EMERGENCY OPERATION CENTER

Meeting called to order by Chairman Doug Anderson at 3:04 pm.

Minutes:
Motion made by Chief Parrish to approve minutes from March 19,2007. Seconded by
Chief Deputy Garry Wilson. Unanimous approval to accept.
NEW BUSINESS:
Captain Mayr, SLC Fire Dept., introduced guest Dennis McCombs from Dolph Maps. Martin
County had developed a sector map which breaks their county down into quarter mile
squares and sectors. Examples were handed out. Dennis McCombs gave a presentation
regarding their maps. Also, suggested going digitally on the mapping. Carolyn D. asked
how often they were updated. Dennis M replied if they go digitally, the maps can be
updated quarterly or as often as needed. Prices, depending on the amount ordered, can
range from $103.00/book - $61.00/book. Doug A requested them to bring a proposal for
the digital system and have a discussion regarding it at the next meeting. Jack stated
Capt. Mayr and he would work on getting information.
Jack S gave an update on the new Emergency Operations Center. Completion should be
January 2009.

Doug A asked about the Special Needs Shelter. Jack replied it was moving ahead of
schedule. It should be open sometime this year.
Jack S stated the North County Special Needs Shelter will be the Samuel Gaines Academy
instead of Dan McCarty Middle School. The special needs shelter will stay the same in the
South part of the county, the pt, St. Lucie Community Center.
Jack S reported they are looking at a new CAD system for the Center that is a true multi-
jurisdictional system. One of the companies being looked at is Tri-Tech. Chief Baldwin
suggested having a meeting with all law enforcement agencies to discuss each concerns.
Jack S also reported the rebanding for the 800 MHz radio system is going forward. It
should be done in the next few months. Chief Skinned asked those representing the
dispatchers if there were enough talk groups and if there needed to be any changes. It
was determined that there are enough talk groups,
Chief Baldwin stated Lieutenant Humm is ready to give a presentation regarding the Alarm
Ordinance. He stated he would get with Jack to schedule something in February. Tiffany B
handed out reports on alarms and gave a quick explanation.
Jack S reported the list attached to the agendas show the locations of the BDAs in the
county. He reported he gave a model ordinance to the Attorney's office to review
requesting they be installed during construction. Doug A called the attorney's office
requesting to expedite this ordinance.
Chief Baldwin suggested accrediting the 911 Center. He also stated he would be willing to
help Jack. There are also yearly costs associated to be accredited. .
A schedule of the upcoming Board of Governors meetings was handed out.
Jack S gave a report regarding the beaches.
There was a brief discussion concerning the ambulance companies in St. Lucie County.
Jack S reported they were working on redoing the EMS ordinance.

DEVELOPMENT CODE BY AMENDING CHAPTER 7.00.00
DEVELOPMENT DESIGN AND IMPROVEMENT STANDARDS BY
CREATING SECTION 7.10.25 "BUILDING AND HOUSING
REGULATIONS"; PROVIDING THE REQUIREMENT THAT
BUILDINGS AND STRUCTURES SUPPORT ADEQUATE RADIO
COVERAGE FOR EMERGENCY SERVICES COMMUNICATIONS;
PROVIDING FOR OWNER RESPONSIBILITY; PROVIDING FOR
TESTING; PROVIDING FOR NON-COMPLIANCE; PROVIDING
FOR CONFLICTING PROVISIONS, SEVERABILITY AND
APPLICABILITY; PROVIDING FOR FILING WITH THE
DEPARTMENT OF STATE; PROVIDING FOR AN EFFECTIVE
DATE; PROVIDING FOR ADOPTING AND PROVIDING FOR

WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has
made the following determinations:
1. On August 1, 1990, the Board of County Commissioners of St. Lucie County,
Florida, adopted the St, Lucie County Land Development Code.
2, The Board of County Commissioners has adopted certain amendments to the
St, Lucie County Land Development Code, through the following Ordinances:

3. The St. Lucie County Board of County Commissioners has purchased and
installed an emergency radio communications system; and
4. This emergency radio system is used between and among all of the
emergency response and law enforcement agencies in the county, including the
incorporated municipalities; and
5, In order to protect the health, safety and welfare of the public, agency
response and law enforcement personnel must be able to use the radio communications
system within buildings; and
6, The Board has further determined that adoption of building codes requiring
owners of buildings and structures to ensure adequate radio coverage within those
buildings, will protect the public; and
7, On , the Local Planning Agency/Planning and Zoning
Commission held a public hearing on the proposed ordinance after publishing notice in
the Tribune at least ten (10) days prior to the hearing and recommended that the
proposed ordinance be approved.

are consistent with the general purpose, goals, objectives and standards of the St. Lucie
County Comprehensive Plan and are in the best interest of the health, safety and public
welfare of the citizens of St. Lucie County, Florida,

EMERGENCY SERVICES COMMUNICATIONS
A. PURPOSE.
The purpose of this subsection is to assure that emergency radio communications
between and amom! emen!encv personnel within. buildin~s will be protected from
interference, To this end. the construction of all buildim!s and structures will be
required to accommodate the communications needs of emen!encv oersonnel.
B. GENERAL.
1. Except as otherwise provided. all buildin~s and structures in St. Lucie
County shall be constructed and maintained in a manner that supoorts adeauate radio
coveraQe for oublic safetv service workers. includinQ. but not limited to. firefiQhters.
emer¡;¡ency medical oroviders and law enforcement officers, A certificate of occuoancv
will not be issued for any new building or structure that fails to comply with this
reauirement.

2. The County's Radio Systems Manager. with consideration of the appropriate
police. fire. and emergency medical services. shall determine the frequency range or
ranges that must be supported.
3, For the purposes of this article. adequate radio coverage shall be
determined by successful completion of a communications test between radio equipment
in the buildin~ and communications centers for all appropriate emer~ency service
providers for the buildina,
C. OWNER RESPONSIBILITY.
It shall be the responsibility of any owner of a building or structure. at the
owner's expense to install the equipment necessary to support the required level of
radio coverage, The installation of equipment cannot be detrimental to the operation
of the County's public safetv radio svstem.
D. TESTING.
1. The Countv. or its representatives. at anytime. after providin~ reasonable
notice to the owner or his representative. shall have the right to enter into the property
to conduct field testing to be certain the required level of radio coverage is present.
2. New Construction, The cost of testing to determine that the required level
of radio coveraQe is present at new construction shall be paid bv the owner. Thereafter.
the owner shall pav the cost of anv testinQ that determines the required level of radio
coveraae is not present and pay for any follow-up testing to determine that the required
level of radio coveraae has been achieved.
3, Renovation. The Building Official will determine if renovation of a building
reauires testinQ, If it is determined that testinQ is required. the testinl;! shall be paid for
as reauired under Section D.2. New Construction.
E. VIOLATION.
It shall be a violation of the St. Lucie County Bode of Ordinances for a property
owner. lessee. licensee. contractor. or a aovernment entitv not otherwise exempt by
law. to erect a building or other structure. or portion thereof. or cause a buildinQ or
other structure. or portion thereof. to be erected or constructed in a manner that
creates interference with St, Lucie County's public safety. law enforcement. other
emergency-related and county operational telecommunications networks. For purposes
of this article. a facilitv shall be considered part of St. Lucie County's law enforcement.

F. NON-COMPLIANCE.
The owner or owners of existinQ buildinQs or structures that are found to be in
non-comoliance with this Section shall be subject to code enforcement procedures and
fines.
This shall not oreclude other penalties allowed bv law,
PART B.
CONFLICTING PROVISIONS.
Special acts of the Florida legislature applicable only to unincorporated areas
of St. Lucie County, County ordinances and County resolutions, or parts thereof, in
conflict with this ordinance are hereby superseded by this ordinance to the extent of
such conflict.
PART C.
SEVERABILITY .
If any portion of this ordinance is for any reason held or declared to be
unconstitutional, inoperative, or void, such holding shall not affect the remaining
portions of this ordinance. If this ordinance or any provision thereof shall be held to
be inapplicable to any person, property, or circumstance, such holding shall not
affect its applicability to any other person, property or circumstance,
PART D.
APPLICABILITY OF ORDINANCE.
This ordinance shall be applicable in the unincorporated area of St, Lucie
County.
PART E.
FILING WITH THE DEPARTMENT OF STATE.
The Clerk be and is hereby directed forthwith to send a certified copy of this
ordinance to the Bureau of Administrative Code and Laws, Department of State, The
Capitol, Tallahassee, Florida 32304,

EFFECTIVE DATE.
This ordinance shall take effect upon filing with the Department of State.

renumbered or relettered to accomplish such intention; provided, however, that
parts B through H shall not be codified.
