Debra Brisson – The Special Needs Shelter has officially been named the Havert L.
Fenn Center. The Havert L. Fenn Center has been funded by three state grants, FEMA
reimbursements from the 2004 hurricanes, tax dollars and county insurance. The
center will serve as an auditorium and a special needs shelter totaling roughly 62,000
square feet.
The building is designed to withstand hurricane winds of 180 miles per hour and will be
fully self-sustainable for 72 hours. The building can house 500 special needs residents
and 250 support staff personnel. It would only take a few hours to turn the shelter into
special needs mode. The center will have a 1600-kilowatt generator, an 8,000 gallon
