The range of what kind, who and how much energy audits, surveys or assessments varies from program to
program. if the program is funded by DOE, the trend is more toward having an outside professional do the
assessment. Mainly because DOE is looking far data for future programs and their effectiveness. They require
some kind of documentation showing the potential reduction in carbon emissions and savings to the
consumer, however, they do not necessarily want a HERS on every project.
1f the program is funded locally or privately, the level of importance an the assessment is less.
As we discussed, improvements such as solar water heaters, require very little justification since the outcome
is well documented. There is a spreadsheet from FSEC that covers the benefits.
Other improvements such as HVAC, weatherization and insulation can be justified by performing a home
energy survey as a starting point. The Energy Star program is simple and provides a simple score. The next
step would beta verify the scare with a more intense application if it appears necessary.
think we all agree that if a homeowner wants to go far a PV system, a HERS or equivalent survey needs to be
performed.
Mr. Haywood may have the right approach however, we have to address the properties in FPUA service area.
The I;PL survey is a little mare complicated and the outcome is a series of graphs which provides usage data
for each electrical unit in the home. It also provides a series of recommendations todecrease electric
consumption. However, there is na scare.
think, at a minimum, we need to have a home energy survey to begin the process. The Energy Star gives a
scare, and with that, a trained individual will be able to determine the next step. The goal is to develop the
SIR so that we can justify the cost and outcome of the improvements.
The last factor is who pays far part ar all of the outside professional assessments. This may have to be
considered along with what is used to complete the SIR. Are we going to charge one hameawner mare than
another based an what they request? The purpose of the assessments is to encourage the hameawner to
take advantage of every improvement available that i5 cost effective.
