1. MINUTES
Approve minutes from the September 21, 2010 meeting
2. ITEMS FOR CONSIDERATION OR ACTION
A. Draft invitation to coordinate with other historic preservation organizations
The Commission voted at the September 21, 2010 meeting to have Jim Moses
prepare a draft letter, which is attached for review and consideration. Please
bring any proposed changes to the meeting to add to the discussion.
B. Robinson House update
A Commission member requested to receive any updated information about the
current listing of the property for sale.
C. Historical Commission Mission Statement
A Commission member requested to revisit this topic after previous discussion at
the July 20, 2010 meeting.
D. Methods of noting historic designation of properties
A Commission member requested information from staff on ways to disclose to
potential buyers that a property has an historic designation and associated
restrictions or incentives.
E. Certified Local Government status
A Commission member requested an update from staff on the status of pursuing
CLG status from the State Historic Preservation Office.

1. Review and approval of Minutes

Mr. Hayek called for a motion to approve with corrections the minutes of the September 21,

2010 meeting. The motion passed unanimously.

2. Items for Consideration or Action

A. Update on ownership and code enforcement action for Robinson House

on Indian River Drive and Midway Road

Ms. Lueke informed the Commission that in December of 2005 the bank’s attorney (The
45
Florida Default Law Group) did a routine filing; there has not been another hearing on the
46
motion for summary judgment or a notice of mediation. To date messages have been left
47
with the attorney, however no contact has been made with a live person. As for the physical
48
condition of the Robinson House the windows have recently been boarded up from the
nd
49
inside and a padlock has been placed on the door. The condition of the 2 floor ceiling is
50
severely dilapidated and the house itself is at risk of being demolished because of neglect.

Ms. Wood mentioned that a representative of Mr. Jeff West with Edenlawn Plantation had
2
contacted her with the possibility of relocating the Robinson House if the opportunity arises.

A discussion ensued regarding the likelihood of the Robinson House being preserved if left
4
where it is vs. being relocated to a suitable property.

Mr. Hayek suggested that a motion be made to show that the Commission supports the
7
relocation of the Robinson House in order to save it.

Mr. Connolly made a motion that the Commission generally supports the idea of the move of
10
the Robinson House in order to save it if the opportunity arises.

Ms. Harrell seconded and the motion passed unanimously.

B. Historic Preservation Trust Fund Status

Ms. Lueke informed the Commission that a Historic Preservation Trust Fund was supposed
17
to be established since 2005, however no money has become available for the fund.

Further discussion ensued regarding the need to have the trust fund in place and the need
19
to develop collaborative efforts with other local municipalities in order to preserve the
20
County’s historical value.

Ms. Harrell made a motion to appoint Mr. Jim Moses as the liaison to establish
23
communication between the County and other local historic preservation interest groups.

Mr. Connolly seconded and the motion passed unanimously.

Since funds were necessary in order to have the trust fund established, individual
28
Commission members offered cash contributions to the fund. A trust fund with the current
29
value of $65 was established by these Commission contributions.

C. City of Fort Pierce Historic Preservation Program

Ms. Wood provided information on the different incentives offered by the City of Ft Pierce
34
Historic Preservation Program.

Dear Colleague;
As members of volunteer historical boards and historical societies, we have chosen to represent
and enrich future generations by honoring and preserving the past of St Lucie County. It is our
common understanding of the value of history that leads us to offer our time and efforts. As we
know all too well, regardless the economic times, history is often a secondary consideration in
both public concern and sustaining resources. This brings me to the reason for this letter.
The members of the St Lucie County Historical Commission would like to propose establishing
practical lines of communication among all our [historically?] like minded organizations. It is our
shared interest in preserving, protecting and making relevant the histories and historical artifacts
of our county that is one of the few resources solely at our command. It is a renewable
commodity dependent only upon us as organizations and individuals. We envision an informal
accord that increases our potential as groups by allowing us to draw from the larger pool of
available advice, experience and if appropriate, mutual support. We are not proposing an over
arching ‘historical agency’ or formal association. We see no need for changes in by-laws or
ordinances to accomplish this. We do, however, see the great strength in communicating
among those of us with the same interests and concerns.
We would appreciate your presenting this to your members and contacting me with your group’s
questions and input of this proposal.
