Ordinance No. 09-025: Requirement for Permit; Exemptions An ordinance amending the St. Lucie County Land Development Code to revise Section 11.05.11 (A)(2) “Requirement for permit; Exemptions”; providing for conflicting provisions; providing for applicability; providing for severability; providing for filing with the Department of State; providing for codification and providing an effective date. Exhibit 1: Staff Report Action Recommended: Forward recommendation of approval to the Board of County Commissioners. B. Village Shoppes at Sheraton: PNRD 620081488 Petition of T.E.A. Properties Company for a Change in Zoning from the CN (Commercial, Neighborhood) Zoning District to the PNRD (Planned Non – Residential Development) Zoning District and Preliminary Planned Non – Residential Development Site Plan approval for the project to be known as The Village Shoppes at Sheraton PNRD. Exhibit 2: Staff Report Action Recommended: Forward recommendation of approval to the Board of County Commissioners. C. SL2623 Coastal Telecommunication Tower: CU 720081507 Petition of P.J. Development, Inc. for a Conditional Use Permit site plan for the project to be known as SL2623 Coastal Telecommunication Tower to allow for the construction and operation of a 130-foot monopole telecommunication tower and wireless communication equipment compound in the AG – 1 (Agricultural – 1 du/ac) Zoning District. Exhibit 3: Staff Report Action Recommended: Forward recommendation of approval to the Board of County Commissioners. D. Ordinance No. 09-022: Revised Impact Fees for Road, Public Buildings, and Parks & Recreation. “Technical Memorandum on the Methods Used to Calculate Consumption Based Road, Public Buildings, and Parks & Recreation Impact Fees”, dated June 11, 2009 and revised Technical Memorandum, dated July 17, 2009. Exhibit 4: Staff report, proposed Ordinance, Technical Memorandums Action Recommended: The Planning & Zoning Commission review and discuss the referenced alternatives and make a final recommendation to the Board of County Commissioners on adoption of the updated impact fee methodology. IV. OTHER BUSINESS A. To discuss motion of Ordinance No. 09-019 (date certain incorrect). B. September 17, 2009 P & Z Meeting changed to September 24, 2009 due to Budget Hearing. C. Growth Management Director Comments. D. Other business at the discretion of the Planning and Zoning Board Members. V. ADJOURN NOTICE: All proceedings before the Planning and Zoning Commission / Local Planning Agency of St. Lucie County, Florida, are electronically recorded. If a person decides to appeal any recommendation made by the Planning and Zoning Commission / Local Planning Agency with respect to any matter considered at such meeting or hearing, he will need a record of the proceedings. For such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, by hiring their own court reporter at their own expense, to create a record that includes the testimony and evidence upon which the appeal is based. Upon the request of any party to the proceedings, individuals testifying during a hearing will be sworn in. Any party to the proceeding will be granted an opportunity to cross-examine any individual testifying during a hearing upon request.
