Corrections were 17 made on page 2 line5, page 2 line 40 and page 3 line 16 to reflect the correct 18 spelling of Mr. McAfoos’s last name. 19 20 Ms. Lueke asked that page 2 line 1 be corrected to read, Approval of Minutes 21 of the March 17, 2008 regular meeting. 22 Mr. McAfoos motioned to approve the minutes with the 23 corrections listed above. 24 25 Mr. Harrington seconded. 26 27 Motion carried unanimously. 28 29 30 Mr. Culverhouse asked if there was any objection to hear Item 3. A. first. 31 There was none. 32 33 3.Public Hearing 34 35 A. Request for Historical Designation- HD 120081384 36 Florida Master Site File No. Sl00235 37 Parcel I. D. No. 2436-702-0002-000-4 38 1.4955 South Indian River Drive – William Robinson House 39 40 41 42 Mr. Jones spoke to the commission in detail regarding Procedures for 43 Historical Designation set forth in St. Lucie County Code of Ordinances, 44 Chapter 1-10.2 Historic Preservation Section 1-10.2.8. 45 2 of 7 1 Mr. Jones feels as Historical Preservation Officer the 2-story residence is a 2 very well designed, elegantly crafted example of Folk Style Victorian 3 Architecture, in considerably great “design” shape and appears to be in its 4 original form and has retained much of the original well-crafted materials. He 5 spoke about the interior of the residence, which he was only able to look 6 inside through the broken front door glass, and from observation, feels the 7 interior woodwork is remarkable, however, neglected. 8 9 Mr. Jones gave a Power Point Presentation of the property. He described in 10 detail the historic architectural details of the property. 11 12 Ms. Rights emphasized the quality of the “Old Timber" that was used in the 13 construction of this home. She also told the commission this “Old Timber” is 14 no longer available. 15 16 For the record, Mr. Jones stated that the owners were notified of this Public 17 Hearing. He received a letter from their attorney, Charles J. Malki, dated May 18 9, 2008, and he has responded to the attorney on May 14, 2008. All 19 correspondence is included in the May 19, 2008, agenda package. 20 Mr. Culverhouse opened the public hearing. 21 22 23 Mr. Culverhouse stated that because this meeting had been publicly noticed, 24 and notice had been given to the land owner and to the attorney, he said if 25 there was no objection that he would request that the testimony given by the 26 Historic Preservation Officer, Mr. Jones and by Lucille Rieley Rights, Special 27 Advisor, be included in the public hearing as well so that it strengthens the 28 basis upon which the Commission was making its recommendation. Mr. 29 Culverhouse also recommended statements from Ms. Rights, Special Advisor, 30 be restated as having been speaking in favor of a recommendation of this 31 structure as an exceptional Historical Resource to the Board of County 32 Commissioners. 33 34 Mr. Culverhouse put into evidence, for the record, Mr. Jones Historical 35 Designation report, the May 9, 2008 letter Mr. Jones received from Charles J. 36 Malki, Esquire, the Wika’s attorney, the letter of response dated May 14, 2008 37 to Charles J. Malli, Esquire from Mr. Jones, proof of notice to owners and the 38 letter from the African-American Historical Society dated February 26, 2997 39 requesting that the home on 4955 Indian River Drive, Fort Pierce, Florida be 40 designated as historical. 41 No one from the public spoke and the public hearing was closed. 42 43 Mr. McAfoos motioned based upon Section 1-10.2-7 of the St. 44 Lucie County Code of Complied Laws and the Historical 45 Designation Recommendation Report of March 17, 2008 for the 46 3 of 7 property located at 4955 South Indian River Drive, Fort Pierce, 1 Florida, I hereby move that The Historical Commission 2 recommend the St. Lucie County Board of County Commission 3 approve the proposed designation and that the property be 4 considered an exceptional historic resource. 5 6 Mr. Harrington seconded. 7 8 Motion carried unanimously. 9 10 11 2. New Business 12 13 A. 4. Reschedule Historical Commission Meetings 14 15 16 The commission discussed their options and agreed to meet on the fourth 17 Tuesday of every month at 5:30p.m. 18 Mr. McAfoos motioned that the St. Lucie Historical Commission 19 meet on the fourth Tuesday of every month at 5:30p.m at 2300 20 Virginia Avenue, Administration Building, Conference Room 21 Number 3, Fort Pierce, Florida 34982. 22 23 Mr. Minch seconded. 24 25 Motion carried unanimously. 26 27 A. Applications for Changes to Historical Structures 28 st 1. HC - 520081479- 1108 West 1 Street 29 Application to Re-roof 30 31 32 Mr. Jones briefed the commission on the application to re-roof. 33 34 The commission discussed the matter and concluded the property needed to be 35 re-roofed. 36 Mr. Moore motioned that the Historical Commission recommend 37 to the Director of Growth Management to approve the request to 38 st re-roof application HC- 520081479, located at 1108 West 1 Street, 39 Fort Pierce, Florida. 40 41 Mr. McAfoos seconded. 42 43 Motion carried unanimously. 44 45 4 of 7 A.2. HC- 520081480-7652 Okeechobee Road 1 Application to Demolish 2 3 4 Mr. Jones briefed the commission on the application to demolish. 5 6 The commission briefly discussed the application and concluded that the 7 applicant did not meet the requirements of the application, indicating the need 8 for a required title search has not been met. 9 Mr. Minch motioned that this application be tabled to the June 24, 10 2008 meeting in order for the applicant to submit the required title 11 search. 12 13 Mr. Dillion seconded. 14 15 Motion carried unanimously. 16 17 Mr. Harrington motioned that the commission will not hear any 18 application that is incomplete. 19 20 Mr. Dillion seconded. 21 22 . Motion carried unanimously 23 24 A. 3.Review Section 1-16-42. of the St. Lucie County Code 25 of Ordinances 26 27 28 The commission discussed this matter. It was determined that each 29 commission member receive a copy of the above stated section of the 30 ordinance. 31 A.5. D’Albora Groves Archaeological Site 32 33 34 Mr. Culverhouse discussed with the commission his request at the Planning 35 and Zoning Commission Meeting on May 16, 2008, to have more information 36 regarding this site. 37 38 Ms. Lueke noted that this site is being placed under a conservation easement 39 for the protection of the ecological and archaeological characteristics of the 40 site. 41 42 Ms. Rights advised the commission that in the event of unexpected discovery 43 of archaeological or historic material during the construction phase of the 44 project, work activities in the immediate vicinity of the find area are to be 45 suspended pending notification of the Florida Division of Historical 46 Resources in Tallahassee and the office of the Growth Management Director. 5 of 7 1 2 The commission discussed the artifacts that were found there. 3 Mr. Harrington motioned that the St. Lucie County Historical 4 Commission recommend to the Board of County Commissioners, 5 as a condition of the Conditional Use Permit for the mine at 6 D’Albora Groves, that any artifacts that have been found to date 7 and the report be donated to the St. Lucie Historical Museum, and 8 if during the mining operation they uncover anything new of 9 archeological significance, they must notify the Director of 10 Growth Management and the St. Lucie County Historical 11 Preservation Officer. 12 13 Mr. Minch seconded. 14 15 Motion carried unanimously. 16 17 A. 4. Member Matters 18 19 20 Mr. Jones, who also teaches Architectural Design and Theory at Indian River 21 College, asked his students to introduce themselves. He told the commission 22 his students are interested in restoring the William Robinson House. 23 24 Mr. Moore hoped the Board of County Commissioners would hear about this 25 story. 26 27 The commission also discussed the change to the wording on the Historical 28 application. Mr. Dillion will e-mail the requested changes to Ms. Milone. 29 A. 5. Chair Matters 30 31 32 Mr. Culverhouse mentioned that the Florida Power and Light Windmill 33 Project is slated to go before the Planning and Zoning Commission sometime 34 this summer. It is his understanding that there are two Historical Sites on 35 Florida Power and Light property. He wants to know if Florida Power and 36 Light have done a historical and archeological survey on the property as to the 37 two sites, their location and relation to the proposed construction. Thus, if the 38 site will impact the construction, will the applicant come before the Historical 39 Commission before the Planning & Zoning Commission. 40 41 Mr. Jones concurred that if the above is in fact true, the project would have to 42 be heard before the Historical Commission prior to the Planning and Zoning 43 Commission hearing. 44 45 Ms. Rights, stated as President of the South East Florida Archeological 46 Society, it was imperative that the commission ask that surveys be done (if not 6 of 7 1 already). She was emphatic that after the 2004 hurricanes, it was found that 2 from Martin County up to our county borders, continual occupation of 3 prehistoric Indians along the ocean shores have been found, and chances are 4 there would be historic Indian remains there. If Indian bones are found there, 5 Florida Power and Light must stop whatever they are doing, until a 6 determination is made by the States Bureau of Archeological Resources as to 7 disposal of the bones. She told the commission that this is a very important 8 issue and the St. Lucie County Historical Commission is the organization that 9 could help manage this process. 10 There being no further business, the meeting was adjourned at 7:00 p.m. 11 12 13 14 7 of 7
