F{orida Power & Light CotnpanY 700 Universe Boulevard Juno Beach, FL 334C?~ uric E. $iiagy President May 14, 2012 Chairman Tod Mowery St. Lucie County Commission 2300 Virginia Avenue Fort Pierce, FL 34982 Gear Chairman Mowery: Thank you for your letter on behalf of the Board of County Commissioners of St. Lucie County urging FPL to give customers the opportunity to opt out of having a smart meter installed. The Florida Public Service Commission has said that it will formalize a process, through a workshop or other means, to evaluate smart meter-related issues, including the extent to which the PSC has jurisdiction over such issues. The PSC said the process would allow far full stakeholder participation. We support the PSC's continuing assessment of the concerns expressed by some customers and we wilt work cooperatively with the Commission. FPL, like other utility providers in Florida and throughout the United States, is committed to building a smarter, more reliable, more efficient electrical infrastructure for the benefit of ail of nut customers. Smart~meters are an essential element of a modern electric sys#em and wilt help to keep our service reliability high while giving our customers more control aver their energy use and monthly bills. As our representatives conveyed to you at the meeting in April, we are aware that same customers are reacting to misinformation on smart meters and have expressed concerns. They represent a vary small number of customers, and we have responded by providing them with the facts and offering to postpone the meter upgrade. We take pride in providing our customers with the lowest bills in the state and the highest re{lability of any investor-owned utility in Florida. We want ovr customers #o be happy with the service we provide, and we take their concerns seriously. Rest assured that we are committed to working with the PSC to arrive at a longterm solution that serves the best interests of all customers. We will continue to communicate with you as these discussions move forward. In the meantime, please don't hesitate to contact me if you have any questions or concerns. Silagy, President Florida Power and Light Company 700 Universe Boulevard Juno Beach, Florida 33408 RE: Smart Meters Dear Mr. Silagy: TOD MOWERY COMMISSIONER At the request of some citizens in St. Lucie County, the Board of County Commissioners of St. Lucie County, Florida, discussed the issue of "smart meters" at the Board's April 10 informal meeting and April 17 regular meeting. Thank you for sending representatives tothe April 10 meeting to address the Board's concerns. Based on the testimony received at these meetings, it is apparent that some citizens in St, Lucie County believe that smart meters present health, safety, privacy and financial concerns. The Board appreciatesFPl'seffortstoaddressthesebeliefs. WhiletheBoardtakesnopositiononthevalidityof.those beliefs, the Board does believe that citizens should not be forced to accept smart meters against their will. In this regard, this Board urges FPL to implement a formal policy that citizens opposing smart meters be given the choice to opt out of the smart meter program without the risk of negative consequences including increased rates. Thank you for considering the Board's position on this issue. The Board respectfully requests a response within thirty (30) days.
