Review and approval of Minutes 31 32 Mr. Hayek called for a motion to approve the minutes from the September 21, 2010 meeting. 33 Mr. Heffelfinger moved that the minutes be approved; Mr. Moses seconded the motion and it 34 passed unanimously. 35 36 2. Items for Consideration or Action 37 38 A. Draft invitation to coordinate with other historic preservation organizations 39 40 The Commission voted at the September 21, 2010 meeting to have Jim Moses prepare a 41 draft letter to other historical organizations around the County to initiate communication. 42 Members made suggestions for edits to the letter and decided that the letter should be 43 signed by Chairman Hayek and sent to the following organizations: 44 ? 45 City of Fort Pierce Historic Preservation Board ? 46 St. Lucie Historical Society ? 47 Port St. Lucie Historical Society ? 48 Steam Locomotive Association ? 49 White City Improvement Club ? 50 Lincoln Park Main Street 2011-01-18 Historical Commission Meeting Draft MinsPage 1 of 3 ? 1 Fort Pierce Main Street ? 2 St. Lucie Village 3 4 Mr. Steel suggested that the groups be invited to the next Historical Commission meeting 5 and made a motion to initiate that invitation. Mr. Heffelfinger seconded the motion and it 6 passed unanimously. It was decided that the invitation would be included in the letter. 7 8 B. Robinson House update 9 10 Mr. Hayek informed the group that the property was listed for sale at $250,000 and when he 11 contacted the realtor he was told that the building could be demolished. Ms. Lueke clarified 12 that this property had already been designated on the local register so the Historical 13 Commission would need to review any application for demolition. Mr. Connolly agreed to 14 contact Anthony Westbury at the St. Lucie News Tribune and see if he would write a story 15 on the status of the house to create local interest. 16 17 C. Historical Commission Mission Statement 18 19 Mr. Moses said that he had requested this item to be on the agenda so the Commission 20 could be clear what their intent would be in future meetings. In discussing the possibility of 21 designating more properties, Mr. Steel asked how many in the County would be eligible. Ms. 22 Wood said she would email the spreadsheet of properties surveyed on the Florida Master 23 Site File. Language for a possible mission statement was further discussed. Mr. Moses 24 made a motion to adopt the following: “Representing the generations to come by honoring 25 the generations of the past.” The motion was seconded by Mr. Steel and it passed 26 unanimously. 27 28 D. Methods of noting historic designation of properties 29 30 Ms. Wood summarized that, while historic properties in the City of Fort Pierce are not 31 indicated as such in a title search, this is likely due to how they were designated collectively 32 within districts. Properties designated as historic in the County are done so individually by 33 resolution that is recorded in the public record, so this information is identified by a title 34 search prior to purchase. 35 36 Mr. Steel agreed to talk to Indian River State College about having students create a project 37 of designating potentially historic properties in the unincorporated County and will report 38 back to the Commission at its April meeting. 39 40 E. Certified Local Government status 41 42 Ms. Wood summarized the purpose of the CLG program and that the Historic Preservation 43 Ordinance was drafted so that the County would be eligible for CLG designation. She 44 pointed out that, since the main advantage of becoming a CLG is to get funding for projects, 45 it would be better to wait until the County has an inventory of eligible properties before 46 applying. Once there is a longer list of historically designated buildings, it would be more 47 advantageous for the County to be a CLG and eligible for grants set aside for these local 48 governments. 49 50 3. The 2 Commission decided that once Mr. Steel has a response from IRSC about the possibility of 3 a student project to designate properties, then there would be a decision about an earlier 4 meeting. Pending that feedback, the next meeting could be in 45 days. 5 6 4.
