SUBJECT: Audubon Donation and Oxbow Classroom
Background:
In 2004, Ms. Evelyn M. Murphy bequeathed $100,000 to St. Lucie Audubon Society
(Audubon) to either purchase endangered lands or provide a club meeting place. In August
2005, Audubon entered into a Donation Agreement with St. Lucie County to donate
$100,000 toward the construction of a classroom facility at the Oxbow Eco-Center. The
new facility would be used by Audubon as a meeting place (without charge) and by the
County as a classroom for holding educational programs.
In January 2007, St. Lucie County entered into contract for the design of the classroom,
and identified general revenue funds to be used toward construction. However, at the
March 2008 BOCC Strategic Planning Session, the recommendation was made and
approved to cancel this construction project due to the projected budget shortfall.
Update
Recently, Audubon has expressed a desire to move forward with this project. Staff has
confirmed with the County Attorney that both Parks MSTU and Parks impact fees may be
used for construction of the classroom. In addition, Grants has confirmed that ARRA funds
may be available for this project if it was constructed to showcase green technologies and
the partnership with Audubon is highlighted.
As a result, the Environmental Resources Department (ERD) staff will be working with
Central Services to revise the design of the classroom and update project costs. ERD will
also work with Grants, Parks 8~ Recreation and OMB on potential funding sources for the
revised project as well as identify other potential project partners who could provide and/or
install green technologies.
