HomeMy WebLinkAboutBPoint022017Min BEAR POINT MITIGATION BANK MANAGEMENT COMMITTEE MINUTES FEBRUARY 15, 2017 MEETING Members Present: Glenn Henderson, Leslie Olson (arrived at 4:43 p.m.), Mark Satterlee, and Heather Young Others Present: Freda Posin appeared by telephone The meeting was called to order at 4:35 p.m. by Mr. Henderson in the County Attorney’s Small Conference Room, St. Lucie County Administration Annex Building, 2300 Virginia Avenue, Fort Pierce, Florida. Following roll call, it was determined a quorum was present. Mr. Henderson asked for a motion regarding the minutes of the December 7, 2016 meeting. Ms. Young made a motion to approve the minutes as presented. Mr. Satterlee seconded the motion. The motion was approved by a vote of 3-0. Mr. Henderson reported that the annual appraisal report had been received. The appraiser determined that the new value of a dual credit is $160,000.00, up from the previous value of $130,000.00 . Ms. Young made a motion to increase the price of a dual credit to $160,000.00, and to obtain an appraisal on the value of single credits for FDEP or ACOE. Mr. Satterlee seconded the motion. The motion was approved by a vote of 3-0. Mr. Henderson informed the Committee that the owners of six lots in Surfside Harbor had contacted Mosquito Control with an offer to donate the lots. Property Acquisitions is in the process of performing the due diligence for the proposed donation. The lots are not directly adjacent to the Bank but may prove useful future Bank operations. Mr. Henderson advised the Committee that the sign located in the interior of the impoundment has faded and is in need of repair or replacement. As the area beyond the sign is not open to the public, it was the consensus of the Committee to replace the sign with a standard, metal park sign. Mr. Henderson reported that the Bank currently has the following credits available: 1. Federal Credits – 7.20 2. State Credits – 8.30 Mr. Henderson informed the Committee that the Bear Point budget currently has $638,258.51 in pooled cash which includes the November 2016 interest allocation of $771.32. Ms. Posin reported that the Bi-Annual Status Report had been approved by FDEP. Water quality was good. The wildlife survey reflected good diversity and number of animals in the impoundment. Mr. Henderson advised the Committee that the design specs for the replacement pier are currently out for bid. There being no further business, the meeting was adjourned at 5:00 p.m.
