want us to focus on or even

feedbacR on what we do would be very helpful to us instead of silence, which gives us no
direction whatsoever."
Councilman Chris Cooper did not speaR with the HasRell group. He said he was advised by
the City of Port St. Lucie that they did not have good relations with them anymore. Michael
Brillhart said he spORe with four (4) of the vendors that 100Red at the Harbor Pointe RFQ
but did not submit. They all implied that they did not respond due to not Rnowing exactly
what would happen with the adjacent land.
NEW BUSINEU.
The Committee voted to forward the following recommendations to the Board of County
Commissioners:
. The South Causeway Island North DocR Lease (RFP 07-112)- The Committee agreed
unanimously with the Selection Committee's recommendation that the Board reject
the proposal received from Downeast Sailing Adventures. The Committee also voted
unanimously to recommend to the Board that it consider the adoption of a rental
schedule and leasing policy for the docR and pursue a partnership with the City of
Fort Pierce Marina to lease and manage the docR. Howard ConRlin made the
motion by stating, "The motion is to modify the method of leasing / renting the
County docR at the port and eliminating the request for proposal's and converting to
an established leasing rental policy and further to negotiate with the City Marina to
manage the usage of the docR by interested vessel owners." John Holt seconded the
motion.
. Harbor Pointe- The committee voted unanimously to recommend to the Board that
it consider low cost recreational improvements to the site, such as temporary boat
dOCRS and picnic facilities, and improve access to the site in order to maRe it more
accessible to the public. Howard ConRlin made the motion by stating, "In view of the
findings of the survey of bidders of Harbor Pointe, they are concerned about the
Master Plan and existing infrastructure that a plan be developed by the
Commissioners as an interim basis to upgrade the parR facilities to include pavilions,
fishing piers and boat ramps to recognize the current shortage of available boat
ramps." John Holt seconded the motion.
The Committee decided to elect a new Chair for the Harbor Advisory Committee at the
January 10, 2008.
AD,OURNMENT.
At 3:50 p.m. the meeting was adjourned. The next meeting will be held Thursday, January
10,2008 at 3:00 pm in Conference Room 3, on the third floor of the Administration Building.

Harbor Advisory Committee Recommendations
During its meeting of December 13,2007, the Harbor Advisory Committee voted to forward
the following recommendations to the Board of County Commissioners:
1. South Causeway Island North Dock Lease (RFP 07-112) - The Committee concurred
with the Selection Committee's recommendation that the Board reject the proposal
received from Downeast Sailing Adventures. The Committee further voted to
recommend to the Board that it consider adoption of a rental schedule and leasing
