The meeting of the Property & Homeowners Association was held Wednesday,
February 13, 2008, in Conference Room 3 of the St. Lucie County Administration

The meeting was called to order at 10:00 A.M. Commissioner Craft led the
Association in the Pledge of Allegiance. The Homeowners' Representatives and
the public in attendance gave self -introductions.

ITEM 2 — APPROVAL OF MINUTES:
The minutes from the January 9, 2008 meeting were unanimously approved
ITEM 3 — ST. LUCIE COUNTY SHERIFF'S REPORT:
Deputy Gonsalves — No major crime trends have occurred in St. Lucie County.
The SIU (Special Investigations Unit) have made some reverse drug purchases.
Detective Brian Hester was responsible for investigating the 13th Street gang.
They were involved in a lot of the violent crimes occurring within the City of Fort
Pierce. Detective Hester has been recognized as "Deputy Sheriff of the Year" for
the entire state of Florida.
Deanna Miller stated that it seems as though a lot of the names tied to the drug
activity seem to be Mexican. Ms. Miller wanted to know if anyone had
investigated whether or not they were illegal or legal aliens. Deputy Gonsalves
said he would find out and inform the group at the next meeting.

ITEM 4 — LINETTE TRABULSY LEAD COMMUNITY OUTREACH SFWMD :
Florida's water supply comes from rain. There are two seasons, wet and dry.
Florida's highest demands for water are during the dry season, which is
winter/spring due to the tourists, seasonal residents and. agriculture. 70% of the
annual rain that falls during the summer replenishes lakes and underground
aquifers.
The water shortage restriction prohibits wasteful and unnecessary water use
and identifies specific water use limits. Essential public health and safety
services are not restricted.
If you live on or own less than five acres and your address is an odd number,
you may water on Monday. If your address is an even number, you may water
on Thursday. You may choose one 4-hour window:
• 4 a.m. to 8 a.m.
• 4 p.m. to 8 p.m.
• Not during both time periods.

If you live on or own more than five acres and your address is an odd number
you may water on Monday. If your address is an even number you may water
on Thursday. You may choose one 4-hour window:
• 12 a.m. to 8 a.m.
4 p.m. to 11:59 p.m.
Not during both time periods.
Fred Cook stated people are using pumps to get water from retention ponds.
Ms. Trabulsy said you are allowed to use this water on the specific day and time
frame you are allowed to water.
Adam Locke asked about the water being dumped from the Savannas and what
SFWMD's view was on this. Ms. Trabulsy said the SFWMD is aware and they are
working with St. Lucie County to come to a resolution. Adam suggested allowing
the homeowners on Indian River Drive to use their irrigation systems the next
time water needs to be released from the Savannas.
Use your designated watering days only when areas .show signs of stress. For
example when footprints remain visible in the grass, when grass blades begin to
curl and when color changes from green to blue -gray. Do not water immediately
before, during or after it rains.
There are many ways to drought -proof your lawn:
• Water early in the day -best before sunrise
• Water deeply
• Keep mower blades sharp and raise the blade
• Add organic mulch to the landscape to conserve moisture
• Reduce turf grass area
• Replace landscape with native, drought -tolerant plants and turf grass
Car washing, pressure washing, fountains and other outdoor uses are not
restricted, however, involuntary conservation is encouraged. Use an automatic
shut-off nozzle or low volume pressure cleaner. Washing your vehicle should be
done on or drained to a non -paved surface.
Water -use restrictions do apply to all sources from public utilities, private wells
and all surface waters such as canals, lakes, ponds and rivers. Water restrictions
do not apply to the use of 100% reclaimed water.

Golf course water is based on volume, not day. They are on a 45% water
reduction. Golf courses have to report to SFWMD weekly on the amount of
water they have used.
There are "Water Savings Incentive Program Grants" which are cooperative
50/50 funding up to $50,000. The SFWMD works closely with local governments
and utilities for the Water Savings Incentive Program. There is grant money
available.and is also available to homeowners groups.
Craig Mundt asked what projects SFWMD would consider funding for the Water
Savings Incentive Program. This annual funding program provides matching
funds up to $50,000 to water providers installing water saving technology such
as low -flow plumbing fixtures, rain sensors, fire hydrant flushing devices and
other hardware that saves water. There is a workshop on March 14, 2008 from
11:00 a.m. to 4:00 p.m. It is a web cast. Anyone is welcome to come to the
Service Center in Stuart. You can ask questions there but you cannot online.

Kit Linberger asked about the water summit. On February 22, 2008 the East
Coast Water Summit will take place at the Service Center in Stuart from 8:30
a.m. to 3:00 p.m.

ITEM 5 — ,OLD BUSINESS
Mr. Hammer asked a question last month. on the St. Lucie County Utilities
Department and their ten-year water supply facility work plan. It will be going
before the Planning and Zoning Commission in March. It will go before the
Board of County Commissioners once the Planning and Zoning Commission
reviews it.
Representative Machek said the construction on US Highway 1 should be
completed by August 2008. Ms. Linberger said the new portion of the road has

mounds all over it. Commissioner Craft said he would verify whether or not
there would be a final coat of asphalt going down on the new part of the road.
Adam Locke voiced his concern with the new medians being place on the east
and west side of the Midway Road and US Highway 1 intersection. Mr. Locke
said they would stop people from being able to make left and right turns into the
gas stations and the Walgreens Pharmacy. Commissioner Craft said he would
look into this as well but that it is probably the State's expansion of US Highway
1 in addition to safety precautions. Commissioner Craft also said he would try to
have someone from F.D.O.T. come and speak with the group.
ITEM 6 — NEW BUSINESS
Fred Cook had a petition to be signed to help people get across the river with the
new parkway. Any resident of St. Lucie County can sign the petition. Mr. Cook
also said there will be a fundraiser for the new botanical gardens in Port Saint
Lucie on March 21, 2008 for $25.00.
Due to the 2008 Strategic Planning Session Commissioner Craft will not be able
to attend the March 12, 2008 meeting. The committee unanimously decided to
move the meeting to March 19, 2008 at 10:00 a.m. at the Oxbow for a field trip.
Due to the budgeting process that Commissioner Craft has to attend, the
committee unanimously decided to cancel the July 9, 2008 meeting.
With a consensus on the wind turbines, the Board of County Commissioners
decided to send a letter to the ARC Committee requesting that the State not hear
the item until the Board of County Commissioners has had the opportunity to
comment, submit staff information and the County Attorney's legal
interpretation.
With no further business the meeting adjourned at 11:03 A.M.

ITEM 1 — CALL TO ORDER:
The meeting was called to order at 10:10 A.M. Commissioner Craft led the
Association in the Pledge of Allegiance. The Homeowners' Representatives and
the public in attendance gave self -introductions
ITEM 2 — APPROVAL OF MINUTES:
The minutes from the December 12, 2007 meeting were unanimously approved.
ITEM 3 — ST. LUCIE COUNTY SHERIFF'S REPORT:
Deputy Gonsalves — 2007 was a good year as far as a decrease in crime. There
is a negative 3% in comparison to 2006.
• Aggravated battery had a 14% decrease.
• Larceny had a 59% decrease.
• Motor vehicles had a 20% decrease.
They are handling less of the UCR type crimes. The clearance rate for 2007 was
45%. December had a 10% increase in crime. May and December both had
increases in crime.
Keep your eyes open for the 10-8 show that airs on the government access
channel.
ITEM 4 — ROY FRIEDRICH, FLORIDA DEPARTMENT OF FINANCIAL SERVICES :
y Safe -Florida Home Program`- The program came about after the hurricanes
and after the insurance companies didn't have enough money to pay claims.
This program does not work for condominiums or modular homes. If you
contact the State of Florida, they will provide a free wind mitigation inspection.
It takes about 30 days for someone to get to your house and about 30 days to
get the report back. Take the report to your homeowners insurance company.
You will qualify for the discounts they offer. In St. Lucie County the average
savings is a $250 a year.

If you live in a freestanding single family home and it's valued at $300,000 or
less you may qualify for a grant. The $300,000 does not include your land,
fence, freestanding garage or tool shed. If you qualify for this, the State will
install windows, shutters, reinforced garage doors or reinforce your roof and
match you 50/50 up to $5,000. You have to have a quote.
If an individual or family makes 80% of the mediated income in St. Lucie County,
which is about $52,000, they will qualify for a free grant up to $5,000. A St.
Lucie County organization called INTACT (Inspired Network To Achieve
Community Together) is helping with the $5,000 grants.
Almost $9.6 million has already been given away. There is a statute that was
written stating that insurance companies have to take the mitigation reports
when they are given them and they have to offer the discounts that are
available.
Kit Linberger asked if you paid a newly established insurance company, how do
you know they are legit. Mr. Friedrich said you could always call the Department
of Financial Services and they can look them up in their database. You could
also call their toll -free helpline at 1-877-693-5236. They are available 8 a.m. to
5 p.m. There are two websites that could be visited as well for the Department
of Financial Services, www.mysafefloridahome.com and www.m)Lfloridacfo.com.
You could also visit www.demotech.corn which is a rating company, you insert
the insurance company's name and it will give you their financials.
Florida companies providing homeowners insurance in the State of Florida are
automatically a member of FIGA (Florida Insurance Guaranteed Association). All
of the little fees that are on your bill and paid to the State are collected and held
in a warehouse by the Department of Financial Services. This is not a general
fund that politicians can spend from. If a Florida company .writes a .bunch of -
policies, we get hit by 'a bunch of hurricanes -and the insurance company goes
"belly up", the State can go into the FIGA fund and pay those claims.
The Department of Financial Services is in the process of getting Citizens
Insurance Group to cease increases and start showing decreases. Citizens is a
freestanding insurance company.
Bill Hammer suggested upgrading the building code requirements statewide. He
also stated that St. Lucie County has a ballooning school population that is half

the tax burden, an unemployment rate approximately one and half times the
state average, and approximately 50% of the students in school come from
households that qualify for free or reduced lunches.
ITEM 5 — OLD BUSINESS :
January 29, 2008 Tax Reform Vote - Commissioner Craft stated the people being
hit the hardest are the people who purchased their homes in the last three to
four years. Commissioner Craft heard on a $300,000 home you would see a
reduction of $250 on your tax bill, if you vote yes on January 29th
Mr. Hammer felt as though property taxes used the way they are in the State of
Florida is flawed. Unfunded mandates that come from the State should be paid
for by the State somehow, and schools should be paid for by the State as well.
Mr. Hammer would like to see the County privatize the Skateboard Park.
Possibly have someone else run the park, take responsibility for it and pay the
County to use the facility. Mr. Hammer felt as though if it is a viable business
enterprise the County should look at ways to put it out for an RFP.
ITEM 6 — NEW BUSINESS:
Ron Parrish, St. Lucie County Fire Chief, would like for the different Homeowners
Associations to allow the Fire District to come out and talk to the constituencies
about the Fire District. How they operate, what they do, what their tax dollars
are going towards and to answer any question there might be. Please feel free
to call Catherine Whitaker at (772) 621-3333 to set up a time for them to visit.
Beth Williams stated on January 15, 2008 Lawnwood Regional Medical Center
would be celebrating their 30 year anniversary. The hospital _willbe..giving-free-
health screenings and will have complimentary food. All of the Homeowners
Associations are invited to attend.
Mr. Hammer stated the water report is due this month and urged the local level
with the water shortage to think about an ordinance that requires xeriscaping on
new construction. Mr. Bangert said water restrictions should be enforced.

The University of Oregon has a facility coming to Torrey Pines. The University is
guaranteeing the State 200 jobs. This organization spun off 36 companies over
seven years. Commissioner Craft will look into getting Larry Pelton to speak at
one of the upcoming meetings.
Next month the South Florida Water Management District will be guest speaking.
With no further business the meeting adjourned at 11:35 A.M.

ITEM 1— CALL TO ORDER:
The meeting was called to order at 10:00 A.M. Commissioner Craft led the Association
in the Pledge of Allegiance. The Homeowners' Representatives and the public in
attendance gave self -introductions.
ITEM 2 — APPROVAL OF MINUTES:
The minutes from the November 14, 2007 meeting were unanimously approved.
ITEM 3 — DEBRA BRISSON PARKS & RECREATION:
Debra Brisson — The Special Needs Shelter has officially been named the Havert L
Fenn Center. The Havert L Fenn Center has been funded by three state grants, FEMA
reimbursements from the 2004 hurricanes, tax dollars and county insurance. The
center will serve as an auditorium and a special needs shelter totaling roughly 62,000
square feet.
The building is designed to withstand hurricane winds of 18o miles per hour and will be
fully self -sustainable for 72 hours. The building can house 500 special needs residents
and 250 support staff personnel. It would only take a few hours to turn the shelter into
special needs mode. The center will have a 1600-krilowatt generator, an 8,000 gallon
diesel tank:, city gas, city water and a well will be installed.
A portion of the building will be wired for wireless internet. Green materials are being
used and the building will be available to generate fees. The estimated completion
date is scheduled for September 2008.
ITEM 4 — ST. LUCIE COUNTY SHERIFF'S REPORT:
Deputy Gonsalves — Burglaries in the unincorporated areas of St. Lucie County are
continuing to decrease. Please remember to remove valuables from your car and
Izeep your doors and windows locked at your home.
This is the time of the year where gypsy's come into the community and steal money,
jewelry, etc.
The Citizens Academy Volunteer Program classes are held yearly. Requires 16 hours of
training. If you are going to be out of town for a weeks or more please call (772) 871-
5303 to have your house checked by the volunteer program.
ITEM 5 — OLD BUSINESS
The construction on US Highway 1 will take place 24 hours a day, five days a weeks.
The FPL Windmill discussion has been slowed down to maximize the public's opinion.
