We hired him (and have documentation to the effect) solely to, re-roof the property. We. purchased the house on 09/24/2016 and, we did sign a contract for the re-roofing of the property on the same day. However, we also did ask him whether he could repair a side door at the property on the same day we signed the contract for the roof. A few days later he replied he could not repair the door, but replace it. The estimated cost would be $1,200.00. We said "NO" because we felt he was overcharging us for this work. No contract was ever signed, and no business was agreed on any work at the door (We have E- mails proving we asked him not to proceed with the door). Yet, the very next day we found out by going into the City's website that he had —in effect- opened two Permits with the City: One for the roof, and yet a 2nd one for the door over our objections. The recorded date for the Permits is 10/04/2016. We asked him why he had not complied with our wishes. Instead, he tried to give us a lower price. We still did not agree, and asked him yet again to withdraw the Permit for the Window/Door. He never did. Almost four weeks later, and after the roof has been completed we still have this lingering issue. We called the City and we were explained that in order to close that Permit two Notarized Signatures would be required: The Contractor's, and the Client's. We faxed the City's form to Mr. Levine on Friday,Nov 21 st with agreement that he would sign, and notarize the form (for which he charged us $23.00 extra, and we agreed to pay for it). And we would complete the 2nd and final remaining payment on the roof. All business obligations on both side should be concluded that same day. He summoned us to go to his office at 3550 Okeechobee Rd. Fort Pierce, FL 34947. We were supposed to meet there at 2:00 pm on Sat, Nov 22, 2016. We waited for 45 minutes inside the office. He never showed up. A person at his office called him repeatedly, he never picked up the phone. This person left him messages. He never returned the calls. We called him at his phone numbers, he did not respond. We E-mailed him, he never responded. To this day, he has not yet contacted us via phone, E-mail, text, or regular mail. We still have in our possession a check for the remaining of the final payment on the roof. He still has not returned the signed, Notarized form. And he still keeps the key to our home in his possession. We contacted our attorney yesterday, and he suggested writing this Complaint and addressing it to the City of P.S.L. Our attorney says that—in some cases-the City can arrange for an inspector to go to the property, and verify no work has been done. Then, the Permit could be either cancelled, or called off, or withdrawn. Mr. Levine appears to have decided not to cooperate in any way with this issue.
