Minutes of October 13, 2010 Meeting
Convened: 10 am Adjourned: 11.13 am
The meeting of the Property & Homeowners Association was held Wednesday, October 13, 2010 in the
Administrative Conference Room of the St. Lucie County Administration Annex, 2300 Virginia Avenue,
Fort Pierce.

ITEM #1 – CALL TO ORDER
The meeting was called to order. Commissioner Dzadovsky led the Association in the Pledge of
Allegiance and then asked for self-introductions.
ITEM #2 – APPROVAL OF MINUTES
Commissioner Dzadovsky asked for a motion for approval of the September 2010 minutes. Approval was
moved and seconded and passed unanimously by a voice vote.
ITEM #3 – ST LUCIE COUNTY SHERIFF’S REPORT
Detective Gary Gonsalves said the Sheriff’s Office is still looking for volunteers, particularly on North
Hutchinson Island to patrol. He announced the COP meeting November 1 – 4 from 6 to 10 pm each night
for training.
He also talked about the fundraiser for the Explorers, which is a Civil War Re-enactment, December 4 &
5 from 9 am to 5 pm at the Savannahs campground.
Crime is down 11% and burglaries down 27% for first six months of 2010.
Detective Woodward will address in depth the issue of bus stops with sex offenders living near them in
neighborhoods at next month’s meeting.
Regarding a recent incident with an unlicensed contractor taking advantage of an elderly person in a
gated community, Det. Gonsalves suggested calling Seniors vs.Crime at 871-5350, on Tuesdays and
Thursdays between 10 am and 2 pm when there are questions about licensing, or calling 9-1-1.
Eva O’Donnell also suggested calling the County zoning department.
ITEM 4 – ST LUCIE COUNTY FIRE DISTRICT REPORT
Catherine Chaney was out of town so there was no Fire District Update.
ITEM #5A GUEST SPEAKER – Lee Ann Lowery, Asst. County Administrator
Ms. Lowery gave a preview of the upcoming Arts and Cultural Alliance survey and program.
ITEM #5B GUEST SPEAKER – Cathy Townsend King, League of Women Voters
Ms. Townsend King gave an overview of current amendments, made copies outlining the amendments
available, and reminded everyone about the two upcoming candidate forums.
ITEM #5C – Mark Satterlee – Amendment 4, Land Development Code, Annexation Issues and
Comprehensive Plan
Mr. Satterlee gave a presentation on the issues, as requested by the membership, including future land
use. The entire Land Development Code is online and the Comprehensive Plan with EAR-based
amendments will be online soon also. The link for the Land Development Code is:

ITEM #6 OLD BUSINESS
Commissioner asked if there was any old business to discuss. The pet survey was discussed and will be
ready for distribution at the next meeting.
ITEM #7 NEW BUSINESS
Commissioner Dzadovsky asked if there was new business to discuss.
Mr. Boston announced a social and meet-the-candidates night on Sunday, October 17 at Nettles Island.
Ms. Andrews also said Queens Cove is having a forum including meet-the-candidates night for County

Commission candidates on Monday the 25 at 7.30 pm
Mr. Hammer suggested a possible subject on the moratorium on foreclosures that’s currently
developing for a future meeting. A brief conversation on the subject ensued.
