Minutes of Meeting on-site of the tour of the Douglas M. Anderson EOC Center
May 13, 2009
Convened: 10:05 A.M. Adjourned: 11:40 A.M.
The meeting of the Property & Homeowners Association was held Wednesday, May 13,
2009 on-site for a tour of the new Douglas M. Anderson Emergency Operations Center
(EOC) at 15305 W. Midway Road in Ft. Pierce, Florida.

ITEM 1-CALL TO ORDER:
The meeting was called to order at 10:05 A.M. Commissioner Coward led the
Association in the Pledge of Allegiance. The Homeowners' Representatives and visitors in
attendance gave self-introductions.
ITEM 2 -APPROVAL OF MINUTES:
Commissioner Coward asked for a motion for approval of the April 8, 2009 minutes.
A motion was made and seconded to approve the minutes of the April 8, 2009 meeting.
The motion and second carried unanimously by voice vote.
ITEM 3 -OPENING COMMENTS -OVERVIEW OF THE NEW EOC:
Commissioner Coward welcomed everyone and thanked them for joining our meeting
today for the tour of this fabulous facility. He then introduced Ms. Faye Outlaw, County
Administrator, Sheriff Ken Mascara, Fire Chief Ron Parrish, Chief Garry Wilson, St. Lucie
Co. Sheriff's office, Jack Southard, Public Safety Director, and Charline Burgess, his
Executive Aide.
Ms. Outlaw stated that she had to give credit to former County Administrator, Douglas
Anderson for this great facility. She said that he could save the tax payers money by
going out and finding money when no one else could so, rightfully so, this facility should
bear his name.

Ms. Outlaw had copies of a financial breakdown of the Emergency Operation Center's
(EOC) funding sources that were passed around for the group to see. (Please double-

Ms. Outlaw thanked Commissioner Coward and the committee members for inviting her
to speak today. She asked if there were any questions before the tour begins.
There were no questions for Ms. Outlaw at this time.
Commissioner Coward introduced Ron Parrish, St. Lucie County Fire Chief.
Chief Parrish thanked Commissioner Coward and the committee members for inviting
him here today. He said that with this new facility we can all come together and identify
units in the county for any major disaster. He said there will be dispatchers and
command officers here 24/7. He said that building this facility is one of the greatest
things that the county has ever done. He mentioned the camera's in the building and
the receiver that is on the response vehicles whereby any incident can be seen.
There was a question from the audience about the Nuclear Power Plant on Hutchinson
Island.
Chief Parrish said that this facility can respond to an incident within 10 minutes.
Discussion ensued.
Commissioner Coward introduced Ken Mascara, St. Lucie County Sheriff.
Sheriff Mascara thanked Commissioner Coward for inviting him here today. He said that
some of the major issues they had in the old EOC during hurricanes, Frances, Jeanne
and Wilma was the space. When they had to bunker down, there was not much room
to sleep (when they could sleep) They had to take turns with the beds. As you will see
on the tour, there is now ample space for everyone. He said there was a lack of food,
and now in this facility there is a large kitchen. He said the media will now have their
own space, because one of the problems they had was getting the updates out to the
very concerned and worried public.
Commissioner Coward introduced Jack Southard, Public Safety Director.
Mr. Southard thanked Commissioner Coward and the committee for taking time to visit
the new facility. He gave a brief update on the difference between the current EOC
center and the new EOC facility. The current facility serves as the EOC; emergency
management; radiological center and 911 central dispatch. The building consists of

7500 square feet, it was built in 1983 and stafF moved in in 1985. It was built "bunker
style" by FEMA guidelines. It will comfortably accommodate 45 people, but we can
cram in 75 if we have to. The new facility consists of 27,285 square feet and can
accommodate 120 people. He stated that there is 20,000 more square feet available if
we need to add on at a later date. The building is built to withstand 200 MPH winds and
to last for 50 years. He said that it is important to note the county tried to use all local
vendors for the facility. As an example the bunks in the rooms were built by students at
Westwood High School.
Commissioner Coward stated that he would like to get the tour started, and that there
would be a question and answer period afterwards.
ITME 4: TOUR OF THE FACILITY -10:40 a.m. -The members and guests were
slit into two 4roups and taken to tour the building by Public Safety staff
11:15 a.m. -The groups returned to the conference room
Commissioner Coward reconvened the meeting. He said he hoped everyone enjoyed
the tour. He thanked Tom Daly and Tiffany Bennett for helping to guide the tours.
There was a round of applause from the audience.
Commissioner Coward asked Mr. Southard to speak a little bit about the new
technology.
. Mr. Southard explained the new technology with the camera's, the Microwave System
for the 800 MHz radio system. He stated that the system will be ready for testing in
about two weeks. He also said that the St. Lucie County Information Technology
Department will be moving into the old EOC center when it is vacated. He said that
once that building is "taken down" and transferred to the new facility, the timing has to
be precise! Nothing can go wrong! Everything has to function normally with no
interruptions in service.
Mr. Cook asked whether or not the facility would be a special needs shelter.
Mr. Southard said no, this is strictly a Command Center, the Havert L. Fenn Center is the
special needs shelter along with others elsewhere.
Commissioner Coward praised staff and said how proud he was of their
accomplishments! He said when he was elected in 1998 there was 3.8 million dollars in
the county's reserves, today we have 17.5 million and look at what we have. We are in
better shape than before the three major hurricanes! He asked Mr. Southard to talk a
little bit about the Green Design Aspects of the facility.

Mr. Southard spoke of some of the Green Designs, and then provided a list from Johnnie
Lohrum with the Schenkelshultr design team listing the Green Design aspects included
in the EOC project:

Commissioner Coward introduced Amy Brunjes, External Affairs/Treasure Coast Florida
Power & Light Company.
Ms. Brunjes said that FP&L will be here during a storm. She commented on the tour
and what a great facility this is. She said that FP&L works with and helps fund the EOC.
She said they have a formula that they use for the power at the EOC in order to save
the county money. She mentioned the operational dollars to help with power, water
and phone lines. Discussion ensued.
Ms. Brunjes thanked Commissioner Coward and staff for inviting her today and she said
that she looks forward to working with the county on other projects.
Commissioner Coward thanked staff for facilitating the meeting/tour and all of the guest
speakers. He reminded everyone that the ribbon cutting on this facility would be June
12, 2009 beginning at 10 a.m.
He said that our next Homeowners meeting would be June 10, 2009 beginning at 10
a.m. at the County building in Conference room 3. We plan to have law enforcement
agencies in to speak about gangs, drugs and the economic situation.
Commissioner Coward thanked the members and the public for coming out for the tour.
There being no further business, the meeting was adjourned at 11:40 a.m.
