CALL TO ORDER
Mr. Hensley called the meeting to order and welcomed the attendees.
OPENING REMARKS - DOUG ANDERSON
Mr. Anderson explained that because of the complexity of decreased property values and
property tax reform he is working on a 24-month budget. After a$7.3 million surplus from
2008, $21 million revenue decrease, $17 million one-time fund balance, and $109,000 cost
of approved projects, there will be a$31 million deficit October 1, 2009. A 1 reduction
from last year is needed from the outside agencies. It does not have to be across the
board. The total amount is $223,735. The Board is asking the Committee to recommend
how the cuts be made.
PRESENTATIONS BY OUTIDE AGENCIES
Mr. Hensley asked the members to write the questions down and hold until after all the
presentations were made. He asked the presenters to keep their presentations to ten
minutes or less.
He welcomed the newest member, Chris Dzadovsky, to the Committee.
' EXECUTIVE ROUNDTABLE
Christine Epps showed the PowerPoint presentation attached.
ST. LUCIE COUNTY HEALTH DEPARTMENT
Larry Lee introduced Ginny Lindell and Jim Gilbert from the Health Department. Copies of
the handout giving the information he presented are attached.
HEALTHY START COALITION
Sylvie Kramer gave the PowerPoint presentation attached.
ARC OF ST. LUCIE COUNTY
Cheryl King told about the history of ARC. Parents asked for an after school program. It
was started five years ago. She gave the hours and times of the program. It is geared
toward working families. Labor-intensive personal care is given. She told of drastic cuts in
their past.
Cindy Haase gave a personal plea. She is a single parent of a 13 year old. She would not
be able to work without ARC. She feels it would be a bigger burden if she lost her job and
insurance and became dependent on other programs. She believes in pay it forward and

is involved in community projects to try to give back. She is not the only parent in this
situation.
A letter from George King and brochure from ARC (see attached) were handed out.
Nicole Telese, a parent of a nine-year old daughter and middle school teacher, thanked the
Committee for their time and consideration.
Ms. King explained the request for a vehicle match.
CENTER FOR INFORMATION/CRISIS SERVICES (2-1-1)
Susan Buza explained the Center is regional, covering five counties, to be cost effective.
The call volume from the St. Lucie County area is up. She told the mission and types of '
calls. She explained how her staff is trained. She referred to the packets that were handed
out (see attached). She passed around guides for youth and seniors. She told how they
were able to get the money for a new phone system and how it works.
They are constructing a building that can withstand a Category 5 hurricane. They would be
available pre and post event and handling calls for the region. '
Bill Howden added that he moved here seven years ago and is the representative from this
area.

COUNCIL ON AGING OF ST. LUCIE
Seniors are becoming a larger portion of the population. It is better for them to live in their
own home. Council on Aging (COA) is able to provide needed assistance at a much lower
cost than a nursing home. The County has to help pay the cost of nursing homes. The
State has mandated that COA coordinate care. They receive Federal and State dollars in
a grant form. The County has always provided the local match. The requested $148,964 '
will give access to $1,563,000 in Federal and State funds.

The services provided are listed in the pamphlet passed out (see attached).
He informed the Committee that funds for transportation have been shifted to the Transit I
section.
NEW HORIZONS

John Romano introduced Dr. George Woodley, Major Tighe, Chief Deputy Garry Wilson
and Julie Dolan. He presented the PowerPoint attached. He feels the County will save
money on the back end if they invest money up front in this program.

TREASURE COAST HOMELESS SERVICES COUNCIL
Louise Hubbard quickly went through the attached PowerPoint presentation.
How much they now receive was discussed.
DISCUSSION
There was discussion on how to get the questions to the agencies. It was decided the
members would send their questions to the recording secretary to be sent to the agencies.
Mr. Woodley, from the State of Florida Substance Abuse and Mental Health Program
Office, expressed his concern about the reductions the State will be making to the
agencies' funding. He agreed to send information to the recording secretary to be shared
with the members.
Mr. Lounds asked about a timetine to make the decisions. Mr. Anderson answered that the
information goes to the Commissioners in July; but the budget must be balanced in May.
Mr. Pancoast told how hard it is to decide who to take money from when it is so badly
needed.
Mr. Wells suggested an objective checklist.
Mr. Anderson asked if the agencies should come back to the next meeting. Mr. Hensley
answered that it would not be necessary.
Mr. Dzadovsky asked if the agencies had been asked to investigate ways to generate
income. He gave examples of grants from alcohol companies and advertising in the 2-1-1
youth booklet.
How much funding comes from what sources was discussed.
Mr. Johnson asked that some numbers be clarified. Mr. Anderson explained for COA that I
some lines would be funded out of the transit budget. '
Ms. Ryder explained that the numbers are estimates.
Mr. Casey expressed his opinion that the services are genuinely valuable; but he thinks a
lot of time has been spent to save $200,000 when there will be a$31 million sh~rtfall.

Mr. Anderson explained that $200,000 is four fulltime positions at the County site. He will '
explain at a future meeting what is going to happen with staffing.
Mr. Casey does not see the benefit of spending so much time on the $200,000. He feels if

Mr. Dzadovsky's suggestion were brought up, it might be of more benefit. He had an idea
of involving the hospitals. Mr. Anderson answered that there is nothing left in the budget
but personnel.
Mr. Pancoast added that the reason he does not mind spending the time is because it
affects individual people. He agreed they are spending a lot of time on this amount and the
total is so much. He is concerned that losing personnel means adding more unemployed
to the area. Staff has been whittled down. Now they will be losing key people that will be
needed in five years. It is always the people at the bottom that get tread on.
Mr. Anderson announced that May 10ih there would be over 60 vehicles auctioned.
He said he would be showing the Committee what has been cut the next couple months.
Mr. Pancoast expressed his opinion about taking money out of government.
Mr. Anderson explained 76 deputies would be lost with a break-even budget.
Mr. Lounds thinks the Committee needs to go deeper and help the outside services find
ways to reduce the $2 million paid by the County.
Mr. Hensley mentioned that a lot of the funding for the agencies is matched.
Mr. Anderson thinks the agencies will get much less from the State next year. '
Mr. Romano explained that they would probably not know for another month. New
Horizons is trying to diversify their base. They do all they can to generate funds from
difFerent sources. He knows that other agencies do, too. It is tough out there now. And
unfortunately, it is on the back of the most vulnerable citizens.
Mr. Drummond is sure the State amount will not go up and COA will be scrambling for
resources. They will not be coming back to the County to make up the shortfall.
Mr. Mundt feels we need to bridge these agencies for a three-year term. Some are in
better financial condition. If you check the 990s, you might be able to see which are better
equipped to make it through. There are tough decisions to be made. Priorities are going to
have to be set.
Mr. Gilbert from the Health Department explained that the $40,000 in interest is because
they are required by statute to maintain and 8'h°/a trust fund balance. -
Ms. Hubbard explained that when an agency receives other funding there are restrictions
on how it can be used. There is an amazing return on the money the County invests.

were discussed.
Mr. Casey said there must be a time limit. No one is going to be made happy. This is a
budgetary crisis. So much time and paper have been used to save $200,000. He cannot
support it. It is the Budget Committee. He asked that this part be stopped after the next

meeting. He said, "We can't just throw our hands up.
Mr. Anderson answered that we aren't. We have a phased-in plan.
Mr. Casey informed the group about a letter to the editor about health care costs. The
letter mentioned saving 40%. Mr. Casey is concerned that anything like that is not even
being talking about. Mr. Anderson said we are investigating a clinic, early retirement
; program and severance package. There was discussion on the amount of time needed to
research and time limits to having things in place.
Mr. Lounds left the meeting at 9:30.
Mr. Pancoast explained the $200,000 they are expecting to cut from outside agencies
equals four County employees. There are 100 positions open and he's heard 100 people
beyond that may be laid off. People are hurting everywhere.
Mr. Wells said the rules are off the table. The State is not even following them.
Mr. Hensley said the next meeting would be in two weeks and asked the members to send
in their suggestions and questions.
Mr. Dzadovsky asked about duplication of services. It was explained that the agencies
work hand-in-hand. They have never had the resources other counties have because the
funding was based on 1971 population. There has been no new money since 1997. They
partner with other agencies. The Executive Roundtable brings the groups together to be
sure there is not duplication.
Mr. Hensley reminded the members that the next meeting would be in two weeks and to
send in their questions.

PUBLIC HEALTH IN FLORIDA: A STATE AND COUNTY PARTNERSHIP
• Excerpt from Chap. 154, FS: The Legislature recognizes the unique partnership
which necessarily exists between the state and its counties in meeting the public
health needs of the state. To strengthen this partnership, the Legislature intends that
the public health needs of the several counties be provided through contractual
arrangements between the state and each county.

STRATEGIC PRIORITIES SUPPLEMENTED WITH COUNTY FUNDING (priorities are
the result of a community planning and needs assessment process in 2006):
1. PROTECT COUNTY RESIDENTSNISITORS FROM DISEASE, INJURY,
ENVIRONMENTAL RISKS, AND DISASTERS.
• Staffing for epidemiology, disease control, outbreak investigation, and tuberculosis
control and treatment (19,204 services - requesting $175,000 from BOCC).
• Staffing to provide immunizations and monitor immunization levels (10,925 services
-$40,000 BOCC). We exceed most state goals.
• Environmental Health services not supported by permit fees and grants including
river quality testing, group care inspections, etc. ($38,000 BOCC).
Note: All St. Lucie County Health Department employees are trained for response to
natural and man-made disasters. Our workforce operates two Special Medical Needs
Shelters and can open them within a few hours notice (three hurricanes since 2004).
They can provide mass vaccinations and form epidemiology strike teams in the event
' of an influenza pandemic, or provide mass prophylaxis and surveillance in a bi~-terror
event (e.g., Anthrax attacks in 2001). Federal dollars fund our preparedness planners
and much of our training expense, but county dollars help provide the infrastructure of
medical, nursing, and support staff needed to respond.

2. PROMOTE HEALTHY BEHAVIOR: The health department offers a number of
services to promote healthy behavior funded through non-county sources. These
include tobacco education to youth and cessation classes for adults, obesity prevention
and physical active promotion programs, patient education, nutrition education, teen
pregnancy prevention initiatives, etc.
• HIV Prevention - county dollars supplement state, federal, and grant resources for
HIV education, outreach, and testing:
o Have increased HIV testing by 94% in past 5 years. Testing of
Blacks increase 139%. Note: One in thirty-five Blacks in St. Lucie
County are living with HIV/AIDS. St. Lucie has highest disparity rate in
Florida. This disease knows no boundaries and it affects all ages and
races.
o During this period of increased testing, HIV positivity rates have
dropped 32°/a for all groups and 49% amonqst blacks tested - a
glimmer of hope that we are winning this war.
o"Faith Talk" - Have formed partnerships with a network of more than 20
Black churches to train lay community health workers and form "health
ministries" within each church (partially funded by Blue Foundation).
o Salon Chat" - Have formed a network of trained community health
workers in ten beauty salons that provide HIV and other health
information to their clients (partially funded by Blue Foundation).
o Formed a Haitian Health Coalition and completed a Haitian Community
needs assessment.
o Worked with the Executive Roundtable to identify and support a new
HIV/AIDS education curriculum and to develop social marketing
strategies targeting different risk groups.
o$145,000 in BOCC funds matched with $100,000 / year in State "Closing
the Gap" grant funds, and categorical grant funds help cover the cost of
our outreach and prevention initiatives.
3. INCREASE ACCESS TO HEALTH CARE:
AIDS Patient Care - There are over 1,400 St. Lucie residents living with HIV/AIDS.
Patient care services are provided through various federal and state programs. With
the assistance of $85,000 / year in BOCC matching funds were are able to secure an
additional $292,500 in Federal Ryan White Title III funds to augment medical,
nutritional, laboratory, and counseling services to St. Lucie County's AIDS patients.
Although over 1,000 have died, we have made progress in reducing death rates from
AIDS in the last decade due to advanced drug therapy, early detection through
outreach and testing, and improved access and coordination of inedical care (see chart
below):

• Family Healthcare Services - The health department offers a variety of clinical
' services including: treatment for sexuaily transmitted diseases, family planning and
women's health services, adult and pediatric primary care, and obstetric services.
$240,782 in BOCC funding helps support costs of uncompensated primary care to
low-income uninsured patients. Obstetric services were started in the Fall of 2007.

• School Health Services - County dollars ($236,000) supplement funding from the
State, School Board, and Children's' Services Council to hire 9 school registered
nurses and a nursing supervisor. The team provides over 500,000 basic school
health services to over 40,000 students in 41 schools. Services include: screenings,
assessments, medicine administration oversight, education to students and school
health aides, care plans, and parent consultations. The current RN to student
ratio in St. Lucie is vne to 4,449. The Florida average is one to 2,600 and the
recommended national standard is one to 1,500. This is a concern for us since the
school nurse may be a student's only contact with the health care system. Two
new schools opening this fall and an increasing enrollment will worsen our ratios.
• Friends of St. Lucie County Public Health is a 501 c) 3 non-profit created to
leverage private donations and foundation grants to support public health
- programs. $5,000 will support costs of administering the corporation and the Blue
Foundation grant ($100,000) Friends was awarded this year for HIV prevention.

My name is George King. Although you may not remember the name, you might
remember the deputy who used to work a lot of commission meetings and who has
spoken to you all the last three years at the budget workshops. I wish I could be there is
person but unfortunately we are on a family vacation that we scheduled last year.
To begin I wish to thank all of you for the support you have given A.R.C. in the past. I
would especially like to thank Commissioner Smith for your support by giving A.R. C. a
part of those funds which you individually controlled last year.
As you all know I work for the government as you do and we all are feeling the effects of
budget cutbacks. I do appreciate the tremendous tasks you all face during these trying
times and I also know the difficulties of having to tell people that it is not possible to fund
all the programs you would like to. Having said that, I wish to tell you how A.R.C.
assists citizens like me so I can help citizens of St. Lucie County.
A.R.C. is the only program in the county where parents like me can bring children with
developmental disabilities. If it were not for A.R.C., I could not continue to work at my
current job assignment because there would be no where to send my child. My wife also
works at the courthouse till Spm so the only option we would have would be for me to
work midnights. Before this program was started, that is precisely what I did. But since
this program began, the quality of life for my family has improved 100%. Not only has
being able to work days helped me lead what I consider a more normal life, it has also
allowed me to help non pro~t ageneies such as A.R.C., Special Olympics, St. Lucie
County, Special Olympics, Florida, and my church. My son is in a pro~ram where
people understand his special needs, give more personalized attention, compliment his
academic progression, provide a structured, safe environment, and relieve the worries that
we as parents had when he was at other programs.
The only choices that parents of children with special needs who live in this county have
are to stay at home; be lucky enough to have a stay at home relative, or send them to
A.R.C. As a parent who does not have the tirst two choices, I implore you to support
A.R.C. of St Lucie County as youu have in the past so that I and others like me can live a
life as close to nonnal as possible and so children like my son can continue to have a

• Mental Health Court in St. Lucie County began on June 6th, 2006 with 6 consumers - The
anticipated number to be served yearly was approximately 40.
• As of January 1, 20D8 we have servetl 353 ~onsumers wi[h 471 cases.
• Curren[ry there are 245 aRive mnsumers (a total oF 312 cases)~
. lll are Felony cases
. 195 are misdemeanor cases
• (39 consumers have both misdemeanor and felony tases)
• Currently o8 consumers have successfuily graduated from Mental Health Court.

Strategic Planning and Coordination
The Council is a HUD Continuum of Care for the Treasure Coast. It
applies for HUD McKinney Vento funding for programs. St. Lucie
now has two major grants for disabled housing from HUD totaling
$761,753.00. An 8% administration fee goes directly to the County.
The Council manages client information for 55 agencies and
provides direct services and client financial assistance to
programs. Some of St. Lucie's programs include Mustard Seed,
Children's Home Society, New Horizons, United Way, Salvation
Army, Public Defender's Office, Plant a Seed and others.
•The Council works with St. Lucie County Community Services,
Housing , Veteran's Services, the HOME Consortium, the Attainable
Housing Task Force, the Growth Management Advisory Committee
and the Affordable Housing Advisory Committee.
