Adjourned at 4:05p.m. This meeting of the Fort Pierce Harbor Advisory Committee (FPHAC) was held Wednesday January 16th, 2013 at 3:00 p.m. in the 3rd Floor Conference Room in the Administration Building, 2300 Virginia Avenue, Fort Pierce, Florida. ROLL CALL Roll call was taken. Quorum present. Members Presents Mayor Linda Hudson, City of Fort Pierce Bradley). Currie, Land Design South, Vice Chair Bill Thiess, FPUA/St. Lucie Village Vice -Mayor Linda Bartz, City of PSL Marty Lavin, Marine Industries Association of the Treasure Coast Mary Chapman Warren Falls, Managing Director of ORCA Members Absent* David Sousa, St. Lucie Village Bobby Hopkins Also Presents Katherine Barbieri, Assistant County Attorney Don West, Public Works Director Mark Satterlee, Planning, SLC Charles Grande Britton DeWitt, Planning, SLC Lori Rocky, Public Works, 5LC NEW BUSINEM Vice Chair Brad Currie started the Annual election by asking for nominations for Chair for the Harbor Advisory Committee. Mary Chapman nominated Bill Thiess, Marty Laven nominated Brad Currie. Bill Thiess won by a 4 to 2 vote. Nominations for Vice -Chair followed, Brad Currie was nominated by Marty Laven, and Mayor Linda Hudson 2"d the vote. All were in favor. The 2613 meeting schedule was approved. OLD BU$INES$s Minutes from the October 17, 2012 meeting were approved. The Board of County Commissioner motion for the approval of Phase 2 of the Port Master Plan was brought up for discussion, as to whether or not the motion included a certain number of outside meeting dates. Members asked for a copy of the Board meeting minutes to be e-mailed to them. Members were asked to send a suggestion list to Sue to be put on a public notification list for future meetings concerning the Port Master Plan. Page 1 of 3 $TAFF COMMENT$: Update from Don West, Public Works Director concerning the Channel Inlet Dredging, Taylor Creek, and the Port Master Plan. The contract for the Inlet dredging was awarded to Lucas Marine and came in under budget. The hope is to use the dredge material at the marina. Once the notice to proceed is issued, the work should take approximately 3 weeks. Taylor Creek — spoil site, which FSTED and FDOT are helping to fund, is cleared. This 20 acre site is near the Airport property previously known as Ridgehaven property, and will be the permanent spoil site for future dredging. Members discussed soil/water testing and asked for results to be e-mailed to them. The spoil site should be completed by May, 2013. Don said he is waiting on Army Corp permits and hopes to be able to start dredging this year, the advantage being competing with the "Manatee window". The Port Master Plan update included conversation with Members on what could be the best course of action for the Port. Ideas included infrastructure improvement, bulkhead repairs, and generally neutral projects. Mayor Hudson's concern is the State's (FDOT's being the Granting Agency) July 1't, 2013 deadline. Member's agreed to work together to come up with some valid ideas to bring to FDOT to consider by the deadline. Vice Chair Currie asked for updates on the Land Swap (Fisherman's Wharf) which Mayor Hudson said is on the City's Agenda for January 22"d. He also asked for an update of the City Marina, and the South Beach Charrette. Discussion on Government Structure, Members feel the committee should be kept as an Advisory Board. PUBLIC COMMENTIA Discussion from all included possibly inviting private/public projects with Indian River Maritime and asked for an invitation for Ken Roberts to come to the next meeting. The 2"d Street Improvement project, which is also a Port Project that is State funded, was also considered. ADJOURNMENTS At 4:05 p.m. the meeting was adjourned. The next scheduled meeting to be held is Wednesday February 20, 2013 at 3:00 pm, in the 3rd Floor Conference Room.
