Commissioner Dzadovsky led the Association in the Pledge of Allegiance. ITEM #2 – APPROVAL OF MINUTES Commissioner Dzadovsky asked for a motion for approval of the June 9, 2010 minutes. Approval was moved and seconded and passed unanimously by a voice vote. ITEM #3 – ST LUCIE COUNTY SHERIFF’S REPORT Deputy Davis paid tribute to, and asked for a moment of silence for, Sheriff Ken Mascara’s mother who recently passed away. He talked about crimes of opportunity continuing to be on the rise. He also mentioned the importance of keeping garage doors locked. He promoted the car show coming up that weekend at the old Sam’s Club location to benefit the health department. Commissioner Dzadovsky talked about the importance of street lighting and that Holiday Pines was concerned about a rise in crime in their area. He suggested a crime watch for that neighborhood. Deputy Davis mentioned he is in charge of the crime watch program and encouraged the members to contact him for more information about setting them up in their areas. ITEM 4 – ST LUCIE COUNTY FIRE DISTRICT REPORT Catherine Chaney was not present. ITEM #5 GUEST SPEAKER – Land Use and Comp Plan Amendments Jason Bessy, Stormwater Program Coordinator for the County, led off a discussion and explanation of how the county deals with flooding situations and water quality/environmental protection issues. He explained the Clean Water Act and changes to the Florida regulations – and the different between state and federal regulations. He said that in the future, if we want to clean up our waters, we will have to pay for it. Federal grant money is drying up. Stormwater quality and building standards are ever- increasing, which cost time and money. He also outlined South Florida Water Management District new rulings and procedures as they relate to new projects and redevelopment. Ms. Ferrick related the situation of her area that is directly in the flood plain of St. Lucie County, outlining the history of the problems in the area and the current potential problems with flooding. She said the homeowners in White City and the North Fork area are asking for the County Commissioners to bring it up to code. There are 1600 acres of the flood plain that are under private ownership, and 1500 other acres that are targeted for acquisition by the state and the county. She showed photographs over time not only from her property but from Orange Blossom Mall and other locations that have flooded in the past. Arlene Goodman asked if there could be help now to get a list of where all of the ditches and canals are, and get them cleaned out prior to a possible storm coming. Ms. Ferrick asked the Homeowners Association to back getting on the agenda. The motion was made to get on the BOCC agenda to make a presentation to the board, and seek an update of the comprehensive plan and land development code, and the flood plain restriction, as well as adopt the model code from the state. It was then suggested that the presentation be made at a BOCC informal meeting instead, as there would be more time at an informal. Commissioner Dzadovsky thanked Ms. Ferrick and County staff for the information presented. ITEM #6 OLD BUSINESS Commissioner Dzadovsky asked if there was any old business to discuss. There was none. He then asked about canceling the August meeting as is customary. It was agreed that the August meeting should be canceled. ITEM #7 NEW BUSINESS It was suggested that an update on the upcoming Jail Workshop be given at the September meeting. The meeting was then adjourned.
