HomeMy WebLinkAboutMinutes 03-11-2010 FORT PIERCE HARBOR ADVISORY COMMITTEE Meeting Held On March 11, 2010 Convened at 3:00 p.m. Adjourned at 4:30 p.m. This meeting of the Fort Pierce Harbor Advisory Committee (FPHAC) was held Thursday, March 11, 2010 at 3:00 p.m. in Conference Room 3 on the third floor of the Administration Building, 2300 Virginia Avenue, Fort Pierce, Florida. ROLL CALL Roll call was taken. Members Present: Mary Chapman, Chair Gerald Kuklinski, Vice Chair Chris Cooper, Port St. Lucie City Councilman John Holt Bill Theiss (FPUA) David Sousa Members Absent:* Peter Stryker George Jones, Indian Riverkeeper Ed Becht, City of Fort Pierce Commissioner Howard Conklin has resigned and was replace by George Jones, (appointed by Commissioner Coward) Also Present: Heather Leuke, Assistant County Attorney David Botto, Marine Resources Council Bob Bangert, Conservation Alliance Dean Kubicheck, Ft. Pierce City Marina APPROVAL OF THE MINUTES: The minutes from the January 14, 2009 meeting were unanimously approved. Page 1 of 2 NEW BUSINESS: Todd Josko of Josko and Associates addressed the group on the topic of fertilizers in Florida. Legislation is now pending in Tallahassee to regulate the use of fertilizers with regards to chemical content, timing (wet or day seasons, blackout periods) and proximity to bodies of water, especially the Indian River Lagoon. A model ordinance has been introduced and a question is being raised about regulation on a county by county basis, since soil compositions vary from area to area. Methods of application are being considered as well as the fact that Florida soil already has enough phosphorus naturally and an excess can produce algae blooms which are extremely difficult to eradicate. Use of sensors to determine when soil requires water (or fertilizer) and placement of sensors was also discussed. (At a previous meeting, the HAC had been addressed by David Botto of the Marine Resources Council on the topic of environmental concerns as regards fertilizers in Florida generally). Mr. Josko and Mr. Lounds (also involved in the fertilizer industry) both addressed the issue of education in the use of fertilizer and mentioned that IFAS (the university extension in St. Lucie County) is involved. The group also discussed Lloyd Bell's latest application for a submerged land lease which was recently received in Tallahassee without consulting authorities in SLC. (The County has filed a protest letter, as has Major Benton of Ft. Pierce, the Waterfront Council and other environmental groups.) A motion was made, seconded and passed unanimously by members present and our own letter of protest was filed shortly thereafter." ADJOURNMENT: At 4:30 p.m. the meeting was adjourned.
