LUCIE COUNTY, FLORIDA MEDICAL HEALTH INSURANCE WORKSHOP Date: October 7, 2008 Convened: 10:00 a.m. Adjourned: 1 l: 15 a.m. Commissioners Present: Chairman, Joseph Smith, Paula A. Lewis, Doug Cowazd, Chris Craft, Charles Grande Others Present: Doug Anderson, County Administrator, Faye Outlaw, Asst. County Administrator, Lee Ann Lowery, Asst.County Administrator, Marie Gouin, Management and Budget Director, Cazl Holeva, Human Resources, Millie Delgado-Feliciano, Deputy Clerk Opening remarks were made by the County Administrator. Mr. Jim Davis, from EMI, Stuart office and Ms. Kathy Neal, Accounting Manager made a presentation on the Dentl Program. Mr.Davis advised the Boazd the School Board has elected to go with Guardian Life for dental coverage. The County is presently selffunded/self insured for dental. The effective date for this program would be January 1, 2009. Guardian Life program would also be a fully insured program. Mr. Davis advised the Board of the benefits provided by Guardian Life, one being the maximum would increase to $1500 if the employee chose this coverage with $300 being able to be rolled over for next yeaz or the employee can select to have a $1,000 maximum coverage at a lesser cost. He also advised the Boazd of Guardian's nationwide network PPO's . The County's present plan is too limited. The County Administrator stated he was recommending the Board pick up the first year additional cost for the employee and the next yeaz the employee would be responsible. Com.Craft stated he believed they should move with one plan inorder not to confuse things. Mr. Davis advised theBoazd there was a good possibility that the dental program the oounty is utilizing this yeaz may not be available next yeaz. Medical Insurance Administration RFP A power point was presented on the medical insurance. Presently this fund has gone from a deficit to a surplus. The Boazd was advised the clinic start up costs would be $750,000 and this was going to be taken from the insurance fund. If the county chose to pay the cost for the dental for one year, the cose would be $37,032. The County Administrator recommended paying back the loan back to the county of $1 million from the insurance fund also. The clinic savings will be applied to the 2010/2011 budget. Staff requested authorization to go out for RFP's for Administrative Services only. Com. Craft requested the Boazd consider extending the same courtesy to the Lakewood Pazk Pool that was given to the Ravenswood Pool. ~~ i~ ~~ Com. Lewis stated she did not have a problem with this request provided they come aboard with the same dollars the Ravenswood Pool group is providing. The County Administrator stated he would bring backt the cost of a solar blanket for the Lakwood Park Pool. He also advised the Board the 2009/2010 budget is balanced based on a 12% lower property values. The meeting was adjourned. 2
