FORT PIERCE HARBOR ADVISORY COMMITTEE
Meeting Held On
May 8, 2008
Convened at 3:03 p.m. Adjourned at 3:41 p.m.
This meeting of the Fort Pierce Harbor Advisory Committee (FPHAC) was held Thursday,

May 8, 2008 at 3:03 p.m. in Conference Room #3 on the 3 floor of the Administration
Building, 2300 Virginia Avenue, Fort Pierce, Florida.
ROLL CALL
Roll call was taken.
Members Present:
Howard Conklin, Chairman
Mary Chapman, Vice Chairman
Councilman Chris Cooper
Bill Thiess, Commissioner Craft’s Appointee
Gerald Kuklinski, Commissioner Grande’s Appointee
John Holt, Commissioner Smith’s Appointee

APPROVAL OF THE MINUTES:
The minutes from the April 10, 2008 meeting were unanimously approved.
OLD BUSINESS:
There was a brief discussion on the Lloyd Bell newspaper article titled, “Ex-Partner sues
owner of Port of Fort Pierce”.
The winning bid for the demolition of the Henry King Power Plant was minus $974,000. The
demolition will probably start in early August and finish by December 31, 2008. The City’s
intention is to put out an RFP for a project steeming anywhere from a hotel to an
entertainment complex. The project will be something for the public. There was also a
discussion on a plan to move the wastewater treatment plant off Hutchinson Island.
Bill Theiss discussed the possibility of a manatee warming system in Moore’s Creek. There has
already been a conceptual report and design done. It would be naturally gas fired with
heat exchangers.
Howard Conklin spoke about people not lowering their antennas and outriggers when
approaching the North Bridge. Mr. Conklin stated there is a law requiring antennas and
outriggers to be put down. Mr. Conklin made a motion, “I motion for the County

Administrator to at least write a letter to the DOT and Coastguard requesting a stronger
enforcement of the antenna-outrigger law.” The motion was unanimously approved.
NEW BUSINESS:
There was a brief discussion on future speakers for upcoming meetings:

June: Mary Chapman will contact Gail Kavanagh of F.I.N.D. (Florida Inland
Navigation District) for an update on plans for the Port in terms of dredging.
Especially the channel that goes from the Port to the North Bridge.

July: Douglas Anderson, County Administrator, will be giving the committee an
update on potential spoil sites.
??
August (Possibly): Indian River Terminal to give an update on their cargo services
and their plans for the future.
??
September (Possibly): Aquatic Preserves
??
Fall: Bob Benton, Mayor of Fort Pierce, to give an update on Causeway Park and
Jetty Park.
Other suggestions included Lloyd Bell, the Dock Master at the Pelican Yacht Club and
Harbor Branch regarding dolphins in the Port area.
Jerry Kuklinski discussed “Sisters Under Sail” which is a non-profit organization that offers
sailing experience for young girls. The owners have requested a donation of space on the
Summerlin dock and a waiver of any dock fees. Howard Conklin asked Katherine
Mackenzie-Smith to update the committee on this issue at the next meeting.
ADJOURNMENT:
At 3:41 p.m. the meeting was adjourned. The next meeting will be held Thursday, June 11,
2008 at 3:00 pm in Conference Room 3, on the third floor of the Administration Building.
