A RESOLUTION PROCLAIMING FEBRUARY 20, 2010
THROUGH FEBRUARY 27, 2010 AS "FUTURE
FARMERS OF AMERICA (FFA) WEEK" IN ST. LUCIE
COUNTY, FLORIDA
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made the
following determinations:
1. The National Future Farmers of America (FFA) Organization was founded in 1928
and represents a large diversity of over 300 careers in the food, fiber and natural resources
industry. FFA is an integral part of a school system.
2. FFA uses agricultural education to create real world success. Agriculture teachers
become advisors to local FFA chapters, which students join. More than 7,000 FFA chapters are
currently in existence and their programs are managed on a local, state and national level. Each
chapter's Program of Activities is designed with the needs of the students in mind. Activities vary
greatly from school to school, but are based in a well-integrated curriculum. Chapter activities and
FFA programs promote premier leadership, personal growth, and career success.
3. The FFA motto "learning to do, doing to learn, earning to live, and living to serve"
gives direction of purpose to those students who take an active role in succeeding in agricultural
education.
4. FFA members are ourfuture engineers, scientists, teachers and producers. One of
every five Americans is employed in the food, fiber and natural resources industries; and FFA
members are preparing for one of those 300 careers in agriculture.
5. This Board believes Future Farmers of America (FFA) should be recognized for their
dedication to making a positive difference in the lives of students; and for becoming the premier
youth leadership organization in the world.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie
County, Florida:
1. This Board does hereby proclaim February 20, 2010 through February 27, 2010, as
"FUTURE FARMERS OF AMERICA (FFA) WEEK" in St. Lucie County, Florida.
2. This Board urges the citizens of St. Lucie County to recognize this worthwhile
organization for its contribution to the future farmers of America.

SUB]ECT: Release of Letter of Credit for Harbour Isle
Development
BACKG ROU N D •
On December 16, 2003, the Board approved the issuance of a permanent easement
to permit construction/operation of a flushing culvert connecting the Ft. Pierce inlet
and the planned marina basin at Harbour Isle (see agenda item, attached). In
exchange, Harbour Isle agreed to landscape the perimeter of Causeway Island Park
(see November 20, 2003, letter, attached). To guarantee these improvements,
Harbour Isle issued a Letter of Credit (LOC) in the amount of $50,000. The LOC is
set to expire on February 25, 2010. In lieu of extending the LOC, Harbour Isle has
submitted a check to the County for $50,000 and asked to be released from its
obligations for perimeter landscaping. Staff from the County and the City of Ft.
Pierce will discuss how these improvements will now be made. County staff will
return to the Board with an update.
RECOMMENDATION/CONCLUSION•
Staff requests permission to release the letter of credit guaranteeing
improvements from the Harbour Isle Development and accept payment in
lieu of Harbour Isle completing the improvements.

BACKGROUND:
The Health Department would like members of the Central Services Department to
perform services for them outside of normal business hours on an as-needed basis.
This would include, but not be limited to, periodic janitorial services. Only those
Central Services' employees who volunteer to work overtime on these projects
would do so. The Health Department would then reimburse Central Services for the
overtime paid to the employees.

I respectFully ask you to consider the following information in reference to SB782 and HB445
regarding Pretrial Detention and Release.
In summary, these bills would require the release of defendants from pretrial custody to conform to
the policies and restrictions established in the act; requires that the defendant meet certain specified
criteria in order to be eligible for pretrial release, and prohibits fees.
The proposed pretrial program eligibility requirements would also eliminate individuals from pretrial
supervision who had a history of failing to appear at any court proceeding, have not been on probation
or facing charges for a crime committed etsewhere in the state, cannot be convicted for a crime of
violence (undefined), defendants must be indigent, as defined by the Rules of Criminal Procedure.
The bills also require the Pretrial Staff to certify in writing that the defendant satisfies eligibility requires
before the court can determine eligibility for release to the program. Also the proposed bill would
prohibit a pretrial release program from charging any fee or other charge, except as authorized by
state law (there is currently no state law that permits fees or other charges for participation in a pretrial
program).
The St. Lucie County Pretrial Program is fully funded by St. Lucie County (SLC) and was put in place
with the support and collaborative efforts of the Judiciary, the SLC Sheriff's Dept. (and Jail
Administration), the SLC Clerk of Court, the 19~' Circuit State Attorney and Public Defender Offices,
the Public Safety Coordinating Council, the SLC Board of County Commissioners, and the SLC
Attorney Office. The Program was set up to alleviate jail over-crowding (and providing a way for
defendants that are released from jail pending disposition to continue their employment, support of
their family, paying their bills, etc.), while maintaining public safety for both the community and the
: individual victim (especially in such cases as domestic battery and sexual offenses).
For SLC, the Pretrial Program saves the taxpayers a tremendous amount of money, based on the
average inmate costing taxpayers approximately $60 a day (not counting medical / mental health

Backqround:
The proposed changes to the Comprehensive Plan, based on recommendations from the Evaluation
and Appraisal Report (EAR) adopted in October 2008, will be presented to the Planning and Zoning
Commission / Local Planning Agency during an advertised workshop and again for a public hearing.
The EAR-based amendments will then be presented to the Board of County Commissioners during an
advertised workshop, for a transmittal hearing (15t reading) and for an adoption hearing (2"d reading).
The tentative dates for the workshops and hearings are as follows:
• Planning and Zoning Commission Workshop - March 18, 2010"'
• Planning and Zoning Commission Re~ommendation Hearing - April 15, 2010
• Board of County Commission Workshop - May 18, 2010"
• Board of County Commission Transmittal Hearing - June 1, 2010
• Board of County Commission Adoption Hearing - October 19, 2010
*The workshops will be advertised to increase public awareness and participation.
Prior to these workshops and hearings, the Growth Management Department will be holding a
minimum of three public workshops where residents, business owners and other stakeholders are
invited to attend and express their views on the proposed changes in the plan. Growth Management
will also be setting up informational outreach booths at local events such as the Ft. Pierce Friday Fest
and the County Fair. Please see attached brochure for further information.

to enhance the security of the Port of Fort Pierce through the "Port Security Regional
Enhancement Project." Funding through the DHS Port Security Grant Program is
provided to State, local and private sector partners to increase port-wide management,
enhance awareness; training and exercises; and further capabilities to prevent, detect,
respond to, and recover from attacks involving improvised explosive devices (IEDs)
and other non-conventional weapons. No matching funds are required.

Backqround:
At its meeting on January 5, 2010, the Board of County Commissioners adopted Resolution No.
10-008 granting approval of the BPSC Industries major site plan consisting of 374,950 square
feet of office, warehouse and light manufacturing space located along 53~d Street just south of
St. Lucie Boulevard. In accordance with Section 5.07(A) of the Land Development Code (LDC),
Condition No. 4 of the Resolution (attached) requires the developer to enter into a Proportionate
Fair Share Agreement with St. Lucie County as a means of mitigating project transportation
concurrency impacts on Kings Highway at St. Lucie Boulevard and Kings Highway at Angle
Road intersections.
The developer's proportionate fair share contribution is in the amount of $48,634.21. In addition,
Section 5.07 (E) of the LDC allows the proportionate fair share contribution to be applied as a
credit against road impact fees. A Proportionate Fair Share and Road Impact Fee Credit
Agreement requires an advertised public hearing before the Board of County Commissioners.
Recommendation:
Board approval of Proportionate Fair Share and Road Impact Fee Credit Agreement for BPSC
Industries.
