The meeting of the Property & Homeowners Association was held Wednesday,
May 14, 2008, in Conference Room 3 of the St. Lucie County Administration
Building, 2300 Virginia Avenue, Fort Pierce, Florida.

ITEM 1 – CALL TO ORDER :
The meeting was called to order at 10:00 A.M. Commissioner Craft led the
Association in the Pledge of Allegiance. The Homeowners’ Representatives and
the public in attendance gave self-introductions.
ITEM 2 – APPROVAL OF MINUTES :
The minutes from the April 9, 2008 meeting were unanimously approved with an
amended upcoming meeting date of May 14, 2008.
ITEM 3 – ST. LUCIE COUNTY SHERIFF’S REPORT :
Deputy Gonsalves – During March there was a 26% increase in crime and in April
there was an 18% increase. There has been a problem with the theft of copper
piping. The copper is being taken to local scrap yards for cash. A manager at a
local scrap yard in St. Lucie County was accepting stolen vases from the
cemeteries and was recently arrested.
Keep an eye on your neighbor’s homes if they are out of town. If you are
planning on going away for more than a week and would like someone to patrol,
please call the Sheriff’s Department at (772) 871-5303.
Sonny Jamieson asked about people stealing fuel from parked vehicles. Deputy
Gonsalves said there have been some fuel thefts but not as many as other
counties have experienced. St. Lucie County is seeing more “drive-off’s” of semi
trucks at places such as Flying J and Pilot.
Bill Hammer reminded everyone that Economic Stimulus checks in mailboxes are
a target for thieves as well. Mr. Hammer stated discarded bottles on the sides of
the road are like magnifying glasses, once the sun hits the bottles at the right
angle it could potentially start a fire. Mr. Hammer believes security and safety
needs to be a top priority in the budget.
Walter Fauth reminded everyone to beware of foreclosure groups roaming
neighborhoods; they may not all be legit.

ITEM 4 – FLORIDA DEPARTMENT OF TRANSPORTATION :
ChloAnn Lawrence is the FDOT Construction Project Manager for US Highway 1,
(the widening and complete reconstruction of US Highway 1 from Rio Mar Drive
to Midway Road.) ChloAnn Lawrence is also overseeing two projects on
Okeechobee Road, State Road 70, out west of the Turnpike. Ken Jackson is the
designer from Kimley-Horn and Associates. Bill Kyzer is the Project Administrator
and Randy Scott is the Senior Engineer from Boyle Engineering Corp., which is
the consulting engineering firm that is overseeing the construction.
US Highway 1 was a five-lane roadway; construction began May 2, 2006. When
the project is complete, US Highway 1 will be a six-lane roadway, three lanes
northbound, three lanes southbound with directional turn lanes, concrete
medians that will be landscaped, lighting by FP&L on both sides of the roadway,
newly replaced traffic signals and two new signalized intersections at Vista St.
Lucie and Ulrich Road.
The original plan was for the project to last approximately 2½ years. Currently
they are in phase two of construction, working on the west side of the roadway.
The east side is pretty much complete, other than the permanent traffic signals,
driveways and the last layer of asphalt.
Currently, the contractor has been paid $19 million out of $26 million. The
original contract had two bonuses to encourage the contractor to accelerate the
work. The first bonus was for $200,000 to finish phase one, the east side of the
roadway by August 2007. He did not meet that deadline. The second bonus
was for $665,000 for early completion of the entire project, 115 days earlier,
which would be June 2008. The contractor will not make this deadline either.
Due to the number of complaints received, FDOT negotiated with the contractor
a third bonus of $500,000 for completion of phase two by August 5, 2008. The
contractor is on schedule to make this deadline. Completion of phase two is
three lanes of traffic in each direction. The contractor will then move into phase
three which is working on the median, the irrigation, the landscaping, concrete
traffic separators and three offsite ponds.
Charlie Brown asked how far west the improvements would go on Kitterman
from US Highway 1. Bill Kyzer said the improvements would be slightly west of
the Hess gas station driveway, approximately 100’-200’ to the west. They will
begin working on the west side of Kitterman beginning June 4, 2008.

John Ferrick asked about the placement of bus stops. Ken Jackson stated the
stops were set up in conjunction with the St. Lucie County Transit and were put
at locations that are suppose to be transfer points. They were not designed for
park and ride purposes.
Bill Hammer asked what the timeframe would be to turn the I-95 exit at St. Lucie
West Boulevard into six lanes. Randy Scott stated he thought the permit project
to make improvements to that interchange was being funded by private
developers and is being engineered by the City of Port Saint Lucie. There are
currently three resurfacing projects for I-95 between 2009-2014.
Kit Linberger stated that it’s difficult to see over the barrels on US Highway 1 to
see the oncoming traffic. ChloAnn Lawrence said they would look into it and see
if there was something else that could be done.
Kathleen Ivins asked about possibly removing the “No Turn on Red” sign posted
on Prima Vista at US Highway 1. Mike Powley stated the County maintains it and
will look into it.
Commissioner Craft asked if the contractor was on schedule for the completion
of construction on US Highway 1. ChloAnn Lawrence said they are on schedule
to complete within the original contract time. Commissioner Craft asked why a
contractor is being paid a bonus to finish on time. Randy Scott said the bonus
for August 5, 2008 is to complete a certain phase by a date they thought was
fairly aggressive. The bonuses are being done by phases. Phase three has been
moved up by approximately three months. Completion date for the entire
project is approximately February 20, 2009.
Charlie Brown asked when the first layer of asphalt would be put down at US
Highway 1 and Midway Road. Bill Kyzer stated approximately a couple of weeks.
Kathleen Ivins discussed landscaping and xeriscaping of medians. ChloAnn
Lawrence stated FDOT installs the landscaping and maintains it for
approximately one year and then turns it over to a maintaining agency like the
City or the County.
Commissioner Craft asked if FDOT dealt with VMS, which is a contractor hired by
FDOT to maintain the roadways in St. Lucie County because he felt as though
they are not doing their job. They should be watched more closely.

Kit Linberger asked if something could be done about Ulrich Road being a dirt
road. Mike Powley stated Ulrich Road is County-owned and maintained
meanwhile it has very poor drainage. Commissioner Craft said he would speak
with the Road and Bridge Department about possibly putting chip seal down.
Bill Hammer asked if and when Glades Cut-off Road would be improved. Mike
Powley said Road and Bridge has plans to resurface all of Glades Cut Off Road
down to Rangeline Road. The millings shoulder that is currently there will be
asphalt and then there will be two standard 12’ lanes.
ITEM 5 – OLD BUSINESS :
Commissioner Craft stated shredded paper could be recycled. Shredded paper
has to be placed in a brown paper bag and will be picked up when they regularly
pick up your recycle. You cannot put the shredded paper in a plastic bag. They
will not take it.
Commissioner Craft said the two men riding around looking at signs are certified
with the State of Florida and they make and install the signs.
Commissioner Craft also said the auction the County held made approximately
$375,000. Since the County will be holding onto their vehicles longer because of
the hard times the economy is currently facing, the next auction is not scheduled
until 2012. The Sheriff’s Department confiscated a couple of the vehicles
auctioned off; the money made by those vehicles went back to the Sheriff’s
Department.
ITEM 6 – NEW BUSINESS :
Bill Hammer would like to have someone from Comcast speak at one of the
upcoming meetings regarding “Wimax” and the reliability of their cable service in
the event of a hurricane.
John Ferrick brought up the 10-year water plan, lost water and conserving water.
Commissioner Craft said he would look into it and what the County is doing to
address those problems. Bob Bangert asked if the County was doing anything to
increase the amount of recyclable water available. Commissioner Craft stated
the County has their five-year notice in with FPUA to build their own wastewater
reclamation facility, possibly two new facilities. It would be approximately five
years before they’re done.

Kit Linberger asked if the Special Needs Shelter would be complete in time for
the 2008 hurricane season and what was the status of the Geoplasma Facility.
Commissioner Craft said the Special Needs Shelter would be open in September.
Geoplasma signed a letter of intent with FPUA for them to build, own or operate
the power plant side. The County still has to finalize the ground lease and
should be done by the end of the summer.
Mark Boston asked where people could get the prescription drug cards. Beth
Ryder, the Community Services Director, has them available.

There were two new business items that I suggested.
1. Since HOAs and Condo Associations are experiencing
an unusually high number of delinquencies with timely
payment of association dues I requested that we bring
in someone to speak to the problem. Information on
available remedies and fiduciary responsibilities on the
part of the association would be the primary topics. My
suggestion was to try to get Jim McCann since he was
very helpful when he addressed the group in the past.
2. The economic development plans for the county and
concerns regarding access to information in the event
of emergencies, especially when FPL is unable to
provide power to portions of the County prompted my
request to bring in representatives from Comcast to
present and hear the concerns of the group regarding
these topics. An initiative which involves Sprint Nextel
Corp., Clearwire Corp., Microchip maker Intel Corp.,
Internet search giant Google Inc., and cable providers
Comcast Corp., Time Warner Cable Inc. and Bright
House Networks was announced last week. The
venture, with plans to reach 140 million people by the
end of 2010, is one of the biggest to chase the

technology industry's goal of bringing high-speed Internet
connections to people wherever they are. It also aims
to connect a range of devices, including laptop
computers, cameras and media players. If Saint Lucie
County could be one of the first areas in the country to
have access to the WiMax technology, which offers
greater range than Wi-Fi and speeds akin to cable
modems, it would compliment anticipated economic
development and provide a communications safety net
during times of emergencies. Offering Comcast the
opportunity to capture a fast growing emerging cutting
edge county like Saint Lucie as an early laboratory to
show case the WiMax technology should enable the
County to secure a free or low cost subscription rate.
Such an arrangement would also identify Saint Lucie
County as a life long learning community with
capabilities to upgrade the workforce skill set in
response to the needs of emerging industries.

Dear US 1 Business Owners,
The following is an update on the progress that has taken place as of May 29th, 2008. We continue to
push this project ahead of schedule and Hubbard Construction has indicated they fully intend to
complete Phase II by the bonus date of August 5, 2008. Their schedule currently shows finishing Phase
II ahead of the bonus date. Phase II consists of the construction activities necessary to complete the
west side of the roadway. Once Phase II is complete, traffic will divided in the final configuration, and
the contractor will focus on the center median work. The median work consists mainly of pavement
removal, median construction, irrigation, and landscaping.
What we have accomplished to date...
· Completed Phase II north bound traffic switch on 1/8/08 and south bound
traffic switch on 1/20/08.
· Paved from the Roger Dean Dealership to Kitterman Rd., with the exceptions
of the area adjacent Wallace Group and the 8t Lucie Golf Range. Weare
resolving a utility conflict in the area adjacent to the Wallace Group. It should
be resolved by June 6th.
· Completed placing all three layer of coquina base material (white rock material
that is placed directly under the pavement) for Phase II roadway construction.
The rock was placed in 3 layers. The contractor is still performing the final
grading on the 3rd lift of rock.
· Traffic was switched on Midway Road from the north side of the roadway to
the south side of the roadway. We completed the removal of the old roadway
and the reconstruction of the north side of Midway. We are currently
scheduled to pave the remainder of Midway Rd. on June 9th.
· Constructed the majority of the curb and gutter for Phase II of the project.

· Constructed sidewalk from the North end of the project to south of Lake Vista
Trail (St. Lucie Oaks), approximately 2.5 miles of the 3 mile project.
· Completed gravity wall adjacent to the St. Lucie Golf Range. Now placing
curb, sidewalk, and the remaining rock in this area.
· Placing concrete sheet pile with a crane, for drainage control structure 8-3000.
Structure S-3000 is located in the canal on the north side of the St. Lucie Oaks
property. It's purpose is to control the amount of water released into the
adjacent canals.
What to expect throughout May and into June.....
· Remove and reconstruct Kitterman Rd on the west side of US 1. 1bis
construction will require a full closure of Kitterman Rd. between Oleander
Ave. and US 1. The County has approved a full closure for a 2 week duration.
The closure will begin June 5th and we will reopen Kitterman on June 19th.
Traffic heading west on Kitterman will be detoured along US 1 to Midway Rd.
· Paving will take place on the project between June 9th and June 18th. The
majority of the paving will be complete on the west side of the roadway after
June 18th. The contractor will pave one additional time prior to opening the
west side ofU8 1.
· Continue grading base material for Phase II.
· Continue to construct curb and gutter and sidewalks.
· Continue to excavate pond 23 West.
