LUCIE COUNTY, FLORIDA INFORMAL MEETING Date: February 26, 2008 Convened: 1:30 p.m. Adjourned: 3:OOp.m. Commissioners Present: Chairman, Joseph Smith, Paula A. Lewis, Doug Coward, Chris Craft, Charles Grande Others Present: Doug Anderson, County Administrator, Faye Outlaw, Asst. County Administrator, Lee Ann Lowery, Asst. County Administrator, Dan McIntyre, County Attorney, Lauri Case, Utilities Director, Wayne Davis,Utilities Project Manager, Millie Delgado -Feliciano, Deputy Clerk An over view of the expansion alternatives for wastewater treatment and reclaimed water use was given by the Utilities Director. The Utilities Director stated they had a meeting with area residents and there were 45 people present. Mr. Scott Ekland and Jenn Porter with Scott Bolan Inc. engineering consultants were present to answer any questions the Board may have on the project. Mr. Ekland stated the attached presentation was presented to the homeowners group. The County Administrator asked if someone's septic system fails do they have to connect. Mr. Ekalnd stated at this point they do not have to connect. There may be some point in time they may have to connect. Unless there is a central collection system in the vacinity of that failed septic tank they do not have to connect. The Health Department will determine if they can fix it or connect. Mr. Ekland reviewed the expansion options. Com. Coward questioned the number of units The Utilities Director stated 4,516 units a combination of residential and commerical are remaining. The capacity has to be committed even though some are unused. There are 835 ERC's. The Utilities Director recommendation is to move forward with the expansion of the existing plant. Com. Craft requested this be brought back to the Board with a tally of the properties left out there and this would give the Board a more accurate cost. Com. Grande stated he would like to see a timeline with regards to the growth of the county and how this fits into the big picture in 5 years or 25 years. He belives no one is planning on having plants all over the place because this is how the county has grown. Com. Craft stated he believes each island should be self sufficient. The Utilities Director stated South Hutchinson Island is a district in itself. Com. Coward commented on the projected demand and asked if there were water conservation methods they could put in place in order to reduce the consumption. ..ter The Utilities Director stated possibly retrofit the older facilities out there they would need to look at it. Com. Smith requested looking at other alternatives first and consider the entire county not only the island.
