The eounfiy's procedure for creating a MSTU requires the adoption of a
resolutian at a public hearing. Natice of the public hearing is pubiished twice, once not
less than 21 days and once noi' more fF?an 7 days befor~ the public hearing. State law
r~quires that the County creute the MSTU before Juiy 1, 201I in order ta levy n tax
in 20I1.
In order far the MSTU to be effective Couniywide, state law requ~res each of
the municipalities (Fart Pierce, Part Sfi. Lucie and St. Lucie Village} to adopt an

School Resource Deputy Program Planning
2011- 2012
- St. Lucie County Schools have had School Resource Deputies
and Officers for over 23 years
- The program is a collaborative effort by certified law
enforcement officers, educators, students, parents and the
community
- Purposes of the program are to:
• Offer law related educational programs in the schools
• Assist in efforts to reduce crime, drug abuse, violence and provide a
safe school environment
• Provide students with opportunities to interact with Law
Enforcement in a non-threatening environment
• Integrate intelligence with Law Enforcement for the benefit of the
community
- The SRD/SRO program has been recognized as beneficial to
the citizens of St. Lucie County

2011- 2012
- The St. Lucie County Schools SRD Program began in 1985
with 5 School Resource Deputies at 17 schools
• 1 SRD each at LPA, FP Central and FP Westwood
• 2 SRDs shared between 2 middle schools and 12 elementary
schools
- Today, 24 School Resource Deputies/Officers at 20
schools
• 8 SRDs/SROs assigned to high schools (5 deputies funded
by the Sheriff's Office and 3 funded by PSL Police Dept.)
• 10 SRDs assigned to middle and K8 schools
• 3 SRDs at alternative schools

- Historically, the School Resource Deputy/Officer
Program has been funded through:
• Allocations from local Law Enforcement Agencies
-St. Lucie CountySheriff
- City of Port St. Lucie
- City of Fort Pierce
• Allocation of budget funds from St. Lucie County Schools
• Federal C.O.P.S. grants awarded to local LEAs beginning
in 2001- (All grants have expired as of 2010)
• SLC Children's Services Council Grant in 2004 (expired)

- Due to a$30 million reduction in school district funding
in 2009 - 2010, the total cost of the SRD/SRO program
was funded through the St. Lucie Sheriff's Office and
Port St. Lucie Police Department
- In 2010 - 2011 budget funds were cut in all local law
enforcement agencies requiring decreases in staffing
from a high of 55 officers (2008 - 2009) to the current
staffing assignment of 21 deputies and 3 officers

Historical Background
School Resource Deputy Program
Back in the early 1980, approximately 1983/1984 a grand jury was convened in the 19'h Circuit
to investigate crime in the school system and underreporting of incidences on school campuses. As a
result of the grand jury investigation, it was discovered that there was unreported crime occurring on
the school campuses and that one remedy was to begin a school resource program in St. Lucie County.
The St. Lucie County Sheriff's Office took the lead in the creation of the school resource program.
We sent staff to Leon County which had a school resource program up and running at the time.
We modeled our program after Leon County's program. The St. Lucie County Sheriff's Office began by
putting school resource personnel in all of the county schools. At the time, Port St. Lucie Police
Department had one crime prevention person assigned to school resource type duties and that program
continued in partnership with the Sheriff's Office program. As the program progressed, Port St. Lucie
began putting in more staff to the school resource program. Like the Sheriff's Office, the cost of
additional law enforcement personnel on campus was split between those agencies (the Port St. Lucie
Police Department and the Sheriff's Office) and the School Board. In the early to mid-90s the Fort Pierce
Police Department had a DARE officer assigned to schools in the City of Fort Pierce. The sole
responsibility of this officer was to provide DARE programing to those schools. The DARE officer did
work in cooperation with the Sheriff's Office program.
The program continued through the 90s and 2000s with the cost being shared by all parties
involved in the program. The percentage of cost sharing by the School Board ranged anywhere from 35
percent to close to SO percent towards the end of their financial participation in the program. I believe
in 2008 the Fort Pierce Police Department committed three officers to the program. Port St. Lucie had
19 officers, and the Sheriff's Office had 35 deputies assigned to the schools. Beginning in 2009 and 2010
the Port St. Lucie Police Department removed all of their officers with the exception of three assigned to
Port St. Lucie high schools. As the Sheriff's Office cut its contingency from 35 to 21, and the Fort Pierce
Police Department pulled all staff out of the schools. Currently, we have 21 deputies assigned to the
program. They are assigned to middle, K-8, and high schools in St. Lucie County. Deployment is based
on need and calls for service determined by the Sheriff's Office.
