New members attending the meeting included: James Lynch of LBFH (Primary Member), Richard Walker of St. Lucie Medical Center (Primary Member), Rogelio Gonzalez of the St. Lucie Council on Aging (Primary Member), Alane Sisilli of Port St. Lucie (Alternate Member), Kathy LaMartina of South Florida Water Management District (Primary Member), Melissa Yunas of the Florida Division of Forestry (Alternate Member), Joe Spataro of the Florida Division of Forestry (Primary Member), Martha Howard of the Salvation Army (Primary Member), Terry Murphy of Adelphia (Primary Member), and Tim Korndoerfer of Adelphia (Alternate Member. Meeting Announcement: This meeting was announced at the May 24, 2006, meeting to the attendees of that meeting. An email was also sent to known members of the Steering Committee. Twelve letters were sent to members who had been absent from recent meetings. 1. April and May Meeting Minutes: Because a majority of members were not present at the May meeting, the minutes of the May meeting were not accepted at the June meeting. Mr. thth Thompson made a motion to accept the April 18 and May 24 minutes. It was seconded and approved. 2. Membership: After discussion, a motion was made by Mr. Thiess to add the Sheriff’s Department and the St. Lucie County Public Safety Department as voting members of the Steering Committee. The motion was seconded and passed unanimously. LMS Steering Committee Meeting June 23, 2006 Page 2 3. Hazard Mitigation Grant Program: As discussed at length in last month’s meeting, the Governor reduced each county’s allocation for Hurricane Frances and Jeanne by approximately 45%. A discussion was held regarding the re-prioritization of St. Lucie County’s projects to adjust these to the new funding levels. This discussion included Susan Jones of the Florida Division of Emergency Management by telephone. A motion was made by Mr. Walker and seconded by Mr. Thompson to send a letter to Mr. Leroy Thompson of the Division of Emergency Management outlining St. Lucie County’s new HMGP priorities. Pandemic Flu Impacts: Mr. Moses of the St. Lucie County Health Department informed the group of meetings they have been holding and passed out a Power Point presentation that gave estimated numbers of expected illnesses and deaths in a pandemic flu outbreak. LMS Steering Committee Meeting June 23, 2006 Page 3 5. LMS Projects : Mr. Hoeffner informed the group that there are currently 179 projects listed in the Local Mitigation Strategy. These have been added over a seven to eight year period. They need to be reviewed to see if they are completed, current or still a priority. He categorized the first 100. He will separate the entire list by jurisdictions. He asked that each group see if they have copies of the Mitigation Measure Proposal Form (Form 3) for each of their projects. If they do have the form, he would like to have a copy. For future projects, he would like to see the group review and score the form prior to its being added to the LMS. Mr. Nadeau agreed. 6. Cooperative Extension Service Request: The St. Lucie County Cooperative Extension Service submitted a Mitigation Measure Proposal Form (Form 3) for a project they wish to have added to the LMS. They are applying for a grant and, to be eligible for the grant, the project must be on the LMS list. Mr. Hoeffner presented the form for the Extension Service. The project is to provide windstorm damage mitigation and hurricane preparedness educational programming to the community and also to deliver information/resources regarding building codes, wind-load design, and wind resistant technology to the building/construction industry. The group reviewed the Form line by line and after discussion agreed with the applicant’s assessment as delineated on the form. Mr. Thompson made a motion to accept the request as presented and it was unanimously accepted. There was discussion on the review process and it was suggested that a representative from the requesting agency be at the meeting to answer questions, the receiving agency advise the Committee when they get the requested funds and once a year the projects be reviewed. Ms. LaMartina asked if the flood and environment projects had been put on the SFWMD’s LMS list. Mr. Hoeffner agreed to assist in obtaining a list of projects for each jurisdiction so this can be accomplished. 7. Announcements: Mr. Nadeau informed the group of a Department of Community Affairs (DCA) training session to be held at the Port Saint Lucie Community Center on Monday, June 26 at 8:00 A.M. Mr. Hoeffner announced a meeting to be held in the Saint Lucie County Commission Chambers th on July 20 from 9:00 to noon. It will be presented by FEMA and DCA. The subject will be debris management. th Mr. Nadeau announced a public forum on hurricane preparedness to be held June 28 from 6:00 to 9:00 P.M. 8. Adjournment: The meeting was adjourned at 11:15 A.M.
