The meeting of the Property & Homeowners Association was held Wednesday, February 13, 2008, in Conference Room 3 of the St. Lucie County Administration Building, 2300 Virginia Avenue, Fort Pierce, Florida. Commissioner Craft led the Association in the Pledge of Allegiance. The Homeowners’ Representatives and the public in attendance gave self-introductions. Property & Homeowners Meeting February 13, 2008 Page 2 ITEM 2 – APPROVAL OF MINUTES : The minutes from the January 9, 2008 meeting were unanimously approved. ITEM 3 – ST. LUCIE COUNTY SHERIFF’S REPORT : Deputy Gonsalves – No major crime trends have occurred in St. Lucie County. The SIU (Special Investigations Unit) have made some reverse drug purchases. th Detective Brian Hester was responsible for investigating the 13 Street gang. They were involved in a lot of the violent crimes occurring within the City of Fort Pierce. Detective Hester has been recognized as “Deputy Sheriff of the Year” for the entire state of Florida. Deanna Miller stated that it seems as though a lot of the names tied to the drug activity seem to be Mexican. Ms. Miller wanted to know if anyone had investigated whether or not they were illegal or legal aliens. Deputy Gonsalves said he would find out and inform the group at the next meeting. Keep your eyes open for the 10-8 show that airs on the government access channel. This can also be watched online at www.stlucieco.gov under SLCTV. ITEM 4 – LINETTE TRABULSY, LEAD COMMUNITY OUTREACH, SFWMD : Florida’s water supply comes from rain. There are two seasons, wet and dry. Florida’s highest demands for water are during the dry season, which is winter/spring due to the tourists, seasonal residents and agriculture. 70% of the annual rain that falls during the summer replenishes lakes and underground aquifers. The water shortage restriction prohibits wasteful and unnecessary water use, and identifies specific water use limits. Essential public health and safety services are not restricted. If you live on or own less than five acres and your address is an odd number, you may water on Monday. If your address is an even number, you may water on Thursday. You may choose one 4-hour window: ??4 a.m. to 8 a.m. ??4 p.m. to 8 p.m. ??Not during both time periods. If your address is an even number you may water on Thursday. You may choose one 4-hour window: ??12 a.m. to 8 a.m. ??4 p.m. to 11:59 p.m. ??Not during both time periods. Fred Cook stated people are using pumps to get water from retention ponds. Ms. Trabulsy said you are allowed to use this water on the specific day and time frame you are allowed to water. Adam Locke asked about the water being dumped from the Savannas and what SFWMD’s view was on this. Ms. Trabulsy said the SFWMD is aware and they are working with St. Lucie County to come to a resolution. Adam suggested allowing the homeowners on Indian River Drive to use their irrigation systems the next time water needs to be released from the Savannas. Use your designated watering days only when areas show signs of stress. For example when footprints remain visible in the grass, when grass blades begin to curl and when color changes from green to blue-gray. Do not water immediately before, during or after it rains. There are many ways to drought-proof your lawn: ??Water early in the day-best before sunrise ??Water deeply ??Keep mower blades sharp and raise the blade ??Add organic mulch to the landscape to conserve moisture ??Reduce turf grass area ??Replace landscape with native, drought-tolerant plants and turf grass Car washing, pressure washing, fountains and other outdoor uses are not restricted, however, involuntary conservation is encouraged. Use an automatic shut-off nozzle or low volume pressure cleaner. Washing your vehicle should be done on or drained to a non-paved surface. Water-use restrictions do apply to all sources from public utilities, private wells and all surface waters such as canals, lakes, ponds and rivers. Water restrictions do not apply to the use of 100% reclaimed water. Property & Homeowners Meeting February 13, 2008 Page 4 Golf course water is based on volume, not day. They are on a 45% water reduction. Golf courses have to report to SFWMD weekly on the amount of water they have used. There are “Water Savings Incentive Program Grants” which are cooperative 50/50 funding up to $50,000. The SFWMD works closely with local governments and utilities for the Water Savings Incentive Program. There is grant money available and is also available to homeowners groups. Craig Mundt asked what projects SFWMD would consider funding for the Water Savings Incentive Program. This annual funding program provides matching funds up to $50,000 to water providers installing water saving technology such as low-flow plumbing fixtures, rain sensors, fire hydrant flushing devices and other hardware that saves water. There is a workshop on March 14, 2008 from 11:00 a.m. to 4:00 p.m. It is a web cast. Anyone is welcome to come to the Service Center in Stuart. You can ask questions there but you cannot online. On February 22, 2008 the East Coast Water Summit will take place at the Service Center in Stuart from 8:30 a.m. to 3:00 p.m. For more water conservation tips and information visit, www.savewaterfl.com or call the water conservation hotline at 800-662-8876. ITEM 5 – OLD BUSINESS : Mr. Hammer asked a question last month on the St. Lucie County Utilities Department and their ten-year water supply facility work plan. It will be going before the Planning and Zoning Commission in March. It will go before the Board of County Commissioners once the Planning and Zoning Commission reviews it. Representative Machek said the construction on US Highway 1 should be completed by August 2008. Ms. Linberger said the new portion of the road has Property & Homeowners Meeting February 13, 2008 Page 5 mounds all over it. Commissioner Craft said he would verify whether or not there would be a final coat of asphalt going down on the new part of the road. Adam Locke voiced his concern with the new medians being place on the east and west side of the Midway Road and US Highway 1 intersection. Mr. Locke said they would stop people from being able to make left and right turns into the gas stations and the Walgreens Pharmacy. Commissioner Craft said he would look into this as well but that it is probably the State’s expansion of US Highway 1 in addition to safety precautions. Commissioner Craft also said he would try to have someone from F.D.O.T. come and speak with the group. ITEM 6 – NEW BUSINESS : Fred Cook had a petition to be signed to help people get across the river with the new parkway. Any resident of St. Lucie County can sign the petition. Mr. Cook also said there will be a fundraiser for the new botanical gardens in Port Saint Lucie on March 21, 2008 for $25.00. Due to the 2008 Strategic Planning Session Commissioner Craft will not be able to attend the March 12, 2008 meeting. The committee unanimously decided to move the meeting to March 19, 2008 at 10:00 a.m. at the Oxbow for a field trip. Due to the budgeting process that Commissioner Craft has to attend, the committee unanimously decided to cancel the July 9, 2008 meeting. With a consensus on the wind turbines, the Board of County Commissioners decided to send a letter to the ARC Committee requesting that the State not hear the item until the Board of County Commissioners has had the opportunity to comment, submit staff information and the County Attorney’s legal interpretation.
