Public Safety oor in tinCouncil July 31p 2014 Page UPDATE by SLC $herriff't Office- Major Tighe on behalf of Sheriff Mascaras Major Tighe reported the inmate population at 1287 with 42 Federal Inmates, the average population spiked to 1310. A medical audit is done monthly by the Health Department and found the number of HIV cases have gone down, while the number of Hepatitis C cases increased. Since October 2013, there were 646 inmates tested for HIV and as of today only 3 new cases were reported. However, in the same time -frame the SLC jail started with 4 cases and jumped to 25 Hepatitis C cases. National Speakers will be at mental health training for Correction Professionals for St. Lucie and the surrounding Counties. This will be held at the Harvert L. Fenn Center in Fort Pierce, October 13 -17, 2014. Commissioner Mowery asked if there were any questions on jail activity. Suzanne Caudell, CORE Director commented that they are monitoring the violations of probation as it relates to the five day alcohol test (ETG). She reported seeing an increase because the defendants don't realize the test goes back five days. Major Tighe indicated the increase would be short lived once the clients are aware of it. judge Vacucci asked Allison to talk about the ETG test as it relates to medication with alcohol or Listerine because of some concerns that arose. Allison Duffy, SLC Drug Lab Manager, explained that the test measures metabolites in the body after the alcohol goes through the digestive system. The highest cut off (1,000 NG/ML) is used to measure so accidently swallowing a little Listerine should not be an issue. If someone is using medication with alcohol or a derivative of it, they should have a script and it should be declared upfront. Ms. Caudell reported the Probation Officers have received admissions from their defendants when they were confronted with a positive test result. Commissioner Mowery asked if the Lab can test for spice and the answer is "yes". As Katie Alonzo, Public Defender's Office, pointed out the drug changes all the time, for a while they were seeing a lot of cases, but lately there has been a decline. Major Tighe reported drug culture on the street has shifted away from pills (although Opiates are still used). Heroin has been moving up here quickly from Broward County. The cost of one Oxy pill is $80.00 compared to $5.00 for a gram of Heroin. There have been some issues with Mollies, which are now half Meth and half Bath Salts. Major Tighe explained those that used Mollies end up psychotic and in ICU for detox before they are brought to jail. Detox does not get them back to normal; they actually go into a catatonic state for a period of weeks. Chief Sean Baldwin of the Fort Pierce Police Department added that they find guys on the streets with guns and a pocket full of Mollies. UPDATE by Criminal Justice Coordinator- Mark Godwin: Mark introduced Cynthia Beddow, with Magellan, who has been chosen to take over the position Chris Harris held. Mr. Harris has been promoted to management for the Community Outreach Program. Cynthia serves all four counties and has experience in Medicaid and Medicare as well as her master's degree in mental health counselling. Public Safety Coordinating Council July 31® 2014 Page Mr. Godwin went over the Monthly Detention Population report. There has been an upticks in the average daily population (this does not include Federal Inmates). Several theories were discussed as to what the causes could be and trends of the past. It will continue to be monitored and reported at our next meeting. Marr updated the group on the Department of Juvenile Justice and how they increased our Counties cost share even though our numbers are down. It costs about $323 a day for a Juvenile per day at the detention center. This was an unfunded mandate in 2005 for the Counties to pay. We along with several Counties have been in litigation for having been overcharged our share. The Department of Juvenile Justice has a Rule Hearing coming up that we are awaiting the outcome. Mr. Godwin gave a brief update on the meetings that were held regarding the Affordable Care Act and Medicaid. A navigator from the Hands Clinic volunteered to help sign up individuals at the jail. The first visit went well, the navigator saw 49 individuals and 16 of them qualified to receive services at the Hands clinic upon their release. Once the individual follows up at the Hands clinic, they will then be assisted to sign up for the Affordable Care Act. The group will be notified of any upcoming meetings on this important topic. JUDICIAL UPDATE- Judge Vacucci on behalf of Chief Judge Levin Judge Vacucci reported all was running smooth. He complimented both the CORE Program and the Pretrial Program. OLD BUSINESS- None NEW BUSINESS- None UPDATE- Chief Sean Baldwin from the Fort Pierce Police Department spoke about the Gang Model Prevention and Innovation plan. It was developed from the Office of Juvenile Justice and Delinquency Prevention. There is a National Gang Center that was set up to support the Gang Model. and implementation of it in our communities. There will be Forums held with community leaders and so forth. A day training will be held on what the Gang Model is. The Round Table of St. Lucie County has been influential and will be overseeing this project. Chief Baldwin reported gun violence to be down 50% from a year ago, but noted to keep that in perspective since last year was a bad year. They continue their efforts to take guns off the streets.
