Review and approval of Minutes 43 44 Chairman Moses called for a motion to approve the minutes from the August 18, 2015 45 Historical Commission meeting. Mrs. Trewyn motioned to approve the minutes. Mr. Bell 46 seconded the motion. The motion passed unanimously. 47 48 49 50 51 2016-09-06 HC MINUTES - DRAFT Page 2 of 3 3. Items for Consideration 1 2 Old Business 3 4 None. 5 6 New Business 7 8 A. Monument in front of Casa Caprona 9 10 11 Leslie Olson, Historic Preservation Officer stated that the Daughters of the American 12 Revolution submitted a request to have the Monument in front of Casa Caprona cleaned up. 13 The monument’s plaque references Capron Trails and was dedicated around 1927. 14 15 A discussion ensued and Mr. Moses suggested that a great way to show progress would be 16 to have facilities trim the trees. 17 18 Leslie Olson advised that each member go out and inspect the monument to see if their 19 expertise can determine the type of material and possible cleaning methods. She stated that 20 the Secretary of Interior lists allowed cleaning materials and she would provide a follow up on 21 the contents. 22 23 Mrs. Trewyn suggested a product called wet it and forget it for mold. We do not want to 24 pressure clean depending on the material. 25 26 Mr. Bell has a friend that owns a local pressure cleaning business that he will contact for a 27 consultation. 28 29 Mrs. Trewyn is concerned that if kids actually see there is a monument present they may 30 graffiti it. It is currently hidden by overgrowth. 31 32 33 B. Historic Sites Road Signs Project 34 35 Mr. Moses and Mr. Cleveland, the architect who restored the Cobb building, met with staff to 36 discuss a possible way to promote the awareness of St. Lucie County’s historic heritage. 37 County staff came up with a plan. 38 39 Mr. Winfree suggested that citizens from that time period could talk about what life was like in 40 that era. This would be living history. 41 42 Leslie will do a one on one briefing with the BOCC to inform them of the sign project. Further 43 discussion followed of the potential for this endeavor to produce economic development and 44 build a revenue stream in St. Lucie County, with tourism opportunities. This is a way to 45 promote the mission of the Historical Commission. 46 47 Mr. Moses based the dates printed on the signs off of the active years of the neighborhood 48 post offices. 49 50 2016-09-06 HC MINUTES - DRAFT Page 3 of 3 Edgartown does not have a post office date Also, Edgartown is located in the City of Fort 1 Pierce so staff will have to coordinate with the city in order to erect a sign in their jurisdiction. 2 3 Mr. Moses called for a motion to proceed with the project. Mr. Winfree motioned and Mrs. 4 Trewyn 2nd the motion. 5 6 7 C. 1940 N 3rd St Property Evaluation 8 9 Leslie Olson, Historic Preservation Officer, recommended to not hold this demolition permit 10 for historical designation. The structure did not appear to be of significant historic value by 11 reason of added vinyl siding that has replaced the drop panel siding, tar paper roof and new 12 additions to the structure. The interior included an updated kitchen not aligned with the time 13 period. Leslie Olson requested that the owner donate the 6x6 sash windows and weights to 14 an archaeological salvage company because they were the only part of the house that had 15 any remaining historic integrity. 16 17 Mr. Moses asked what type of neighborhood this was in that time period. Leslie answered that 18 the neighborhood was most likely an old fishing village. 19 20 Mr. Moses called for a motion to support Leslie’s recommendation. Mr. Johnson motioned and 21 Mr. Winfree 2nd the motion to not hold up the demolition permit. 22 23 24 4. Member Matters 25 26 Melanie Trewyn expressed that the Lions Club has invested a good amount of time and 27 energy working with the old fort and bringing forth artifacts. At some point a thank you is in 28 order to show the county’s appreciation. There was a consensus by the committee to do so. 29 Mr. Moses agreed to draft a letter to the fact for staff ’s review. 30 31 32 Next meeting date: Tuesday, October 18, 2015 33 34 35 5. Adjournment 36 Chairman Moses called for to adjourn the meeting. The meeting adjourned unanimously at 37 5:05 PM. 38
