ROLL CALL Roll call was taken. Members Present: Mark Godwin, County Attorney’s Office Bill May, PSL Police Department Broderick Underwood, County Attorney’s Office Dennis Wetzel, SLC BOCC John Hammond, SLC Sheriff’s Office Major Pat Tighe, SLC Sheriff’s Office Phil Brodeur, State Attorney’s Office Steve Shaw, Court Administration Susan Ignelzi, Public Defender’s Office Members Absent: Ed Fry, Clerk of Court Tanya Green, Clerk of Court’s Office Others Present: Trevor Morganti, SLC Sheriff’s Office Dan O’Brien, SLC Sheriff’s Office Paul Sisilli, PSL Police Department APPROVAL OF THE MINUTES: WELCOME AND INTRODUCTIONS: UPDATE FROM EACH AGENCY REGARDING I.T. BUDGET REDUCTIONS: Mark Godwin requested a list of the I.T. budget reductions from the members to take before the board and have approval to send letter to Tallahassee. Says I.T. is the backbone to all agencies. Criminal Justice Information System August 28, 2008 Page 2 Bill May said new projects for the next year and all expanded projects were cut out 100%. Cut current level approximately 65%. Biggest issue from Sheriff and Public Defender is staffing in I.T. and equipment. Handle over 400 machines, over 125 programs and we have 5 people including the I.T. manager. We should have a minimum of 8 people. Susan Ignelzi said their situation is not as severe. Feels they are seeing some effects now but will see where they will be a year from now. Will impact the public a year from now when they come back and say we want you to cut more. Phil Brodeur said their I.T. budget has been cut by 44%. No new projects, equipment, or personnel. Presented budgets based on anticipated revenue shortfalls our budget. This year is extremely lean. It is simply operational at best. We have a network administrator, programmer for case management system and our I.T. director. The state has not given raises last year, this year and not next year. We are probably thinking 2 more years. In the letter ask the Governor not to hold back the 4%. Reduced our staff by 2 attorneys. Steve Shaw was asked to cut their current year budget by 10 more percent. In 3 months lost 7 positions. Some of the positions were filled. Have 40 computers 6 years or older in courtrooms that we were scheduled to replace but now we are not able to. John Hammond had hoped to add a position to I.T. this year but did not, instead lost a position for next year. Head count this year versus next year we’re losing 15%, operating budget 11%. It is impacting the agency. Dennis Wetzel said sixteen positions were cut. We have a hiring freeze. We cut the budget about one-half million dollars to start with and then another cut of about 20%. No purchases or repairing equipment. They are budgeting to replace equipment, not sure if it will go through. Major Tighe said if we are having this much problem with I.T. issues in upgrades and laptops, everything that we are downloading eventually to the State Attorney’s Office and Clerk of Courts is going to start to falter which effects the Courts. Mark Godwin said he will draft the letter and send a letter to everybody for signatures and would like them to take it before the Board to get their endorsement. Major Tighe suggests putting together a flow chart on how paperwork flows through the Criminal Justice System and eventually to the Judges and how as the system breaks down because of budgetary problems and lack of new projects that we were going to put in place to create efficiency. Mark Godwin would like to get on the Agenda for the TC3 meeting in September at the PSL Community Center to look at the technology side. Susan Ignelzi said $224,000,000 of our money is being paid to Warren Buffet and his company the right to secure 4 billion dollars if we have a hurricane. Criminal Justice Information System August 28, 2008 Page 3 Major Tighe said if a hurricane does hit the state of Florida, every homeowner in the state of Florida will be assessed anywhere from $5,000 to $10,000 to pay the insurance. OLD BUSINESS: Meetings will be held the last Thursday, of every other month at 2:00 p.m., Administration Building, 2300 Virginia Ave., Conference Room #3.
