The meeting of the Green CDFI: Solar & Energy Efficiency Sub-Committee meeting was held on
Monday, September 27, 2010 in Conference Room 3 of the St. Lucie County Administration
Building Annex, 2300 Virginia Avenue, Fort Pierce, Florida.

ITEM 1 ~ CALL TO ORDER:
The meeting was called to order at 12:33 p.m. by Commissioner Coward.
ITEM 2 ~ SELF-INTRODUCTIONS:
Commissioner Coward and those in attendance gave self-introductions. It was noted that Mr.
Kyle Abney, Ms. Randi Whiddon, and Mr. John Wakefield were joining the meeting via
teleconference.
Commissioner Coward gave a brief overview of the purpose of this committee and what they
hope to accomplish. They will try and come up with the minimum energy efficiency standards
for both residential and commercial properties.
ITEM 3 ~ UPDATE ON ENERGY SURVEYS, AUDITS, AND ASSESSMENTS (DAN KUREK)
Mr. Kurek had provided the members and staff with an Energy Assessment and Audit Procedure
that he had been working on since the last meeting. He said that Dan Haywood had been a
tremendous asset to him. He went on to explain that to reach the goals of Solar and Energy
Loan Fund (SELF) and the property owners of St. Lucie County, four levels of energy
assessments have been developed and the audit procedures required by the Energy
Department. He said that property owners need to learn everything that they can regarding the
levels that follow. (Please click on the icon to view the procedures)
Commissioner Coward asked whether or not it was a mandate or an option to have the
assessment or an audit.
Glenn Henderson stated that he just returned from Chicago where he attended a seminar on
the DOE grant and the minimum standards. He said that he spoke to DOE officials and a
resident cannot proceed without a required audit or assessment. He restated the fact that the

$500,000 grant that the county is supposed to get today, can be used to pay 25% of up-front
audits and weatherization. He said that the HERS test is not needed for what we are trying to
do.
Mr. Gary Olson said that every home is different, every application is different, the percentage
of savings is based on performance.
There was a brief discussion about the Fannie and Freddie complication.
Discussion ensued among the members, many suggestions and recommendations were made
regarding the 4 levels of energy assessment and setting the Minimum Standards for the loan
program.
Commissioner Coward said that we could just go to the Tallahassee site and use their
requirements. He said he was on a FAC phone conference last week and representatives from
Leon County participated and they talked about what they had gone through.
Commissioner Coward said that he would like to have an expert from Leon County, either at the
next meeting or at least via telephone conference with them. He said that he would get the
name of the person for Mr. Kurek.
It was decided among the members and Commissioner Coward that Mr. Kurek would contact an
expert from Leon County and asked them to join us at the meeting via teleconference. He also
said that we could not set the date and time of the next meeting until the experts are contacted
about their schedules.
ITEM 4 ~ UPDATES ON ENERGY EFFICIENCY STANDARDS (DAN KUREK)
This was discussed under Item 3 on the agenda with the help and direction of Dan Haywood
and Bob Lacerda, both are with Fla. Power & Light Co. and are most familiar with surveys &
audits. FP&L offers these services free to residents, which might be a good place to start with
the loan fund requirements.
Commissioner Coward noted that the Loan Handbook from the City of Tallahassee’s Residential
Energy Efficiency Loan Program is interesting.

ITEM 5 ~ GENERAL DISCUSSION
Commissioner Coward thanked everyone for attending the meeting today, and the information
from this sub-committee would be brought to the SELF Board of Directors meeting beginning
immediately after this one. He asked the members and interested parties on the telephone if
they had anything further to add.
They stated “no sir.”

ITEM 6 ~ PUBLIC COMMENT:
There was no public comment.
ITEM 7 ~ ADJOURN:
There being no further business, the meeting was adjourned at 1:25 p.m.
