HomeMy WebLinkAboutMinutes 08-28-2008 PUBLIC SAFETY COORDINATING COUNCIL Minutes of Meeting August 28, 2008 Convened: 3:35 p.m. Adjourned: 4:15 p.m. CALL TO ORDER Commissioner Craft called the meeting to order at 3:35 p.m. in Conference Room # 3, 2300 Virginia Avenue, Fort Pierce, Florida. ROLL CALL Roll call was taken. Members Present: Commissioner Chris Craft th Judge Philip J. Public Safety Coordinating Council August 28, 2008 Page 2 UPDATE by CRIMINAL JUSTICE COORDINATOR-MARK GODWIN: Major Tighe - handed out graphs “Average Monthly Inmate Population” and “Credit Card Transaction”. Said crime rate isn’t up but the population is coming. Mark Godwin - update on Pretrial Program. 43 on GPS and 50 on STD. Made proposal to Chief Judge Roby on VOP Program. Detention Center – the number of kids being admitted into the program is up by 3% from the previous year. Went over the handout charts from Broderick. Asked Don Monroe about Regional Facilities. Don Monroe – Regional Facilities the States bear the burden of that as far as financially. The Secretary is proposing to set up work camps for minimal risk offenders to be placed in the local area within these regions in order to be able to re-entry these offenders back into the community easily. This will start in the west coast first. Those sentenced under 18 months, low risk offenders, not including youthful offenders and not including sex offenders. The state will pick up the tab for that. Major Tighe – when Secretary talked in Tampa, he talked about changing existing statue from 364 days in a county jail to 18 months in a county jail. Now we’re hearing it’s not going to be the county jail it’s going to be a regional work camp. Are we changing statue or are we not changing statue. Don Monroe – it is changing statue to be allowed to be able to stay at those local facilities. Commissioner Craft – we’ll have to watch that the cost does not fall back on the County Government. Mark Godwin – update on Drug Lab. July’s startup ran 615 test. Drug Lab is now opened 2 Sunday’s a month from 8:00 am to 10:00 am. Suzanne Caudell – would like to have the misdemeanor and felony average violation and probation population separate on chart. JUDICIAL UPDATE: Corrie Johnson – Legislature Leadership has agreed to not require the court at this time to cut approximately 240 positions. Judge Yacucci – thanked Major Tighe and his staff. Because of the storm, First Appearance was done at the jail and Major Tighe and his staff were great as always. NEW BUSINESS: Mark Godwin – Chief Judge Roby asked for Mark’s help from 9/22 to 10/31. He is bringing in 3 additional judges. That will be 6 judges doing circuit criminal and 3 judges doing county criminal. Public Safety Coordinating Council July 24, 2008 Page 3 Chief Judge Roby asked to relocate the circuit civil court over at the county chambers. Mark is rd meeting with Chief Judge Roby on September 3 to see what kind of plan can be crafted out in conjunction with approval from the Board of County Commissioners.
