Mr. Curtis stated that is nice to know because they are still doing carpentry, installing water heaters and so on and
so on.
Chairman Davis asked Mr. Curtis if he was talking about Home Depot.
Mr. Curtis answered in the affirmative.
Officer Vargas Barrios stated that Home Depot has different licenses for Building and different trades, but there
was a discrepancy with the ones Mr. Watkins was providing with what we have in our system. She stated she
does not know what the connection was, but he was providing a letter from a lady who was the manager of, not
the qualifier of the company.
Chairman Davis stated his question and your response was that Masco or Home Depot does not have a qualifier
that is on record with St. Lucie County actively now for Finish Carpentry.
Officer Vargas Barrios answered specifically for Finish Carpentry no; especially for Masco we have nothing for
Masco at all.
Chairman Davis asked staff if they may have active licenses in other categories in St. Lucie County, because I
know Masco does a lot of work. He stated I contract with them to do insulation and other types of work.
Officer Vargas Barrios answered we did not find anything under Masco with St. Lucie County, but with Home
Depot we have other categories they are licensed with other qualifiers and they are State Certified.
Chairman Davis stated but you are saying that Masco has no categories they are licensed in, in St. Lucie County.
Officer Vargas Barrios answered no sir.
Chairman Davis asked the Board if they had any questions of staff on Mr. Watkins III, there being none he stated
we will wait and hear how that goes for him in Palm Beach.
Mr. Dunkelberger made a motion to continue Mr. Watkins application to the next meeting in July.
Mr. Rohrbough seconded and the motion carried unanimously.
Ms. Isenhour, Board Recording Secretary addressed the Chairman and informed him that there is a correction to
the agenda that there was an omission of an applicant under Reciprocity that there is one more that is not on the
agenda but is in the Board's packet/profiles.. She stated she would like to read his name into the record so he
can be approved.
Chairman Davis asked Ms. Isenhour if it was Christopher Marlow, of Marlow's Property Repair LLC for Carpentry
Contractor.
Ms. Isenhour answered in the affirmative, that he was not on the agenda so I did not read him into the record.
Chairman Davis stated I will go back and bring that back before to the Board as an applicant recommended for
approval by Reciprocity and asked for a motion and a second to accept that name into the roll.
Mr. Dunkelberger made a motion to approve the applicant.
Mr. Rohrbough seconded and the motion carried unanimously.

Officer Vargas Barrios stated Mr. James had requested staff to do some research on how long board members
had been on the Board and stating she is still researching and has to get into archives. She stated she has not
had a chance to do so, hopefully she will have it by July; she will make sure to look for it. She stated it is in
archives because it was so long ago.
Chairman Davis stated to Officer Vargas Barrios good luck with your digging and uncovering and we will wait for
the next Board meeting to get that update if in fact it has been uncovered by that point in time.

2. Presentation of the Gainesville Independent Testing Service LLC (GITS LLC).
Chairman Davis stated our next item of old business is for the presentation of the Gainesville Independent Testing
Service LLC the testing agency to be introduced to the Contractor Licensing Board and for them to show the
services they will provide for the applicants they obtain a Certificate of Competency in St. Lucie County and asked
staff if they wanted to open up with anything before we invite the representative to come before the Board.
Officer Vargas Barrios addressed the Board and stated staff just wants to make sure that this is something we
would have to vote on and the Board will have to make the decision. She stated it the Board is ready to make the
decision today that is fine if not we could bring it back in July.
Chairman Davis asked Mr. Jay E. Bowermeister with GITS LLC to come forward to the podium and be sworn in
by the Recording Secretary.

Chairman Davis stated we will let you intro or pick up where we left off and we will ask whatever additional
questions and try to get to the heart of it this morning.
Mr. Bowermeister stated at the last meeting I left off at what actual services we offer provide for the applicants, we
at Gainesville Independent Testing Service have total of two hundred and ninety -eighty different contractor exams
that we use in the State of Florida at this moment. He stated we do provide some customizations which has been
a big point of contention with City of Port St. Lucie. He stated customizations are generally by adding sections
into our standardized catalog exam, as an example of that we add five items onto our Business Procedures exam
for Broward County that are specifically from Broward County Chapter 9 which is their chapter ordinance on
Contracting, we do the same thing for Palm Beach County, we add five items specifically out of their Chapter 12,
which is their Contractor Licensing ordinance. However the remainder of the exams are standardized, so what
you see is simply an additional number of items added in at the counties or clients request so that their local
ordinances are covered as well as the general information that is included in other counties. He stated that they
cover all of the general categories that the state covers. He further explained what tests they offer, how their
templates items are designed by licensed contractors and tested, and what services their company offers.
Chairman Davis questioned Mr. Bowermeister on what are the differences in his testing agency exams are to the
ones our current testing agency exams because he feels they should be almost the same but they are not as
when I was looking at your exam outlines and our present testing agency exam outlines they are not. He asked
Mr. Bowermeister if his testing agency and Prometric have to go through the State or someone who oversees the
tests.
Mr. Bowermeister stated I would like to say it is that way but it is not, each individual firm in the examination
industry has a choice they can either go through one of the three national certification agencies and try to achieve
a national certification. He stated by the way nobody has done that in the private firms, there are a couple of
public non-profit firms that have done that but none of the private firms have done that because we employ our
own psychometricians, who are there as our quality control people. He stated as far as the template items go it
gets kind of obtuse back into the history of the organizations and the industry. He started the industry started out
with H H Block & Associates, who was bought out in 1988 by a company from Clearwater, Florida called NAI
(National Assessment Institute). He stated NAI and Block ran as competitors until the late 90's without ever
disclosing that they were owned by the same people, in 1998 they split back apart and t H & H Block Associates
was moved away from the NAI part of the firm and NAI became Block Testing Services. He stated after that
Block Testing Services became in succession; Sterling Block, Sylvan Block, NAI Block, NAI Block Testing,
Experior Assessments, Cap Star and then Prometric. He stated the people that worked for H H Block &
Associates are the exact same individuals who were the content experts who started Gainesville Independent
Testing Service. He stated so while we had to write new items so we were not in copyright conflict with our
previous employer we were the exact same set of people who actually wrote the exams for what Prometric now
uses. He stated recently with the State and the Grandfathering provision in Chapter 489, 1 have had the privilege
of attending nine different states CILB meetings to present our exams in comparison to the Prometric exams and
comparing those with the Experior exams and the H H Block exams from the past, so far of those nine meetings
and the eleven exams we have presented one exam was found to not be substantially similar and that was
actually at my recommendation at the direction of our psychometrician and that was for Underground Utilities,
because the individual did not take an Underground Utilities test from us he took a Utilities Contractor exam which
covers both Underground and Aboveground Utilities. He stated I could not say in good conscious that was the
same exam. He stated as far as the item style goes, the general content of the items I can assure you that both
Prometric and Gainesville Independent Testing Service are substantially similar as the State has verified in those
other ten testing categories that they have compared.
Chairman Davis asked Mr. Bowermeister how many testing agencies there are in Florida.
Mr. Bowermeister answered there are six and of those six four of us offer local exams for different counties.

There was a lengthy question and answer discussion among the Board members, staff and Mr. Bowermeister on
Gainesville Independent Testing Service LLC and their exams, categories, languages, and other services they
offer.
Mr. Hudspeth made a motion to accept Gainesville Independent Testing Service LLC as an alternate
examination testing agency.
Mr. Dunkelberger seconded.
Chairman Davis asked for a roll call vote: Chairman Davis — Yes, Mr. Dunkelberger — Yes, Mr. Rohrbough
— Yes, Mr. Curtis — Yes, Mr. DiFrancesco — Yes, Mr. Hudspeth - Yes, Captain Foxx —Yes. The motion
carried unanimously.
Chairman Davis stated we should clarify the language issue and asked staff if Prometric only has English.
Officer Vargas Barrios answered that is correct.
Chairman Davis stated as a chairman I cannot make the motion but I have a concern and stated he would like to
keep the language English only in our jurisdiction.
Mr. Hudspeth made a motion to keep the language English only.
Mr. Rohrbough seconded.
Chairman Davis asked the Board if there was any discussion on this

Chairman Davis asked the Board if there were any other questions or concerns either specific to this addition of
GITS Testing Service or any other for today's meeting.
Mr. Hudspeth asked staff if Prometric offers their exams in other languages.
Officer Vargas Barrios answered no they do not. She stated she did get an email from them as she was speaking
to them about the languages and they could try to change it to Spanish if it is something we want. She stated that
we would get with them, express a concern and if contractors are requesting it a lot, which we really do not have a
lot of requests and they would try to make the changes.
Mr. Hudspeth asked staff if the State exam is given by Prometric too.
Officer Vargas Barrios answered in the negative that it is one of the other professional agencies.
Mr. Hudspeth stated the State exam can be given in other languages and orally according to what I have read.
He stated so if they came in and requested it in another language we could refer them to the State.
Officer Vargas Barrios stated if it is for a State category, if it is for a license only locally given we would have to tell
them it is only in English or refer them to another jurisdiction that offers it in other languages.
H. NEW BUSINESS:
Mrs. Graziani, Building and Code Manager addressed the Board and informed them the Mr. Arnold, the Building
Official has retired. She stated she would like to announce that Carl Peterson has been selected as the
successful candidate to replace him and is now our Building Official and we are excited about that. She further
stated that we are looking to replace Carl's old position of Plans Examiner so if anyone knows of anybody please
send them to H.R., we are going on thirty days and we have not had one successful applicant yet, that even
qualifies for the position. She stated if you also notice the Permitting Tracking Report we had our best month
since 2008 last month as far as revenue and number of permits, so that we are excited about.
Chairman Davis asked if there is any other new business.
Mr. Dunkelberger stated I do not want to re -open a can of worms but is there any consideration to maybe moving
our meeting time back to 8:30 a.m.
There was discussion among the Board on the start time of the meeting and changing it back to the 8:30 a.m.
start time for future meetings.

Mr. Rohrbough seconded and the motion carried unanimously.
Chairman Davis he is going to bring up one new business and that is I missed Mr. James this morning, Mr. James
has been a long time servant of this Board and when I heard that he had pneumonia, I was concerned so in
closing if you do not mind and if anyone does please speak up, I would like to offer prayer on his behalf.
Chairman Davis lifted Mr. James up in prayer.
ADJOURNMENT:
There was no further business and the meeting was adjourned at 10:23 a.m.
The next Contractor Examining Board Hearing will be held on WEDNESDAY, July 16, 2014 AT 8:30 A.M.

Chairman Davis stated our last applicant is one we heard from at our last meeting and still under review by the
Board and asked staff to bring the Board up to date on Mr. Watkins III.
Officer Vargas Barrios addressed the Board and stated Mr. Watkins III came before the Board at our last meeting
in March. She stated Mr. Watkins III has informed staff that he has gotten a letter of recommendation now and is
being sponsored by Palm Beach County to take the Finish Carpentry examination, so once he takes the
examination he will just reciprocate that passing score to us, that way it will complete his application. She stated
staff would like to continue this to the July meeting so hopefully he will be on the agenda with the application
completed.
Chairman Davis asked staff if the jurisdiction of Palm Beach County requires the same type of letters of
recommendation that we do and he has just opted to take the exam in Palm Beach County instead of here.
Officer Vargas Barrios answered that is correct and apparently he was able to find a contractor he worked to
verify his field experience.
Chairman Davis stated having read the minutes of our last meeting this morning it is still fresh in my mind, it is
curious debate that he had worked for a number of contractors, Home Depot and whatever qualifiers they have
and Masco was he able to provide a letter from either of those two entities.
Officer Vargas Barrios answered in the negative that it was from a different contractor.
Chairman Davis stated his curiosity maybe remains that those two entities having qualifiers, and asked staff did I
read it right that neither one of them have qualifiers in our county right now.
Officer Vargas Barrios answered that is correct.
