Bouchard, P.E., Sr. Coastal Engineer ~~~~pp,, / V~/ F^~ DATE: April 2, 2013 SUBJECT: Fort Pierce Beach - 2013 Federal Beach Rehabilitation ITEM NO. II-B Background: In 2012, approximately 481,989 cubic yards of beach sand was placed along 4,300 feet of shoreline immediately south of Ft. Pierce Inlet, as part of the federally authorized shore protection project for Ft. Pierce. Although the newly nourished beach performed very well during Hurricane Sandy and subsequent storm events, most of the shoreline in the northern segment adjacent to Jetty Park eroded to the south. Due to storm impacts associated with Hurricane Sandy, the Ft. Pierce project area is eligible for 100% Flood Control & Coastal Emergency (FCCE) funding to assist with rehabilitating the shoreline to pre-storm conditions. In addition, the USACE is seeking Construction General (CG) funding to restore the remaining shoreline to the original design template at the normal project cost sharing percentage. The non-federal share for the CG funding is $710,754, which will be cost-shared at 50% with the State. Amore detailed breakdown of the project costs is included in the attached letter from the USACE. Staff seeks Board approval of the attached Cooperation Agreement for 100% FCCE funding from the USACE. In addition, staff is coordinating a scope of work for Taylor Engineering, Inc. to assist the County with project coordination and permit compliance. The permitting agencies have been contacted in order to coordinate the ambitious construction timeline proposed by the USACE. This project is intended to be constructed before hurricane season. Previous Action: December 16, 2008 -Board approved master agreement for consulting services with Taylor Engineering, Inc. January 12, 2010 -Board approved FDEP Project Agreement 09SL2 for Ft. Pierce Beach. December 14, 2010 -Board approved Amendment No. 1 to FDEP Project Agreement 09SL2. October 11, 2011 -Board approved Amendment No. 2 to FDEP Project Agreement 09SL2. March 5, 2013 -Board approved Amendment No. 3 to FDEP Project Agreement 09SL2. Recommendation: Board approval of the attached Cooperation Agreement with the U.S. Army Corps of Engineers for restoration of the Ft.
