Enclosed for discussion purposes is a proposed revision to Paragraph (2) in the draft
special act pertaining to the TVC flow way. Please note that the revision was drafted by
County staff and has not been reviewed or approved by the Board of County Commissioners.

(2) The district shall have all the powers and authorities identified in and conferred by
this act and chapter 298, Florida Statutes, as may be amended and supplemented, which
powers may be exercised as therein authorized ~ .With the consent of
the Count~as outlined in a written interlocal agreement between the parties, the District may
assist the County in the implementation of water quality, quantity, management and related
components of the flow way, ns described in the goals, objectives and policies of the towns,
villages and countryside element (TVC) of the St. Lucie County comprehensive land use plan,
as may be amended or supplemented from time to time

RECOMMENDATION
- Approve extension of District until Dec. 31,
2050
- Grant authority to implement TVC and flow
way at the discretion of the BOCC and
subject to an interlocal agreement
- Present required letter of support and
revised bill to legislative Delegation on
November 20, 2009.
