PUBLIC WORKSHOP ON THE AIRPORT MASTER PLAN

It was explained that the Master Plan is used as a tool for atwenty -year plan outlook for
development. Commercial service and general aviation were given a closer evaluation while
keeping the priority on preserving future development of the airport, creating commercial and
industrial development and the environment.
Alternative Overview
Alternative Option 1 -General Aviation
General Aviation role is to support corporate aircraft, flight training, recreational, air charter
(scheduled less than 9 passengers and unscheduled less than 30 passenger), limited air cargo,
and aircraft maintenance and refurbishment.
Alternative Option 2 A-Limited Commercial Passenger Service
Limited Commercial Passenger Service role is to support General Aviation operations and
scheduled commercial passenger service equal to or greater than 9 passengers and
unscheduled commercial passenger service equal to or greater than 30 passengers. It requires
FAR Part 139 Airport Operating Certificate. (FAR 139 is related to commercial passenger service
associated with scheduled operations of 9 passengers or greater and unscheduled operations of
31 passengers or greater)
Alternative Option 28- Regional Commercial Passenger Service
Regional commercial Passenger Service supports General Aviation, limited commercial
passenger service (Option 2A) and regional air carrier passenger aircraft with less than 100
seats. It requires FAR Part 139. It represents the next level of commercial passenger service.
Alternative Option 3 Air Carrier Commercial Passenger Service
Air Carrier Commercial Passenger Service role -long term assumption that ultimate FPR could
support legacy carriers and point to point large commercial passenger operations.
TAC Recommended Development
• Base Development-alternative 2A, Limited Commercial Development
• Preserve on airport land for future aviation development
• Identify areas for non-aviation development
• Implement NextGen procedures to support noise mitigation and protect on airport
environmentally sensitive areas.

Draft TAC
• Relocate power lines
• Reserve prop west of Runway lOR for runway extension
• Do not extend Runway 28L
• Extend runway 14 to NW
• Short term development Airport Administrative Bldg.
• Add customs for commercial terminal
Draft Group recommends
Improve surface access
Develop airport as a multi- modal facility
Long term 50 years and beyond
Coordinate Development with planned transportation and growth mgt.
Address Foreign Trade Zone sites which was explained to the Board as a site where foreign and
domestic merchandise can enter without a formal customs or quota charges when coming in.
There would be an avoidance of certain taxes; a duty free shop in general.
Based upon intensive discussion, a vote was taken in which all attending (13 of 15) TAC
members approved of Alterntive 2A, Limited Commercial Development, as a base for future
airport development. The TAC members also voted to preserve property as illustrated (see
attachments).
Public Comment
Steve Hoskins- 11 St. Lucie Village, Committee Member
Mr. Hoskins addressed the Board by stating that when the decision is made to decide which
option to choose, jobs and a good neighbor policy need to be factored in. He recommends
option 1 and would be in favor of option 2A and perhaps 26. He does not favor option 3 as, he
believes there will be a lot of opposition from the community in regard to noise.
Comm. Dzadovsky responded to Mr. Hoskins concerns about his preference if the noise factor
with the second option would be reduced to the first option?
Steve Hoskins suggested that it would depend on what kind of traffic there would be. The noise
will affect those homes that are not well insulated. He went on to state that at this point, not
much can be done about that. He suggested the need to find balance between people already
there and the county.
Comm. Craft noted that so much will depend on demand looking at today's' ideas, as to where
the community would like to go in the future.
Kathryn Hensley addressed the Board stating that all future plans for the airport had a very
positive impact on students. She said the potential for future studies were very good. She said
the School District has partnered with businesses in the past for educational purpose and this
would be a wonderful opportunity to partner up again.
Closing Remarks
Comm. Coward commented that the TAC member's recommendation allows for a balance.
Comm Dzadovsky expressed his concern that the plan for preservation of area for future
aviation be well defined. Currently, we have a business park where non aviation activities are
taking place. He recommends avoiding this in the future planning.
Comm Dzadovsky raised a question in regard to FAR Part 139. He inquired if the air traffic
controllers have more control over commercial aviation than general aviation.

Mr. Hoskins responded that if there were a commercial service; it would allow aircraft to go
point to point utilizing a navigational system.
Jerry Groundyke, Control Tower Mgr addressed Comm. Dzadovsky's inquiry by responding that
in regard FAR Part 139 ;the aircraft would be following the same flight pattern we are utilizing
currently . In the future the arrival and departure routes would remain the same.
TAC Recommendation
A Consensus was obtained from the Board and it was unanimously in favor of option 2A in
support of the committee recommendations. It was agreed that preserving land for future
development was a priority.
Comm Dzadovsky stated he was not advocating for massive expansion as, it was unrealistic to
believe this airport will rival Ft. Lauderdale. This option (2A) could leave room for expansion
based on demand in 50+ years and by choosing this option now, it will not impede progress in
the future if there is a demand.
Comm. Lewis noted that the Master Plan updates are done every 5-10 years and it allows time
to move forward and then make changes based on demand in the future.
Comm. Dzadovsky recommends reviewing the Master Plan again in five years when they will
have a better idea of any changes and can address them as they occur.
