CITIZENS’ ADVISORY TASK FORCE MEETING
Minutes of June 5, 2008 Meeting

The meeting was called to order at 2:39 p.m. with the Members present as noted.
Minutes of April 3, 2008 It was the consensus of those present that the minutes of April 3, 2008
were acceptable.
Ms. Phillips thanked those members present for being there and explained the situation that had
recently occurred with one of the contractors, Alton Silver III Homes. Due to this situation, it is
necessary to re-bid several of the projects that had previously been awarded to this firm.
Ms. Phillips also advised that there were two companies who responded to the bid opportunity
that were determined to be non-responsive. One firm was submitting a modular home, which
was not allowed by the specifications of the bid. The other firm had not done any actual new
construction, only minor rehab like adding screen rooms, adding a carport, etc.
The CATF members expressed concern over the situation and inquired as to whether staff was
comfortable going with the next low bidder, EO Koch. Staff advised that EO Koch was already
doing work under the CDBG program and that staff was comfortable with the work being
undertaken.
Review of IFB #18-23-Rebid – Disaster Grant – Ms. Phillips provided a copy of the bid
tabulation that occurred earlier today for the members to consider.
Each of the projects considered and apparent low bids are listed below:
IFB #18 - Rebid – Juanita Chavis, 4703 Avenue Q, Fort Pierce - $77,850.00
IFB #19 - Rebid – Caleb Irving, 4705 Barcelona Ave., Fort Pierce - $79,375.00
IFB #20 – Rebid - Judith Suit, 6102 Bamboo Dr., Fort Pierce - $83,622.00
IFB #21 – Rebid - Clyde Mitchell,4808 Barcelona Ave., Fort Pierce - $80,700.00
In each project, EO Koch was the apparent low bidder.
Motion by Ms. Olen, seconded by Ms. Loman, to accept the low bids as previously noted for IFB
#18-#23 – Rebids. Motion carried unanimously.
Mr. Drummond reminded staff that they should review the performance and work quality of each
project under construction by EO Koch to ensure that it complies with County standards. Ms.
Phillips assured the CATF that inspections are being completed by her field inspector as well as
the County Building Department.
