The meeting of the Property & Homeowners Association was held Wednesday, April 9, 2008, in Conference Room 3 of the St. Lucie County Administration Building, 2300 Virginia Avenue, Fort Pierce, Florida. Commissioner Craft led the Association in the Pledge of Allegiance. The Homeowners’ Representatives and the public in attendance gave self-introductions. ITEM 2 – APPROVAL OF MINUTES : The minutes from the February 13, 2008 meeting were unanimously approved. ITEM 3 – ST. LUCIE COUNTY SHERIFF’S REPORT : Sheriff Ken Mascara – Deputy Gonsalves was awarded “Deputy of the Year”. He was recognized by the four counties as the “Crime Prevention Deputy”. Deputy Gonsalves – During the years 2006 and 2007 crime was down, this year the crime level is starting out high. Deputies have been seeing an increase in larceny and burglary cases. ??Remove your property from your vehicle ??Do not leave anything in plain sight ??Park in a well lighted area ??Do not leave homes unlocked Upcoming events: thth ??D.A.R.E. Carnival – Lawnwood Stadium, April 10 – April 13 th ??Family Fun Day – Tradition Field, April 13, from 12:00 p.m. to 4:00 p.m. ITEM 4 – LARRY PELTON, ECONOMIC DEVELOPMENT COUNCIL : The Economic Development Council is a business recruiting and business expansion organization. Their job is to stimulate job growth in the County. They are after jobs that pay much higher average salaries. Most of the job base in Florida are agriculture, construction or personally related industries. Only about 40% of the average income in St. Lucie County is generated by jobs. 48% of the income is generated by passive income sources, which is retirement income, dividends and non-work related premiums. The remaining portion of the income comes from transfer payments from Social Security or other types of payments that come from Federal Assistance Programs. Property & Homeowners Meeting April 9, 2008 Page 3 The Economic Development Council’s real focus is to concentrate on science and technology. They were successful at getting Torrey Pines. Torrey Pines will be occupied in September or late October. Their goal is to employ about 300 people. They specialize in chemistry and have a molecular library. Martin Memorial purchased 20 acres of land next to Torrey Pines. They intend to build a 300-bed hospital. Martin Memorial also does clinical trials for cancer research. The Vaccine Gene Therapy Institute of Oregon Health Science University will be a 130,000 square foot wet lab facility also located next to Torrey Pines. They will employ 300 people, which will consist of scientist and scientific staff. They specialize in immune deficiencies, especially in the aging of the immune system and how to alter the deterioration of the immune system as we get older. The Alfred E. Mann Research Institute will be a 400,000 square foot research and medical office facility. Alfred E. Mann is currently working on implantable devices for paralytics. Everything they research, design and develop goes to the market. Geoplasma will build a 90 mega-watt electric generating facility on a 331-acre site. The plasma arc gasification process heats garbage with electrically generated plasma torches, converting the material to gas and slag byproduct. The gas created can be used to generate energy and the slag into paver bricks or road material. Ed Boslow asked what the average salary would be for these jobs. The average salary would be between $60,000 and $65,000 a year. A resident asked if this area would have the staffing to supply people for these jobs. The scientists would probably have to be recruited and they are hoping to get others from the colleges. Arlene Goodman asked if secretaries, telephone operators, etc. would be hired from St. Lucie County and what would their approximate starting paygrade be. Each scientist will support a staff of about ten people. Those ten people will consist of post doc’s, which are people working on their PHD’s, lab technicians and administrative support as well. At every level they are going to pay a higher salary than what is paid in St. Lucie County right now. Property & Homeowners Meeting April 9, 2008 Page 4 ITEM 5 – OLD BUSINESS : Ed Boslow stated about a month ago at the Road & Bridge compound there were a lot of vehicles parked everywhere. He asked Road and Bridge about them and was told they were discarded or ready to go to an auction. Road and Bridge stated auctions happen about once a year. Ed would like to know if there could be an auction every two or three months. Ed Boslow also stated every three or four weeks a pickup truck with two males drive around his neighborhood. He stopped them and they said they were looking for downed stop signs or signs that are askew. Mr. Boslow wanted to know if the C.O.P. (Citizens on Patrol) could do this instead of the County paying two individuals, plus gas for the vehicle. Commissioner Craft said he would get more information on this. Kit Linberger asked if anyone knew when the construction on US 1 would be complete. Commissioner Craft stated, “The road itself, July or August, if memory serves me.” He also said the Florida Department of Transportation would be at the next meeting, which is May 14, 2008. ITEM 6 – NEW BUSINESS : Jim Killoran gave a presentation on what Nettles Island is doing to recycling. He stated a group of women from the island got together and created “The Green Team”. They now have green cans all around Nettles Island for aluminum and plastic cans. They crush the cans to make room for more and then sell the aluminum. Lately, they have been averaging $100 to $150 a month. With the money, they are going to look into solar energy projects for the park. “The Green Team” would like to make Nettles Island green.
