Minutes of Meeting
February 9, 2011
Convened 10:00 a.m. ____________________Adjourned 11:15 a.m.
The meeting of the Property and Homeowners Association meeting was held
Wednesday, February 9, 2011 in Conference Room 3 of the St. Lucie County
Administration Annex Building, 2300 Virginia Avenue, Fort Pierce, Florida 34982.

ITEM #1 – CALL TO ORDER
The meeting was called to order at 10:00 a.m. Commissioner Lewis led the Association
in the Pledge of Allegiance followed by self-introductions from the Association
representatives and public attendees.
ITEM #2 – APPROVAL OF MINUTES
Dianne Andrews made the motion to approve the minutes of January 12, 2011. Andrew

Stark seconded the motion and the minutes passed unanimously by voice vote. (Note
Craig Mundt was present at the January 12, 2011 meeting.)

ITEM #3 – ST. LUCIE COUNTY SHERIIFF’S REPORT
No report was available at this time.
ITEM #4 – ST. LUCIE COUNTY FIRE DISTRICT REPORT
Catherine Chaney reported that the fire ban for St. Lucie County was still in effect.
She also spoke about the ISL Rate – Insurance companies use these ratings in
determining fire insurance premiums. (Rating 1 – 10; 1 being the best) In certain areas
fire insurance premiums are high because residents are a distance from the fire station
or some lack of water supply. The St. Lucie County Fire District has addressed that
issue in those areas and their rates should decrease. Those areas include Lakewood
Park, South Indian River Drive and St. Lucie River.
ITEM #5 – GUESTS
Ken Pruitt
A. , St. Lucie County Property Appraiser – introduced himself to the
group and took the lead from his office to discuss Tax Exemptions. A Power
Point presentation on Personal Property Just Value and Real Property Just
Value was given. Mr. Pruitt informed the group of a Property Appraiser
Institute that was being created which would include a one-day course of
what the Property Appraiser does. There will be a limit of 15 people. Notices
will be going out and the course will start in March 2011. He encouraged the
members to participate.
Susan Rowe
B. , Property Appraiser Exemption Manager, presented a power
point presentation explaining the homestead tax exemption process. She
discussed the requirements for receiving exemption status and who qualified
to receive homestead exemptions as well as other exemptions (i.e. – seniors,
disability, widow exemptions, etc.). The deadline to file this year is March 2,
2011. Handouts were available which includes their website for additional
information.
Property Appraisers staff is available to come out and meet with homeowners
associations when needed. Part of the future plans of their office is to include
a listing of all foreclosed homes in St. Lucie County on their website.

C. , Community Relations Specialist for211Palm
Beach/Treasure Coast gave an overview of their program - historical
background, statistics and a current update of their services. One interesting
point made by Ms. Woodward was that suicide calls have increased by 58%.
Commissioner Lewis made mentioned of an account of an acquaintance she
knew personally who used the service and had a very positive outcome.

Ron Roberts
D. , Solid Waste Manager showed a brief DVD presentation and
gave an overview of the Geoplasma project. His office has received
approximately 5,300 calls from all over the country. He stated that everyone
is watching St. Lucie County as they take the lead in making this project a
reality. The proposed start time for the project is this summer (August), and
will take approximately 16 months to finish.
There was concern about recycling florescent bulbs. Mr. Roberts stated that
there is a program set up where a resident living in the unincorporated area of
the county or Port St. Lucie can call Waste Pro at 595-9390 to schedule an
appointment and someone will come to the resident’s home to pick up the
bulbs at no charge.
Construction material is also being recycled at the landfill. St. Lucie County
recycles numerous materials and that is why they have a high recycle rate.
ITEM #6 – OLD BUSINESS
Midway Road Work Project - Plans to be complete the project - by November 4, 2013;
Award Contract by March 2014; begin construction 3 to 4 months after awarding
contractor +/- July 2014; completion date will probably be two years.
ITEM #7 – NEW BUSINESS
There was discussion on solar energy projects and loan funding. After discussion it was
agreed to invite Doug Coward to speak at the next meeting to give a Solar Power 101
update presentation.
Commissioner Lewis announced the touring of the St. Lucie County Intermodal Transit
Facility Project which will be held Friday, February 11, 2011 at 10:00 a.m., and invited
the members to attend if they so desired.
ITEM #8 – ADJOURNMENT
Having no further business to discuss, Commissioner Lewis thanked the group for their
participation and attendance. The meeting was adjourned.
