Mr. Knaggs called the meeting to order at 7:31 a.m.

After a motion by Mr. Lounds and a second by Ms. Morgan, the minutes were

OPRERATING BUDGET OVERVIEW PRESENTATION — COUNTY ADMINISTRATOR
Ms. Outlaw started with the County Administrator's Operating Budget Overview
Presentation that is attached.
She changed the last section. Instead of giving options, she gave information so the
Committee could come up with options.
Where We've Been
After the first section of the presentation, Mr. Knaggs started discussion on the real
estate values and Florida Power &Light (FPL). Ms. Outlaw made a correction to the
attached page. Mr. Knaggs then asked questions about the Insurance Fund.
How We Handled the Gap
Mr. Lounds asked about the FY16-17 shortfall. Ms. Outlaw said it varies. Mr. Knaggs
summarized the history of the property values and millage rates.
Sustainabilitv Model: FY15-FY18 Options
Ms. Outlaw answered questions regarding numbers on the spread sheet.
Mr. Lounds started discussion on property values and millage rates. Mr. Knaggs started
discussion on the gaps each year.
Mr. Laven asked about projections. The Property Appraiser's comments and State
projections were discussed.
Ms. Outlaw gave information about future FP&L construction. Mr. Kurek asked for more
information on FP&L.
Mr. Knaggs started discussion about further cuts. Mr. Lounds asked about Enterprise
Funds and the Fairgrounds. Mr. Lounds complimented the staff actions he witnessed at
an event at the Fairgrounds the previous weekend. Ms. Morris started discussion on
contract rates.
Ms. Hill presented the attached numbers on Stormwater Millage Shifts. Ms. Outlaw
added her comments. Mr. Knaggs and Mr. Lounds joined the discussion.

INFORMAL BOCC MEETING UPDATE
Mr. Knaggs and Ms. Outlaw informed the Committee of the decision to start discussion
with Howard Tipton to fill the position of County Administrator.
OTHERISSUES
Mr. Lounds complimented the Fairgrounds staff. Ms. Outlaw passed the kudos to Mr.
Matthews.
Mr. Lounds asked about guardrails on Orange Avenue. Ms. Outlaw will inform Mr. West
of the concern.
Mr. Knaggs discussed the agenda for the next meeting and timetable for the budget.
Mr. Lounds asked about the new Economic Development Council Director.
Mr. Knaggs thanked Ms. Outlaw for all she has done for the Committee and wished her
the best. Ms. Outlaw thanked the Committee. Ms. Morris complimented Ms. Outlaw.
ADJOURNMENT
After a motion, Mr. Knaggs adjourned the meeting at 9:17 a.m.
