HomeMy WebLinkAboutMinutes 07-24-2008 COURT FACILITIES SPACE NEEDS COMMITTEE Minutes of Meeting July 24, 2008 Convened: Adjourned: 2 2:03 p.m.:38 p.m. CALL TO ORDER Commissioner Craft called the meeting to order at 2:03 p.m. in Conference Room # 3, 2300 Virginia Avenue, Fort Pierce, Florida. ROLL CALL Roll call was taken. Members Present: Commissioner Chris Craft Bruce Colton, State Attorney Edwin Fry, Clerk of the Courts Roger Shinn, SLC Central Services Director Major Reuther for Sheriff Ken Mascara Mayor Bob Benton, Fort Pierce Members Absent: Tom Genung, Court Administrator Mark Godwin, SLC Criminal Justice Coordinator Diamond Litty, Public Defender Councilwoman Michelle Berger, Port St. Lucie Chief Judge Roby Others Present: Lieutenant Douglas Hardie, SLC Sheriff’s Office Sergeant Troy Church, SLC Sheriff’s Office Lisa Savage, SLC Pretrial Department Jim Reeder, Palm Beach Post APPROVAL OF THE MINUTES: The minutes from the May 29, 2008 meeting were unanimously approved. OLD BUSINESS: Ed Fry asked if the National Center for Court Management out of Williamsburg, VA been brought to the County. Lisa Savage said it is on the back burner for now. Court Facilities Space Needs Committee July 24, 2008 Page 2 Lt. Hardie said Sgt. Church and himself sat with Broderick and talked about their issues on that program. Ed Fry asked about the timeline on downtown restoration of the clerks building. st Roger Shinn reporting it is still on schedule. Completion of Phase I (basement & 1 floor) should be January. Give 30 days to relocate the staff. If allowed, inmates will relocate the staff. Sgt. Church will need a couple weeks notice. Commissioner Craft asked about the second entrance. It was discussed to have two magnetometers at the main entrance and come up with some type of speed pass for SA & PD. Lt. Hardie asked to be involved on the second entrance. Ed Fry said that from a public service standpoint thinks it would really help. Lt. Hardie doesn’t like the idea of making special exceptions for people. Feels everybody should go through, asked if the law library could be used since it has a back door. Roger Shinn will look at the drawings. Mayor Benton said he saw a letter from the bar association supporting the additional space and he would like it to go on record that the City Commissioners have sent two letters (I believe it was the County Commissioners supporting that in the past). I know we have some Commissioners that had concerns that you might be competing with some of the local businesses. Commissioner Craft asked with the City of Fort Pierce. Mayor Benton said yes. I’m just telling you there was some considerable discussion about this when the building opened and even before from a couple of our Commissioners who had some concerns that you were competing with certain restaurants downtown. Another concern is having the County change parking garage to meter. Sgt. Church asked Rodger if there is anymore talk about putting the other two stories on the parking garage. Roger Shinn said if we put this parking in place we plan on having lease parking and meter parking. We hope they will set up a capital account. Said about 80% of parking use relates to the courts. Commissioner Craft asked could a fee be tagged on to court fees that would help pay for the parking garage as opposed to us having to have it metered. Ed Fry said to check with Dan McIntyre first as he thinks they are currently assessing that fee.
